If NASA want to offer upto $1 billion of cash prizes, I think they'll have to generate most of money for the prizes in other ways, i.e fund raising events, or charging for trips on the Shuttle or to the I.S.S.
I doubt Congress is going to grant them an extra $1 billion a year to just provide the cash prizes. They will have to take the money from elsewhere, i.e current projects and missions, something they are already doing for the Moon - Mars plan. In other words, ain't going to happen. It's a shame really, as we've already seen what the X-Prize is doing, creating more and more determined would-be astronauts and a real effort to make space accessible to all of us. Something like winning a prize from NASA would really be a fledgling space tourism companies PR dream.

Actually Halo was already a FPS for the PC before Microsoft bought it. It was a top down view RTS for Mac, then Bungie decided to go PC and FPS. Practically the entire graphics, vehicles, models etc were in place by the time of E3 2000. The E3 video of it running on ironically a GeForce 3 equipped PC is still floating around. Warthog, Master Chief, Dropship, Covenent etc all there, and of course the famous physics engine. It's that same video that made Microsoft go 'right, we want that for Xbox'. Cue the screams of a million hopeful souls in the PC Force as Microsoft bought Bungie and slapped 'Xbox Only' on Halo.
I'm hoping this Ion drive driven S.M.A.R.T 1 will do interesting things like find those elusive water deposits, map the small unchartered areas of the far side (I bet theres still some) and even try and locate the Apollo landers.
The last one will be the coolest for obvious reasons, the first one would be the most profound, for the proposed colony, and the second one, a fuller, completer map of the moon for the future explorers on the surface. It wouldn't surprise me though if a GPS system was set up by then anyway.
Back on subject, this should showcase the usefulness of Ion drives, and prove their application as a propulsion method for little 'inner system' trips like this. (Ion drives were already proven with Deep Space 1 for inter-system propulsion) I doubt they will get used for human ships though, too slow.
