I don't really understand what the problem is. Here in Sweden you can get a 24 Mbit/s (down) for about $40 USD a month and that is without bandwidth throttling.
Gaming cafés seems to be pretty sucessful here since you can find one on almost any street.
But make sure that you have comfy chairs because that's pretty important if people are going to spend a lot of time in it.
Also, don't make it too expensive, AFAIK people usually go to the cheaper place. The place I usually go to charges 15kr SEK per hour (15kr SEK is about $2 USD) and then you get 15 hours of gametime when you become a member which costs 100kr SEK (about $14 USD).
I disagree about Beyond Good & Evil being more action packed than Wind Waker or Ocarina of Time. In Beyond Good & Evil, you're mostly sneaking around or driving around in the boat while in Wind Waker, you fight enemies nearly all the time.

But still, you might get a Wii with the Japanese region coding and then you'd have to play the games in a language you might not understand.
But the region setting on it will probably be US or Japan which means that you can't buy any games for the Wii in Europe...
