That is completely wrong, my school district, Roanoke County Public Schools, Roanoke, Virginia has been assigning laptops to all of their 5000+ high school students for several years now, using them at home + at school, transitioning to the point of a zero-textbook policy. My school was actually the first [in our school system at least] to implement this policy. The computers are Dell Latitudes, and are commonly broken. Roanoke County hopes to soon implement the same policy in all secondary schools.
P.S. if you thought it was hard to stay out of trouble before, try getting an hour of detention for playing solitaire during lunch. (or 3 hours for shutting down other students computers with the tsshutdn function of terminal services within command prompt and then telling everyone you know how to do it...) Oh yeah, and are schools are also 100% wireless using proffesional linksys access points.
Hey, have you ever heard of temporary internet files? How about web history? Did you know that you can find pages that you've accessed days ago in your "documents and settings" folder, and take a screenshot of that...
There is no way to tell when that screenshot was taken, other than the date timestamp on the image file, (which I checked, and both are the 7th of May). So basically, it is very possible for their to be a before screenshot.
Let me rephrase that, How about... Get a new HOBBY!!!!!!
I would recommend you require that all students submit their MAC Address into a database that you will keep track of (if your really good, than you could even write software for this), and when you get the first sign of a virus problem, than BLOCK THEIR MAC ADDRESS! From their, you can have software created to automate this process and even send out a warning e-mail or two, (or have them come to the library and sign a waiver or something.)
I am a student at a high school in VA, that requires students pay $80 a year to use their laptops (not optional, you must "rent" the laptop,) These laptops are taken home with students, and you can't even imagine what some people do to/on these computers. I [feel sorry for, or] look down upon these people since they don't use common sense when blocking features/web sites. (I actually think that Microsoft.com was actually blocked for a while - don't ask me how I know this).
Anyways, don't make the mistake that these (payed employees) do, and use common sense. One good way to accomplish this, is have teachers use the same standards as students do. If the teachers have problems getting things done due to restrictions, than the students probably will too.
They are very handy to have at resturaunts when calculating tips. Also good when recording milage on a car - who wants to lug out their laptop just to write down their milage??

(i think i have a right to be ignorant) A developer of a php board should be able to spell (i was in fact making a joke - wasn't very funny though) but, the point was, that their own web page was not functioning. Also, i was typing a post on slashdot, not writing a piece of code.
So, anonymous coward (and yes, i do realize that annonymous coward IS the name slash-based boards give to annonymous post-ers) the point is to RTFA. (or RTFP in this case)
