Tesla Pushes Even More States To Upend Auto Dealer-Friendly Laws (arstechnica.com)
An anonymous reader quotes a report from Ars Technica: Tesla is now pressing ahead with lobbying efforts that would allow it to expand its direct dealerships in two more states: Nebraska and Wisconsin. For now, more than 20 states already allow the California automaker to sell its own vehicles, while others have set up a system that at least partially bans manufacturers from direct sales and effectively protects auto dealers. Those states include Texas, Michigan, West Virginia, and Utah, among others. Last year, court rulings and changes in the law in Arizona, Missouri, Indiana, and other states have paved the way for Tesla to sell directly to the public. In Nebraska, the new bill under consideration is known as LB 830. It has been met with opposition from existing dealers who are concerned that other manufacturers like GM or Ford will want a similar arrangement. Similarly, in Wisconsin, SB 605 would carve out an exception in state law for a "manufacturer [whose] motor vehicles... are propelled solely by electric power." -
Pocket-Sized DNA Reader Used To Scan Entire Human Genome Sequence (arstechnica.com)
An anonymous reader quotes a report from Ars Technica: A few years back, a company called Oxford Nanopore announced it was developing a radically different way of sequencing DNA. Its approach involved taking single strands of the double helix and stuffing them through a protein pore. With a small bit of current flowing across the pore, the four bases of DNA each created a distinct (if tiny) change in the voltage as it passed through. These could be used to read the DNA one base at a time as it wiggled through the pore. After several years of slow progress, Oxford Nanopore announced that its sequencing hardware would be as distinctive as its wetware: a USB device that could fit comfortably in a person's hand. As the first devices went out to users, it became clear that the device had some pros and cons. On the plus side, the device was quick and could be used without requiring a large facility to support it. It could also read very long stretches of DNA at once. But the downside was significant: it made lots of mistakes.
With a few years of experience, people are now starting to learn to make the most of the devices, as demonstrated by a new paper in which researchers use it to help sequence a human genome. By using the machine's long reads -- in one case, nearly 900,000 bases from one DNA molecule -- the authors were able to get data out of areas of the human genome that resisted characterization before. And they were able to distinguish between the two sets of chromosomes (one from mom, one from dad) and locate areas of epigenetic control in many areas of the genome. In light of all the distinct information it can provide, the machine's error rate is seeming like less of a problem. -
California Senate Defies FCC, Approves Net Neutrality Law (arstechnica.com)
The California State Senate yesterday approved a bill to impose net neutrality restrictions on Internet service providers, challenging the Federal Communications Commission attempt to preempt such rules. From a report: The FCC's repeal of its own net neutrality rules included a provision to preempt state and municipal governments from enforcing similar rules at the local level. But the governors of Montana and New York have signed executive orders to enforce net neutrality and several states are considering net neutrality legislation.
The FCC is already being sued by t21 states and the District of Columbia, which are trying to reverse the net neutrality repeal and the preemption of state laws. Attempts to enforce net neutrality rules at the state or local level could end up being challenged in separate lawsuits. -
Amateur Astronomer Discovers Long-Dead NASA Satellite Has Come Back To Life (behindtheblack.com)
schwit1 shares a report from Behind The Black: In his hunt to locate Zuma, an amateur astronomer has discovered that a long-dead NASA satellite, designed to study the magnetosphere, has come back to life. IMAGE went dead in 2005, and though NASA thought it might come back to life after experiencing a total eclipse in 2007 that would force a reboot, no evidence of life was seen then. It now appears that the satellite came to life sometime between then and 2018, and was chattering away at Earth waiting for a response. NASA is now looking at what it must do to take control of the spacecraft and resume science operations. Zuma is the secret U.S. government payload that was launched by SpaceX earlier this month and reportedly lost. As for why Scott Tilley -- the amateur radio astronomer -- decided to have a look for the present of secret military satellites, Ars Technica reports that he apparently does this semi-regularly as a hobby and, in this case, was inspired by the Zuma satellite. -
Montana To FCC: You Can't Stop Us From Protecting Net Neutrality (arstechnica.com)
An anonymous reader quotes a report from Ars Technica: The Montana governor's office has a message for the Federal Communications Commission and Internet service providers: the state can't be stopped from protecting net neutrality, and ISPs that don't like it don't have to do business with state agencies. Governor Steve Bullock signed an executive order to protect net neutrality on Monday. But with questions raised about whether Bullock is exceeding his authority, the governor's legal office prepared a fact sheet that it's distributing to anyone curious about potential legal challenges to the executive order. ISPs are free to violate net neutrality if they only serve non-government customers -- they just can't do so and expect to receive state contracts. "Companies that don't like it don't have to do business with the State -- nothing stops ISPs from selling dumpy Internet plans in Montana if they insist," the fact sheet says.
