Basically, the GPL can only be enforced if you distribute the software. Remember, it's not a EULA, it's a Copyright license.
Therefore, Sveasoft is saying "If you do not distribute this software (IOW, don't invoke the GPL), then we will give you free upgrades in advance. Or, If you choose to distribute it under the GPL, then we won't give you free upgrades in advance."
Sounds like a pretty good model to me.

I would setup a scoring system so that the user must have X points to successfully register their account.
Points can be earned by:
Depositing 2 random amounts of money into the person's checking account (like PayPal)
Verifying their address with the address on their credit card
Matching their phone number to their address through a phonebook (anywho.com/rl.html)
Have an automated call placed to the phone number listed and ask the person to input his/her date of birth as digits
Have X other registered users verify that the person signing up is real
Have the person fax in a notarized document of identity
Send a letter/postcard in the mail with a code for the person to use to verify his/her address
Have the person call a toll-free number and input their birth date and using caller id to verify the source of the phone call
There are probably more ways, but like others said, if you're serious about this, you may want to look into starting a non-profit or LLC.
I usually use my Neuros in my car, but I probably wouldn't be able to tell the difference between Q0 and Q5. I don't want to keep different versions of the same song for my car and desktop. Hopefully some day we can have bitrate peeling.. some day..
I pick up my 128mb solid state ogg player that I bought from Neuros Audio. It plays Ogg along with several other formats just fine. Once you tell people you can fit twice the number of songs on your "mp3" player without losing much quality by using Ogg Vorbis, they start listening.

I know that some of the Mercedes models use infrared signals rather than radio. Infrared should be able to avoid most interference.
