From my experience, your torrent issue is not Verizon's network problem, it is the woefully underpowered router (for torrents with LOTS of connections needed) that comes standard with FiOS.

I was having the same problem, then I took an old Pentium 2 rig and put PFsense on it (eliminating the stock router, and heck it even picked up an ip via DHCP on the network card in that box with no cloning), and presto, I could move a Terabyte in a month probably Up/down if I focused on finding torrents. But I'm not gonna max my connection out 24/7/365, it's still residential. (have moved 800 Gigabytes in a month without a fidget, I seeded some linux iso's for 20 days to test if VZ capped, and I have the RRD graphs to prove it)

I swear, with how often people say "Nvidia is better than VIA" or "Intel is better than Nvidia" etc, etc. I think the chipsets perform differently based on altitude!

This is no joke for me though. I live in Pittsburgh, Pa (mountainous) and I had a very nice P4 based Celeron 2.0 Ghz machine on a VIA chipset, gave me very few problems at all, even ran games like Call of Duty very well.

Then I proceeded to be a good brother and gave the machine to my sister who lives in Boston, Ma (Sea level). And it was crap! It started freezing after using it for awhile, the BIOS was having issues, the network card would drop connections. It felt like a PC Chips board, but it was an XFX!!!! I didn't even ship the board, I took it up personally when I visited in my car!!!!!!

So altitude is all I got at this point... (still screwy)

All I can say for a comparison to put this statistic to an even more impressive degree, an original Nintendo GAME system had a 4 mhz processor.... I don't know where the hell that statistic is from either. My AMD64 3500+, Geforce 4 ti4200, and 2 sticks of PC3200 RAM uses about 200 watts of power. I recommend trying this thing called the kill-a-watt from thinkgeek, it really is nice for finding out how much power stuff uses. I am not going into anymore of a promo-mode besides that today though :)

Anyway, a hair dryer uses when it is on FYI 1359 watts, a toaster 800 watts, and even a gas dryer uses 500 watts! So don't bitch about desktop computers.