The FCC's repeal of net neutrality rules attempts to preempt states and localities from issuing their own similar rules. But Bullock's executive order doesn't directly require ISPs to follow net neutrality rules. Instead, ISPs that accept contracts to provide Internet service to any state agency must agree to abide by net neutrality principles throughout the state. Bullock's fact sheet is titled, "Why Isn't Montana's Executive Order Preempted?" and it offers numerous answers to that question. "Through the order, the State of Montana acts as a consumer -- not a regulator," the fact sheet says. "Because there's no mandate, and no new regulations, there's certainly no federal preemption. Companies that don't like Montana's proposed contract terms don't have to do business with the State." -
Now Even YouTube Serves Ads With CPU-draining Cryptocurrency Miners (arstechnica.com)
YouTube was recently caught displaying ads that covertly leach off visitors' CPUs and electricity to generate digital currency on behalf of anonymous attackers, it was widely reported. From a report: Word of the abusive ads started no later than Tuesday, as people took to social media sites to complain their antivirus programs were detecting cryptocurrency mining code when they visited YouTube. The warnings came even when people changed the browser they were using, and the warnings seemed to be limited to times when users were on YouTube. On Friday, researchers with antivirus provider Trend Micro said the ads helped drive a more than three-fold spike in Web miner detections. They said the attackers behind the ads were abusing Google's DoubleClick ad platform to display them to YouTube visitors in select countries, including Japan, France, Taiwan, Italy, and Spain. The ads contain JavaScript that mines the digital coin known as Monero. -
Apple Prepares MacOS Users For Discontinuation of 32-Bit App Support (arstechnica.com)
Last year, Apple announced that macOS High Sierra "will be the last macOS release to support 32-bit apps without compromise." Now, in the macOS High Sierra 10.13.4 beta, Apple is notifying users of the impending change, too. "To prepare for a future release of macOS in which 32-bit software will no longer run without compromise, starting in macOS High Sierra 10.13.4, a user is notified on the launch of an app that depends on 32-bit software. The alert appears only once per app," Apple says in the beta release notes. Ars Technica reports: When users attempt to launch a 32-bit app in 10.13.4, it will still launch, but it will do so with a warning message notifying the user that the app will eventually not be compatible with the operating system unless it is updated. This follows the same approach that Apple took with iOS, which completed its sunset of 32-bit app support with iOS 11 last fall. Developers and users curious about how this will play out will be able to look at the similar process in iOS for context. On January 1 of this year, Apple stopped accepting 32-bit app submissions in the Mac App Store. This June, the company will also stop accepting updates for existing 32-bit applications. iOS followed a similar progression, with 32-bit app submissions ending in February of 2015 and acceptance of app updates for 32-bit apps ending in June of 2015. -
The Legislative Fight Over Loot Boxes Expands To Washington State (arstechnica.com)
An anonymous reader quotes a report from Ars Technica: The government backlash against video game loot boxes -- the randomized in-game item purchases that some observers and legislators consider a form of gambling -- moved from Hawaii to Washington state earlier this month. That's when a group of three Democratic state senators introduced a bill that would require the state gambling commission to examine loot boxes and determine "whether games and apps containing these mechanisms are considered gambling under Washington law." "What the bill says is, 'Industry, state: sit down to figure out the best way to regulate this,'" Orcas Island Senator and bill coauthor Kevin Ranker told the Tacoma News Tribune. "It is unacceptable to be targeting our children with predatory gambling masked in a game with dancing bunnies or something."
The bill text puts specific focus on the question of whether children who "may be more vulnerable to gambling addiction" should be allowed to access games with loot boxes, and on the question of "transparency" around "the odds of receiving each type of virtual item." The latter point took on additional salience last month as Apple required such odds to be posted alongside games with loot boxes. Actual government regulation of loot boxes in Washington is still a ways off, though. Ranker's bill needs to be approved by the full Washington state legislature (which is narrowly held by Democrats) and be signed by the governor before being referred to the gambling commission. At that point, the commission would have until December 1 to form its recommendations for any regulatory and enforcement system the state might set up. -
Fitbit Will End Support For Pebble Smartwatches In June (arstechnica.com)
Today, Fitbit announced that it will extend its support of the Pebble smartwatch ecosystem, including devices, software, and forums, until June 30, 2018. "During this time, we invite the Pebble community to explore how familiar highlights from the Pebble ecosystem are evolving on the Fitbit platform, from apps and clock faces to features and experiences," the company's blog post states. Ars Technica reports: Fitbit's invitation is a hopeful one for the company itself. After the buyout, members of the Pebble team helped Fitbit develop its own smartwatch OS that debuted on the $300 Fitbit Ionic last year. Fitbit is likely hoping that diehard members of the Pebble community, many of which developed apps and programs for the smartwatch platform, will try making similar programs for Fitbit's new wearable operating system. The Fitbit SDK is already quite accessible, allowing developers to sign up and start building programs using all-online tools. But in addition to the accessibility of the SDK, Fitbit wants to entice Pebble users with a discount: users with a valid Pebble device serial number can get $50 off a Fitbit Ionic smartwatch. It's currently the only device that runs Fitbit OS, and it's useful to have if you want to test out any apps made with the SDK. But for those who want nothing to do with Fitbit OS development and only care about how long their Pebbles will last, this news is bittersweet. According to Fitbit's announcement, Pebble devices will continue to work after June 30, but these features will stop working: the Pebble app store, the Pebble forum, voice recognition features, SMS and email replies, timeline pins from third-party apps (although calendar pins will still function), and the CloudPebble development tool. -
Two Twin Long-Tailed Macaque Monkeys Are the First Primates Cloned Using the Dolly Method (arstechnica.com)
An anonymous reader quotes a report from Ars Technica: The twin long-tailed macaque monkeys are the first primates cloned using the same method that created the world's most famous sheep in 1996 -- a method called somatic cell nuclear transfer, or SCNT. The twins' genetic blueprints were swiped from fetal cells of another monkey. Researchers then popped the DNA into egg cells that they had also cleared of their DNA-containing nuclei. With a dash of compounds that spur embryo development, the reprogrammed cells developed into healthy baby monkeys in surrogate mother monkeys. The two were born about seven weeks ago in China and are developing normally so far, researchers reported Wednesday in the journal Cell. Though the overall SCNT method is the same as what was used for Dolly, researchers struggled for years to tweak it to work in primates. The procedure is delicate and required a lot of optimization -- not to mention DNA-swaps.
The researchers behind the cute clones, led by Zhen Liu of the Chinese Academy of Sciences, first tried using DNA from adult monkey cells. They created 192 embryos this way, implanting 181 of them into 42 surrogates, leading to 22 pregnant monkeys. But this resulted in the live birth of only two monkeys, both of which died within hours. Next, the researchers tried using DNA from fetal tissue. They created 109 embryos, implanted 79 of them into 21 surrogates, leading to pregnancy in six of them. Two female monkeys, Zhong Zhong and Hua Hua, resulted. The researchers attribute their success to new cell-imaging methods, tweaking the right mix of reprogramming compounds, and lots of practice. -
Net Neutrality Comment Fraud Will Be Investigated By Government (arstechnica.com)
Last month, a number of US Representatives sent a letter to the Government Accountability Office (GAO) asking it to investigate fraudulent comments submitted to the FCC's proposal to repeal net neutrality. Multiple groups found evidence that millions of the comments submitted during the FCC's public comment period were linked to fake email addresses, were fraudulently posted under others' names and addresses and were even attributed to people known to be dead. ArsTechnica reported on Wednesday that the GAO has agreed to investigate the issue. From the report: The GAO will do just that, having told Democrats in a letter that it will "review the extent and pervasiveness of fraud and the misuse of American identities during federal rulemaking processes." The investigation was requested by nine Democrats led by Reps. Gregory Meeks (D-NY), Elijah Cummings (D-Md.), and Frank Pallone, Jr. (D-NJ). GAO investigations do not happen quickly. "At the current time we anticipate that staff with the required skills will be available to initiate an engagement in about five months," the office said. -
Elon Musk To Stay At Tesla For Another Decade (arstechnica.com)
Thelasko writes: "On Tuesday, Tesla's board announced that it had convinced Musk to stay at the helm for another decade with a truly gargantuan performance-based pay package," reports Ars Technica. The pay package is in a series of 12 milestones based on market capitalization.
