But seriously hardly any schools use Linux. And I'm not surprised as I've met school IT workers who've never heard of Linux.

Like in government (cough cough cough), powers should be divided amongst a number of people i.e. hardware admins, web server admins, database admins, 'maintenance admins', et cetera. But for the majority of places this could easily be too many people. Of course, this is pretty impractical too, and I for one know most admins don't like having obstacles; but after all that's the root of the problem at hand.
Without many tools which can easily be used to hack the modern Internet as we know it won't work. An IT pro can't get their work done without tools so its either auf Wiedersehen to the law or the IT industry. Sounds like the problem we have in America... the people trying to administer laws to this 'intraweb' just don't know what they're doing...And its also similar to gun control... and locks... and...YOU'RE ONLY HURTING THE INNOCENT PEOPLE! And it should be obvious why. If it could pass with that excuse it could easily provide a cover for various other illegal operations: they would just need to operate as a business to get protection, obviously not how it works.
I too use email, to an extent. I use the RSS feeds from my email account to know who needs my attention and go from there and very rarely read a full email if I read any of the body content.
