An important consideration is that in today's political environment, many people are what you would call Capital C conservatives. They've made it into a brand and they rally beneath it. Whereas a conservative is somebody who resists big changes.
Most of the underclass (the 'hicks' and 'rubes') live in the inner core cities. There really isn't the infrastructure 'out here' for the helpless ignorant to live out here. There are pockets of poverty out in the countryside, but mostly there are people who could be judged more self-sufficient than the typical urban dweller.
When you're just working with a parody representation of a 'conservative' you'll come out with pronouncements like that. Try to grow up a little and stop simply relying on the stereotypes that are popular in your echo chamber.

At a previous job, we had two Unholtz-Dickie shaker tables. One was controlled by a PC running Windows XP, the other by a PC running Windows 2000. Nobody ever touched the machines except to run the U-D application to operate the shaker table.
It's no more of an issue than the fact that some equipment might use Amphenol connectors that might have been out of production for a decade or more.
At my present job they are scrambling to find ancient Cinch-Jones connectors.
If I had installed a 386-sx motherboard into some piece of hardware in 1996 that controlled a steel mill, or a lathe, and the software it ran on was embedded Linux, none of the current mainstream versions of Linux would now run on it.
Though, I have no idea why Huawei is targeted. They have no official ties to the China government, and, unlike Cisco, have never put in a backdoor for government control.

I would bet decent money you can run OS/2 through some form of emulator. DOSBOX runs well on Android, and probably bochs could be ported.