[The report notes the possibility that Musk could get nothing for a decade's work as Tesla's CEO if the company's stock never rises above $100 billion. However, Musk will get awarded with $1 billion -- 1 percent of the company's stock -- if the stock reaches a value of $100 billion and the company either achieves revenues of $20 billion or earnings of $1.5 billion.] "If the stock rises to $150 billion (and Musk reaches another revenue or profit target), Musk gets another 1 percent of the stock, which will be worth $1.5 billion," reports Ars. "That pattern continues in $50 billion increments until Tesla's stock rises above $650 billion -- at which point Musk will get a stock award worth $6.5 billion. Musk's stock awards will total $45 billion if he hits all 12 milestones."
I guess Musk will have to wait to move to Mars until 2028... -
DJI's New Mavic Air Drone Is a Beefed-Up Spark With 4K Video Support (arstechnica.com)
Earlier today, DJI announced the latest entry in its popular line of consumer drones: the Mavic Air. The drone starts at $799, which is $400 more than the Spark's current going rate and $200 below the cost of a new Mavic Pro. "The entry-level package does include a dedicated controller, though, albeit one without an integrated display," reports Ars Technica. "The Mavic Air is available for pre-order today, and DJI says the device will start shipping on January 28." From the report: At first blush, the Mavic Air appears to find a middle ground between DJI's beginner-friendly Spark drone and its pricier but more technically capable Mavic Pro. Like both of those devices, the Mavic Air is small -- at 168x184x64mm, it's a bit larger than the Spark but smaller than the Mavic Pro. Like the latter, its arms can be folded inward, which should make it relatively easy to pack and transport. Its design doesn't stray too far from the past, either, with the rounded, swooping lines of its chassis punctuated by stubby, Spark-like propeller arms. The whole thing weighs 430 grams, which is much lighter than the Mavic Pro's 734g and a bit heavier than the Spark's 300g chassis. DJI says it can reach up to 42.5 miles per hour in its "sport" mode, which is faster than both the Spark (30mph) and Mavic Pro (40mph). It has a flight range of 2.5 miles with the included controller -- provided you keep it in your line of sight -- which is closer to the Spark than the Pro. With a smartphone, that range drops to 262 feet, the same as the Spark. The drone carries a 12-megapixel camera with a 1/2.3-inch CMOS sensor and a 24mm F2.8 lens. As with all DJI drones, it comes integrated into the device. Notably, like the Mavic Pro, it's capable of capturing video in 4K up to 30 frames per second, with 1080p video up to 60fps. It can also take DNG photos. -
Tesla Owner Attempts Autopilot Defense During DUI Stop (arstechnica.com)
It turns out driving drunk is still illegal, even with a driver-assistance system active. "On Saturday, January 13, police discovered a man in his Tesla vehicle on the San Francisco-Oakland Bay Bridge," reports Ars Technica. "The San Francisco Chronicle reports that 'the man had apparently passed out in the stopped car while stuck in the flow of busy bridge traffic at 5:30pm, according to the California Highway Patrol." From the report: When police woke the man up, he assured officers that everything was fine because the car was "on autopilot." No one was injured in the incident, and the California Highway Patrol made a snarky tweet about it. Needless to say, other Tesla owners -- and people who own competing systems like Cadillac's Super Cruise -- should not follow this guy's example. No cars on the market right now have fully driverless technology available. Autopilot, Supercruise, and other products are driver assistance products -- they're designed to operate with an attentive human driver as a backup. Driving drunk using one of these systems is just as illegal as driving drunk in a conventional car. -
Tesla Is Last In the Driverless Vehicle Race, Report Says (usnews.com)
Navigant Research has compiled a new report on 19 companies working on automated driving systems, and surprisingly, Tesla came in last place. U.S. News & World Report: Navigant ranked the 19 major companies developing AV technology based on 10 criteria, including vision, market strategy, partnerships, production strategy, technology, product quality and staying power. According to the report, General Motors Co. and Waymo, the auto unit of Alphabet, are the top two AV investment opportunities in the market today. Tesla and Apple are the two biggest laggards in the AV race, according to Navigant's rankings.
Investors are acutely aware of Tesla's production and distribution disadvantages compared to legacy automakers like GM, but Navigant is also highly critical of Tesla's technology. "The autopilot system on current products has stagnated and, in many respects, regressed since it was first launched in late 2015," Navigant says in the report, according to Ars Technica. "More than one year after launching V2, Autopilot still lacks some of the functionality of the original, and there are many anecdotal reports from owners of unpredictable behavior." -
Google's Fuchsia OS On the Pixelbook (arstechnica.com)
An anonymous reader quotes a report from 9to5Google: Our early look at Fuchsia OS last May provided a glimpse into a number of new interface paradigms. Several months later, we now have an updated hands-on with Google's future operating system that can span various form factors. This look at the in-development OS eight months later comes courtesy of Ars Technica who managed to get Fuchsia installed on the Pixelbook. The Made by Google Chromebook is only the third officially supported "target device" for Fuchsia development. As our last dive into the non-Linux kernel OS was through an Android APK, we did not encounter a lockscreen. The Ars hands-on shows a basic one that displays the time at center and Fuchsia logo in the top-left corner to switch between phone and desktop/tablet mode, while a FAB (of sorts) in the opposite corner lets users bring up WiFi controls, Login, and Guest.
