Anyway... back to the video... it looks like they've been in the store before, and cased it before the robbery. They knew what to take and where it was located. In addition, they didn't waste time on the power cables (so it appears). Also, they had some brains and covered their faces/heads. Just a little harder to find them on the streets.
You then have people making transactions of questionable legality...
Of course, placing a low-tech "Do not use, fake ATM, will steal your information" sign could have worked just as well, and then do as the OP mentioned, place surveillance on the unit.
1. For neighboring towns, we have each other's frequencies available on our own radios.
I work for a local two-way radio shop and this happens all the time. But this isn't what they're meaning.
If you have a VHF system, you cannot talk to someone on UHF... period. With the Thales' radio, you can, it has multiple bands built inside the radio.
I remember seeing this last year in a "what's new and upcoming" in a trade magazine, and they mentioned it could have VHF (136-174 Mhz) UHF1 (405-430 Mhz), UHF2 (450-520 Mhz), 700 Mhz band, and 800 Mhz band all in one radio.
So, if you as a firefighter runs on VHF, but the local PD runs 800 Mhz, you could both talk to eachother assuming one party had one of these radios.
2. When operating more distantly, we use a state wide non-repeated frequency for larger incidents to cover the incident scene, while operations command will use their repeated systems to communicate out to dispatch or with other agencies.
Again, this assumes everyone is in the same RF band. See above.
So how do you take the approved textbook into a restricted-text exam?
At levels lower than High School, there probably won't be a need for this. Heck, even at the High School level, there probably isn't a need for this.
How do you make notes in the margin?
Use Notepad (or better yet, Notepad++)
Are you supposed to print out relevant parts and bring them to use in class?
Yes, or have the teacher print out relevant part...
When you're finished with it, can you re-sell it if you don't need it?
Only at the college level does the student own the book... the license to the book should stay with the school.
One more thing, if the book is online, and several states go for the same idea, you could have a truely open textbook standard that could impact the entire nation, allowing every school district in the US the same materials.

With this law I would have to flag any Wisconsin residents, collect sales tax from them, and send it to Wisconsin.
How is this going to work if I'm in a different state... Barring any presence, and interstate commerce, etc... I'm not a bloody resident of Wisconsin... what would happen if I just said F. O. to Wisconsins' tax collectors? Obviously I wouldn't go there to vacation anymore.
