I dont know what you know about Oakland, but it's a fairly decent sized city. Huge industrial area, the main dock yard for the San Francisco Bay. If it's been running there, that is a huge accomplishment. Hrm, I live about 15 miles from Oakland, I think I'll sign up. =)
My regular Honda Civic that I drive to work every day gets about 400 miles to the tank. If I had to only fill up 5 gallons, compared to the 10 I have to now, I'd hella get it.

From what I read here and from talking with friends in the States, quality broadband is hard to find. It's definitely more expensive. It's sad that I live in arguably the most expensive country in the world, yet I pay less for my broadband than anyone I know in America (does 8Mb ADSL even exist there?).
I pay 60/month for 1.5m/128k DSL. I can get 6m/384k DSL for $200/month. That's in San Francisco.
Your biggest problems will come when everyone and their dog wants to install their personal stuff (screensavers, wallpaper, P2P apps, etc...)
Some screen savers are cross-platform, and some have alternatives, but some are Windows only (or Mac only, as the case may be)./Most/ wallpaper is just a.jpg, or.bmp, or something, so should be fine, but again, there are specialized software for it./However/, most of that specialized software is either so you can't copy the backgrounds w/o registering the software, or so you can have multiple backgrounds rotate. P2P apps commonly have alternatives, or are being ported, but what p2p apps are you using at your work? Evaluate what your people use, and if it's not illegal by work standards, see if there is a free alternative, if not, then you can be pretty sure that 90% of the people won't run un-authorized programs.

Granted, you can just do what I did, get a job that will pay the bills in the meantime, that's in a related market, so you get the "dues paid", and learn your target job skills on the side. Possibly get promoted into that position, then jump to a different company, that will let you do what you want/need to as a sysadmin.

College, and certs will get you in the door. So will a resume. Learn your skills. Since you are so young, you could probably undercut those who are more qualified. Know your stuff, and try for Junior-admin positions. Get a cert or two, so they will actually call you back, but concentrate on knowing your craft. If you are willing to move, do nation-wide searches for a job. Some areas have too many techs, but other areas are starving for them.

I am getting the new learning mysql book from oreilly's, and I will learn how to create a mysql database, and have a perl module connect to it, so I can see my database from the internet, and I will write a C prog to adminster the database. The database will be an index of all of my DVD's, with cross-references by actors, directors, crew, effects, genre, music, etc, etc, etc.
So the idea of Slashdot getting excited by a 5.2 in California - slow day is it?
Hell, the local news here got in a tizzy. Breaking "interesting" news storys ever 30 seconds to bring updates on "The Earthquake of the Century (TM)"* They made the earthquake more important than the Sharks game.:P