Only Guest is fully functioning at this stage -- at least for non-Google employees. Once in this mode, we encounter an interface similar to the one we spotted last year. The big difference is how Google has filled in demo information and tweaked some elements. On phones and tablets, Fuchsia essentially has three zones. Recent apps are above, at center are controls, and below is a mixture of the Google Feed and Search. The controls swap out the always-displayed profile icon for a Fuchsia button. Tapping still surfaces Quick Settings which actually reflect current device battery levels and IP address. Impressively, Ars found a working web browser that can actually surf the internet. Google.com is the default homepage, with users able to visit other sites through that search bar. Other examples of applications, which are just static images, include a (non-working) phone dialer, video player, and Google Docs. The Google Calendar is notable for having subtle differences to any known version, including the tablet or web app. -
Meteor Lights Up Southern Michigan (arstechnica.com)
New submitter Foundryman writes: Amidst fake missile reports in Hawaii and Japan, Michigan gets hit by something real. From a report via Ars Technica: "Early last night local time, a meteor rocketed through the skies of southern Michigan, giving local residents a dramatic (if brief) light show. It also generated an imperceptible thump, as the U.S. Geological Survey confirmed that there was a coincident magnitude 2.0 earthquake. The American Meteor Society has collected more than 350 eyewitness accounts, which ranged from western Pennsylvania out to Illinois and Wisconsin. They were heavily concentrated over southern Michigan, notably around the Detroit area. A number of people have also posted videos of the fireball online. The American Meteor Society estimates that the rock was relatively slow-moving at a sedate 45,000km an hour. Combined with its production of a large fireball, the researchers conclude it was probably a big rock. NASA's meteorwatch Facebook page largely agrees and suggests that this probably means that pieces of the rock made it to Earth. If you were on the flight path, you might want to check your yard. -
Researchers Uncover Android Malware With Never-Before-Seen Spying Capabilities (arstechnica.com)
An anonymous reader quotes a report from Ars Technica: According to a report published Tuesday by antivirus provider Kaspersky Lab, "Skygofree" is most likely an offensive security product sold by an Italy-based IT company that markets various surveillance wares. With 48 different commands in its latest version, the malware has undergone continuous development since its creation in late 2014. It relies on five separate exploits to gain privileged root access that allows it to bypass key Android security measures. Skygofree is capable of taking pictures, capturing video, and seizing call records, text messages, gelocation data, calendar events, and business-related information stored in device memory. Skygofree also includes the ability to automatically record conversations and noise when an infected device enters a location specified by the person operating the malware. Another never-before-seen feature is the ability to steal WhatsApp messages by abusing the Android Accessibility Service that's designed to help users who have disabilities or who may temporarily be unable to fully interact with a device. A third new feature: the ability to connect infected devices to Wi-Fi networks controlled by attackers. Skygofree also includes other advanced features, including a reverse shell that gives malware operators better remote control of infected devices. The malware also comes with a variety of Windows components that provide among other things a reverse shell, a keylogger, and a mechanism for recording Skype conversations. -
The James Webb Space Telescope Has Emerged From the Freezer (arstechnica.com)
The James Webb Space Telescope has emerged from a large vacuum chamber that was home to temperatures of just 20 degrees Celsius above absolute zero. Scientists have reviewed the data and given the instrument a clean bill of health. "We now have verified that NASA and its partners have an outstanding telescope and set of science instruments," said Bill Ochs, the Webb telescope project manager at NASA's Goddard Space Flight Center in Greenbelt, Maryland. "We are marching toward launch." Ars Technica reports: The $10 billion telescope underwent tests inside Chamber A at Johnson Space Center, which was built in 1965 to conduct thermal-vacuum testing on the Apollo command and service modules. Beginning in mid-July, after the telescope was cooled down to a temperature range of 20 to 40 Kelvin, engineers tested the alignment of Webb's 18 primary mirror segments to ensure they would act as a single, 6.5-meter telescope. (They did). Later, they assessed the fine guidance system of the telescope by simulating the light of a distant star. The Webb telescope was able to detect the light, and all of the optical systems were able to process it. Then, the telescope was able to track the "star" and its movement, giving scientists confidence that the Webb instrument will work once in space. Webb still has a ways to go before it launches. Now that project scientists know that the optic portion of the instrument can withstand the vacuum of space, and the low temperatures at the Earth-Sun L2 point it will orbit in deep space, they must perform additional testing before a probable launch next year. -
SpaceX and Boeing Slated For Manned Space Missions By Year's End (fortune.com)
schwit1 shares a report from Fortune, covering NASA's announcement last week that it expects SpaceX to conduct a crewed test flight by the end of the year: SpaceX's crewed test flight is slated for December, after an uncrewed flight in August. Boeing will also be demonstrating its CST-100 Starliner capsule, with a crewed flight in November following an uncrewed flight in August. NASA's goal is to launch crews to the ISS from U.S. soil, a task that has fallen to Russia's space program since the retirement of the U.S. Space Shuttle program in 2011. NASA began looking for private launch companies to take over starting in 2010, and contracted both SpaceX and Boeing in 2014 to pursue crewed launches. The push to restore America's crewed spaceflight capacity has been delayed in part, according to a detailed survey by Ars Technica, by Congress redirecting funds in subsequent years. The test flights could determine whether Boeing or SpaceX conducts the first U.S. commercial space launch to the ISS. Whichever company gets that honor may also claim a symbolic U.S. flag stuck to a hatch on the space station. Sources speaking to Ars describe the race between the two companies as too close to call, and say that a push to early 2019 is entirely possible. But in an apparent vote of confidence, NASA has already begun naming astronauts to helm the flights. -
City-Owned Internet Services Offer Cheaper and More Transparent Pricing, Says Harvard Study (arstechnica.com)
An anonymous reader quotes a report from Ars Technica: Municipal broadband networks generally offer cheaper entry-level prices than private Internet providers, and the city-run networks also make it easier for customers to find out the real price of service, a new study from Harvard University researchers found. Researchers collected advertised prices for entry-level broadband plans -- those meeting the federal standard of at least 25Mbps download and 3Mbps upload speeds -- offered by 40 community-owned ISPs and compared them to advertised prices from private competitors. The report by researchers at the Berkman Klein Center for Internet & Society at Harvard doesn't provide a complete picture of municipal vs. private pricing. But that's largely because data about private ISPs' prices is often more difficult to get than information about municipal network pricing, the report says. In cases where the researchers were able to compare municipal prices to private ISP prices, the city-run networks almost always offered lower prices. This may help explain why the broadband industry has repeatedly fought against the expansion of municipal broadband networks. -

A trio of critical, newly reported vulnerabilities in EMC and VMware backup and recovery tools -- EMC Avamar, EMC NetWorker, EMC Integrated Data Protection Appliance, and vSphere Data Protection -- could allow an attacker to gain root access to the systems or to specific files, or inject malicious files into the server's file system. These problems can only be fixed with upgrades. While the EMC vulnerabilities were announced late last year, VMware only became aware of its vulnerability last week. -
Researcher Finds Another Security Flaw In Intel Management Firmware (arstechnica.com)

Today, researchers at F-Secure have revealed another weakness in Intel's management firmware that could allow an attacker with brief physical access to PCs to gain persistent remote access to the system, thanks to weak security in Intel's Active Management Technology (AMT) firmware -- remote "out of band" device management technology installed on 100 million systems over the last decade, according to Intel. [T]he latest vulnerability -- discovered in July of 2017 by F-Secure security consultant Harry Sintonen and revealed by the company today in a blog post -- is more of a feature than a bug. Notebook and desktop PCs with Intel AMT can be compromised in moments by someone with physical access to the computer -- even bypassing BIOS passwords, Trusted Platform Module personal identification numbers, and Bitlocker disk encryption passwords -- by rebooting the computer, entering its BIOS boot menu, and selecting configuration for Intel's Management Engine BIOS Extension (MEBx).
If MEBx hasn't been configured by the user or by their organization's IT department, the attacker can log into the configuration settings using Intel's default password of "admin." The attacker can then change the password, enable remote access, and set the firmware to not give the computer's user an "opt-in" message at boot time. "Now the attacker can gain access to the system remotely," F-Secure's release noted, "as long as they're able to insert themselves onto the same network segment with the victim (enabling wireless access requires a few extra steps)." -
Circuit City Is Coming Back (arstechnica.com)
Following a tease of a CES announcement, current Circuit City CEO Ronny Shmoel confirmed on Monday that something called Circuit City will arrive as "a new, more personalized online shopping experience" starting February 15. The announcement even included promises of AI-driven recommendations fueled by IBM's Watson platform, plus unexplained "augmented reality" and "search by photo" features. Ars Technica reports: Curiously, Shmoel also promised "real-time tech support via video chat," but it's unclear whether this feature will include two-way video feeds -- and, thus, whether Circuit City is prepared for a deluge of Chatroulette-caliber video surprises from trolls. This online Circuit City rebirth may very well actually come to exist, as Shmoel claims that the company has put together a fully fledged inventory and distribution system, with a mix of known electronics brand names and "tier-two and tier-three" names (Shamsung? Panafauxnoic?). The same cannot be said for its CES tease of eventual brick-and-mortar showrooms in the neighborhood of 8,000-10,000 square feet, however. Shmoel already backtracked on similar showroom promises in 2016, and his CES pronouncement of future shops included no hard confirmations of locations or dates. But for anybody who dares to dream, Circuit City's showroom design partner, Taylored Group, released a concept render of its store vision which looks like a Radio Shack as if rendered in a Taiwanese hot-take news video. -
New Ingestible Pill Can Track Your Farts In Real Time (arstechnica.com)
A group of Australian researchers have developed an ingestible electronic capsule to monitor gas levels in the human gut. "When it's paired with a pocket-sized receiver and a mobile phone app, the pill reports tail-wind conditions in real time as it passes from the stomach to the colon," reports Ars Technica. The invention has been reported in the journal Nature Electronics. From the report: The authors are optimistic that the capsule's gas readings can help clear the air over the inner workings of our intricate innards and the multitudes of microbes they contain. Such fume data could clarify the conditions of each section of the gut, what microbes are up to, and which foods may cause problems in the system. Until now, collecting such data has been a challenge. The capsule is 26mm in length, with a 9.8mm external diameter -- like a large vitamin. Its polymer shell surrounds sensors for temperature, CO2, H2, and O2, as well as a button-size silver oxide battery and a transmission system. One end of the capsule contains a gas-permeable membrane that allows for fast diffusion of gut gases. -
FCC Plan To Lower Broadband Standards Is Met With 'Mobile Only Challenge' (arstechnica.com)
An anonymous reader quotes a report from Ars Technica: Broadband consumer advocates have launched a "Mobile Only Challenge" to show U.S. regulators that cellular data should not be considered an adequate replacement for home Internet service. The awareness campaign comes as the Federal Communications Commission is considering a change to the standard it uses to judge whether broadband is being deployed to all Americans in a reasonable and timely fashion. While FCC Chairman Ajit Pai hasn't released his final plan yet, the FCC may soon declare that America's broadband deployment problem is solved as long as everyone has access to either fast home Internet or cellular Internet service with download speeds of at least 10Mbps. That would be a change from current FCC policy, which says that everyone should have access to both mobile data and fast home Internet services such as fiber or cable.
"The FCC wants to lower broadband standards," organizers of the Mobile Only Challenge say on the campaign's website. "Pledge to spend one day in January 2018 accessing the Internet only on your mobile device to tell them that's not OK." The Mobile Only Challenge was organized by Public Knowledge, Next Century Cities, New America's Open Technology Institute, the Institute for Local Self-Reliance, the National Hispanic Media Coalition (NHMC), and other groups. Participants are encouraged to share their experiences using the #MobileOnly hashtag. -
Rumors Swirl That Secret Zuma Satellite Launched By SpaceX Was Lost (scientificamerican.com)
Many media outlets are reporting that the U.S. government's top-secret Zuma satellite may have run into some serious problems during or shortly after its Sunday launch. Zuma was launched atop a SpaceX Falcon 9 rocket from Florida's Cape Canaveral Air Force Station Sunday evening -- a launch that also featured a successful landing back on Earth by the booster's first stage. While everything seemed fine at the time, rumors began swirling within the spaceflight community that something had happened to Zuma. "According to one source, the payload fell back to Earth along with the spent upper stage of the Falcon 9 rocket," Ars Technica's Eric Berger wrote. Scientific American reports: To be clear: There is no official word of any bad news, just some rumblings to that effect. And the rocket apparently did its job properly, SpaceX representatives said. "We do not comment on missions of this nature, but as of right now, reviews of the data indicate Falcon 9 performed nominally," company spokesman James Gleeson told Space.com via email. Space.com also reached out to representatives of aerospace company Northrop Grumman, which built Zuma for the U.S. government. "This is a classified mission. We cannot comment on classified missions," Northrop Grumman spokesman Lon Rains said via email. All we know about the satellite itself is that it was destined for a low-Earth orbit and built for the U.S. government. We will update this story if we hear anything else about Zuma's status. -
AT&T and Comcast Finalize Court Victory Over Nashville and Google Fiber (arstechnica.com)
"AT&T and Comcast have solidified a court victory over the metro government in Nashville, Tennessee, nullifying a rule that was meant to help Google Fiber compete against the incumbent broadband providers," reports Ars Technica. From the report: The case involved Nashville's "One Touch Make Ready" ordinance that was supposed to give Google Fiber and other new ISPs faster access to utility poles. The ordinance let a single company make all of the necessary wire adjustments on utility poles itself instead of having to wait for incumbent providers like AT&T and Comcast to send work crews to move their own wires. But AT&T and Comcast sued the metro government to eliminate the rule and won a preliminary victory in November when a U.S. District Court judge in Tennessee nullified the rule as it applies to poles owned by AT&T and other private parties.
The next step for AT&T and Comcast was overturning the rule as it applies to poles owned by the municipal Nashville Electric Service (NES), which owns around 80 percent of the Nashville poles. AT&T and Comcast achieved that on Friday with a new ruling from U.S. District Court Judge Aleta Trauger. Nashville's One Touch Make Ready ordinance "is ultra vires and void or voidable as to utility poles owned by Nashville Electric Service because adoption of the Ordinance exceeded Metro Nashville's authority and violated the Metro Charter," the ruling said. Nashville is "permanently enjoined from applying the Ordinance to utility poles owned by Nashville Electric Service." The Nashville government isn't planning to appeal the decision, a spokesperson for Nashville Mayor Megan Barry told Ars today. -
Apple Planning New, 'Robust' Parental Controls To Help Protect Children, Teens (arstechnica.com)

In a report by The Wall Street Journal, Apple states it has plans to create new software features that will make its current parental controls on iPhone and other devices "even more robust." "We think deeply about how our products are used and the impact they have on users and the people around them," Apple said in its statement to The Wall Street Journal. "We take this responsibility very seriously and we are committed to meeting and exceeding our customers' expectations, especially when it comes to protecting kids."
Apple didn't provide details on its planned, improved parental control features, but it did point back to the controls its software has had in place since 2008. The Settings app on every iPhone has a parental control section that allows adults to restrict website access, control in-app purchases, and install or delete apps, among other things. But those existing settings haven't been enough to quell the worries of the investors who wrote an open letter to Apple last week, expressing concern about the effect smartphones can have on kids who are glued to those devices. -

The branding should start popping up on store credit card machines, too. So "Google Pay" is the new brand for every kind of payment Google offers -- all without the platform-specific branding problems of Android Pay. Google says this is "just the first step for Google Pay" and it "can't wait to share more." -
US Airlines No Longer Operate the Boeing 747 (arstechnica.com)

But it was a milestone -- and not just for the two people who got married mid-flight -- for it marked the very last flight of a Boeing 747 being operated by a U.S. airline. Delta's last scheduled passenger service with the jumbo was actually late in December, at which point it conducted a farewell tour and then some charter flights. But as of today, after 51 long years in service, if you want to ride a 747 you'll need to be traveling abroad.Ars Technica recalls the history of the Boeing 747 in its report, mentioning that although no U.S. passenger carriers still operate the big bird, several hundred remain in service with other airlines around the world. -
After Beating Cable Lobby, Colorado City Moves Ahead With Muni Broadband (arstechnica.com)
Last night, the city council in Fort Collins, Colorado, voted to move ahead with a municipal fiber broadband network providing gigabit speeds, two months after the cable industry failed to stop the project. Ars Technica reports: Last night's city council vote came after residents of Fort Collins approved a ballot question that authorized the city to build a broadband network. The ballot question, passed in November, didn't guarantee that the network would be built because city council approval was still required, but that hurdle is now cleared. Residents approved the ballot question despite an anti-municipal broadband lobbying campaign backed by groups funded by Comcast and CenturyLink. The Fort Collins City Council voted 7-0 to approve the broadband-related measures, a city government spokesperson confirmed to Ars today.
While the Federal Communications Commission has voted to eliminate the nation's net neutrality rules, the municipal broadband network will be neutral and without data caps. "The network will deliver a 'net-neutral' competitive unfettered data offering that does not impose caps or usage limits on one use of data over another (i.e., does not limit streaming or charge rates based on type of use)," a new planning document says. "All application providers (data, voice, video, cloud services) are equally able to provide their services, and consumers' access to advanced data opens up the marketplace." The city will also be developing policies to protect consumers' privacy. The city intends to provide gigabit service for $70 a month or less and a cheaper Internet tier. -
New Bill Could Finally Get Rid of Paperless Voting Machines (arstechnica.com)
An anonymous reader quotes a report from Ars Technica: A bipartisan group of six senators has introduced legislation that would take a huge step toward securing elections in the United States. Called the Secure Elections Act, the bill aims to eliminate insecure paperless voting machines from American elections while promoting routine audits that would dramatically reduce the danger of interference from foreign governments. "With the 2018 elections just around the corner, Russia will be back to interfere again," said co-sponsor Sen. Kamala Harris (D-Calif.). So a group of senators led by James Lankford (R-Okla.) wants to shore up the security of American voting systems ahead of the 2018 and 2020 elections. And the senators have focused on two major changes that have broad support from voting security experts.
The first objective is to get rid of paperless electronic voting machines. Computer scientists have been warning for more than a decade that these machines are vulnerable to hacking and can't be meaningfully audited. States have begun moving away from paperless systems, but budget constraints have forced some to continue relying on insecure paperless equipment. The Secure Elections Act would give states grants specifically earmarked for replacing these systems with more secure systems that use voter-verified paper ballots. The legislation's second big idea is to encourage states to perform routine post-election audits based on modern statistical techniques. Many states today only conduct recounts in the event of very close election outcomes. And these recounts involve counting a fixed percentage of ballots. That often leads to either counting way too many ballots (wasting taxpayer money) or too few (failing to fully verify the election outcome). The Lankford bill would encourage states to adopt more statistically sophisticated procedures to count as many ballots as needed to verify an election result was correct -- and no more. -

Let's grab a Juicero and take a moment to reflect on the utter dumpster fires that we've witnessed over the past 12 months." Some of its highlights: Uber. "The company is losing billions of dollars a year, with no clear strategy for getting to profitability. Uber lost $2.8 billion in 2016 and will lose even more than that in 2017. Uber had $6.6 billion cash on hand in mid-2017 -- money that might not last much beyond the end of 2018... The company needs to find a way to stem its losses and get on the path to profitability before investors get frustrated and close their checkbooks..."
Twitter. "Still a money-losing concern. In 2016, it lost a mere $456.9 million, and its losses have continued in 2017 (though at a slightly less hemorrhagic pace). How A Civilian Drone Crashed Into the US Army's Helicopter (arstechnica.com)
"In September, Slashdot reported on an in-flight collision between an Army UA60 helicopter and a hobby drone over Staten Island," writes Slashdot reader ElizabethGreene. "The NTSB has released its final report on the incident, blaming the drone pilot." Ars Technica reports: After waiting 30 minutes, [drone-owner] Tantashov assumed there had been a mechanical malfunction and that his drone had fallen into the water. He returned home. A week later, Tantashov received a call at work. It was an investigator from the National Transportation Safety Board... Would Tantashov be surprised to learn, the investigator asked, that his drone had not crashed into the water?
And that it had instead slammed into the main rotor of a US Army-operated Sikorsky UH-60M Black Hawk helicopter that was patrolling for the UN General Assembly in Manhattan? And that it had put a 1.5-inch dent in said rotor and led to the helicopter diverting back to its New Jersey base...? As the recently completed NTSB report on the incident puts it, "several [drone] components were lodged in the helicopter."
The drone's serial number was still legible on its motor, and investigators were able to track down its owner by contacting the manufacturer, who'd maintained a record of the sale. The drone's owner said he'd been unaware of "temporary flight restrictions" in effect that night, and "said that he relied on 'the app' to tell him if it was OK to fly." But for two months DJI had disabled the feature that checks for temporary flight restrictions (to perform troubleshooting), and the NTSB notes that that feature "is intended for advisory use only," and it's the responsibility of drone pilots to comply with FAA airspace regulations.
The NTSB also faults the drone's owner for letting it fly out of his line of sight. -

With the buy -- the largest all-cash Internet startup purchase of its day -- Microsoft plunged into the nascent world of Web-based email. Originally launched in 1996 by Jack Smith and Sabeer Bhatia as "HoTMaiL" (referencing HTML, the language of the World Wide Web), Hotmail was initially folded into Microsoft's MSN online service. Mistakes were made. Many dollars were spent. Branding was changed. Spam became legion. Many, many horrendous email signatures were spawned. But over the years that followed, Hotmail would set the course for all the Web-based email offerings that followed, launching the era of mass-consumer free email services. Along the way, Hotmail drove changes in Windows itself (particularly in what would become Windows Server) that would lay the groundwork for the operating system to make its push into the data center. And the email service would be Microsoft's first step toward what is now the Azure cloud.
Former Microsoft executive Marco DeMello, now CEO of mobile security firm PSafe Technology, was handed the job of managing the integration of Hotmail as the lead program manager for MSN -- Microsoft's own answer to America Online. In an interview with Ars, DeMello -- who would go on to be director of Windows security and product manager for Exchange before leaving Microsoft in 2006 -- recounted how, right after he was hired in October of 1996 to manage MSN, he was summoned to Redmond for a meeting with Bill Gates. "He gave me and my team the mission of basically finding or creating a system for free Web-based email for the whole world that Microsoft would offer," DeMello said. -
There's No Evidence Comcast's New 'Network Investment' Is Because of Net Neutrality Repeal or Tax Cuts (vice.com)

If you look at Comcast's capital investments over the past 12 months and calculate continued investment growth at current rates -- you'll find that Comcast was already on pace to spend more than $50 billion on investment over the next five years.
Journalists that could be bothered to take a closer look at Comcast's earnings discovered that the company's promise of $50 billion in investment over five years is something that would have occurred regardless of the net neutrality repeal or Comcast's shiny new tax cut. "In Q3 2017, the most recent quarter, Comcast's capital expenditures were $2.4 billion," noted Ars Technica's Jon Brodkin. "Continuing to spend at that rate, even if Comcast doesn't increase spending to account for inflation, would push Comcast to $9.6 billion a year or $48 billion over the next five years." Indeed; if you look at Comcast's capital investments over the past 12 months and calculate continued investment growth at current rates -- you'll find that Comcast was already on pace to spend more than $50 billion on investment over the next five years. -
People Who Know How the News Is Made Resist Conspiratorial Thinking (arstechnica.com)

Add a partisan twist to the issue, and the challenge becomes even harder. Even near the end of his second term, barely a quarter of Republicans were willing to state that President Obama was born in the U.S. If we're seeking to have an informed electorate, then this poses a bit of a problem. But a recent study suggests a very simple solution helps limit the appeal of conspiracy theories: news media literacy. This isn't knowledge of the news, per se, but knowledge of the companies and processes that help create the news. While the study doesn't identify how the two are connected, its authors suggest that an understanding of the media landscape helps foster a healthy skepticism.
[...] "Despite popular conceptions," the authors point out, "[conspiratorial thinking] is not the sole province of the proverbial nut-job." When mixed in with the sort of motivated reasoning that ideology can, well, motivate, crazed ideas can become relatively mainstream. Witness the number of polls that indicated the majority of Republicans thought Obama wasn't born in the U.S., even after he shared his birth certificate. While something that induces a healthy skepticism of information sources might be expected to help with this, it's certainly not guaranteed, as motivated reasoning has been shown to be capable of overriding education and knowledge on relevant topics.
[...] As a whole, the expected connection held up: "for both conservatives and liberals, more knowledge of the news media system related to decreased endorsement of liberal conspiracies." And, conversely, the people who did agree with conspiracy theories tended to know very little about how the news media operated. -
Empirical Research Reveals Three Big Problems With How Patents Are Vetted (arstechnica.com)

People apply for patents on ideas that are obvious, vague, or were invented years earlier. Too often, applications get approved and low-quality patents fall into the hands of patent trolls, creating headaches for real innovators. Why don't more low-quality patents get rejected? A recent paper published by the Brookings Institution offers fascinating insights into this question. Written by legal scholars Michael Frakes and Melissa Wasserman, the paper identifies three ways the patent process encourages approval of low-quality patents:
-The United States Patent and Trademark Office (USPTO) is funded by fees -- and the agency gets more fees if it approves an application.
-Unlimited opportunities to refile rejected applications means sometimes granting a patent is the only way to get rid of a persistent applicant.
-Patent examiners are given less time to review patent applications as they gain seniority, leading to less thorough reviews.
None of these observations is entirely new. But what sets Frakes and Wasserman's work apart is that they have convincing empirical evidence for all three theories. They have data showing that these features of the patent system systematically bias it in the direction of granting more patents. Which means that if we reformed the patent process in the ways they advocate, we'd likely wind up with fewer bogus patents floating around. -
Nvidia To Cease Producing New Drivers For 32-Bit Systems (arstechnica.com)

Version 390 of Nvidia's graphics drivers, likely to arrive in January, will be the last to contain support for 32-bit versions of Windows (7, 8/8.1, and 10), Linux, and FreeBSD. There will be another year of security updates for 32-bit drivers, but all new features, performance enhancements, and support for new hardware will require the use of a 64-bit operating system and 64-bit drivers. Reasons to stick with 32-bit Windows are at this point few and far between. 64-bit Windows has superior security to 32-bit, and while it varies with workload, 64-bit applications can run somewhat faster than 32-bit counterparts; for workloads that won't fit within the constraints of 32-bit software, the difference is of course enormous. Generally, those who continue to use the 32-bit operating system tend to be subject to some kind of legacy constraint. 32-bit drivers won't work in 64-bit Windows, so obscure but mission critical hardware can extend the life of 32-bit systems. -
Ice Tea Company Rebrands as 'Long Blockchain' and Stock Price Triples (arstechnica.com)
The Long Island Ice Tea Corporation is exactly what it sounds like: a company that sells people bottled iced tea and lemonade. But today the company announced a significant change of strategy that would start with changing its name to "Long Blockchain Corporation." From a report: The company was "shifting its primary corporate focus towards the exploration of and investment in opportunities that leverage the benefits of blockchain technology," the company said in a Thursday morning press release. "Emerging blockchain technologies are creating a fundamental paradigm shift across the global marketplace," the company said. The stock market loved the announcement. Trading opened Thursday morning more than 200 percent higher than Wednesday night's closing price. The company isn't getting out of the iced tea business. "The Company will continue to operate Long Island Brand Beverages, LLC as a wholly-owned subsidiary," the company writes in its press release. The new blockchain efforts are only in their "preliminary stages," the press release says, and will likely involve investing or forming partnerships with other companies. One potential partner is providing "blockchain infrastructure for the financial services industry." Another is building a "new smart contract platform for building decentralized applications." -
Security Firm Keeper Sues News Reporter Over Vulnerability Story (zdnet.com)
Zack Whittaker, writing for ZDNet: Keeper, a password manager software maker, has filed a lawsuit against a news reporter and its publication after a story was posted reporting a vulnerability disclosure. Dan Goodin, security editor at Ars Technica, was named defendant in a suit filed Tuesday by Chicago-based Keeper Security, which accused Goodin of "false and misleading statements" about the company's password manager. 'There Will Be a [Senate] Vote' To Reinstate Net Neutrality, Schumer Says (arstechnica.com)
An anonymous reader quotes a report from Ars Technica: U.S. Senate Minority Leader Chuck Schumer (D-N.Y.) said he will force a vote on a bill that would reinstate the Federal Communications Commission's net neutrality rules. Legislation to reverse the repeal "doesn't need the support of the majority leader," Schumer said during a press conference Friday, according to The Hill. "We can bring it to the floor and force a vote. So, there will be a vote to repeal the rule that the FCC passed." The Federal Communications Commission voted to repeal its own net neutrality rules last week, and the repeal will take effect 60 days after it is published in the Federal Register. But Congress can overturn agency actions by invoking the Congressional Review Act (CRA), as it did earlier this year in order to eliminate consumer broadband privacy protections. A successful CRA vote in this case would invalidate the FCC's net neutrality repeal and prevent the FCC from issuing a similar repeal in the future. This would force the FCC to maintain the rules and the related classification of ISPs as common carriers under Title II of the Communications Act. A CRA vote lets Congress "undo regulations with a simple majority," without the possibility of a filibuster, as a Washington Post story said in February. Sen. Ed Markey (D-Mass.) announced a plan to file the CRA resolution last week. "It's in our power to do that and that's the beauty of the CRA rule," Schumer said. "Sometimes we don't like them, when they used it to repeal some of the pro-environmental regulations, but now we can use the CRA to our benefit, and we intend to." -
Bitcoin Jumps Another 10% in 24 Hours, Sets New Record at $19,000 (arstechnica.com)

The gains came just hours after the currency crossed the $18,000 mark. Bitcoin's value has doubled over the last three weeks, and it's up more than 20-fold over the last year.
Bitcoin's value keeps rising despite a growing chorus of experts who say the currency value is an unsustainable bubble. One CNBC survey this week found that 80 percent of Wall Street economists and market strategists saw bitcoin's rise as a bubble, compared to just two percent who said the currency's value was justified. Another survey reported by The Wall Street Journal this week found that 51 out of 53 economists surveyed thought bitcoin's price was an unsustainable bubble.
Less than a month ago, Bitcoin was selling for $8,000. -
Feds Moving Quickly To Cash in on Seized Bitcoin, Now Worth $8.4 Million (arstechnica.com)
A federal judge in Utah has agreed to let the US government sell off a seized cache of over 513 bitcoins (BTC) and 512 Bitcoin Cash (BCH). At current prices, that would yield approximately $8.4 million for the bitcoins and nearly $1 million for the BCH. From a report: In a court filing, prosecutors noted that due to the volatility of the Bitcoin market, both coins risk losing value. Both the BTC and the BCH have already been transferred to government-controlled wallets. The new round of seized digital currency belonged to a Utah man named Aaron Shamo, whom prosecutors say led a multimillion-dollar ring of counterfeit pharmaceuticals, including oxycodone and alprazolam that were sold on Dark Web marketplaces. Shamo was arrested over a year ago -- his trial has not yet been scheduled. On Tuesday, US District Judge Dale Kimball allowed the sale to proceed. Once sold, the money would go to an account held at the Treasury Executive Office for Asset Forfeiture. -

A newly released letter from the Department of Justice has formally acknowledged that federal prosecutors have an open criminal investigation into Uber. Ars Technica reports: Late last month, as part of the proceedings in the high-profile and ongoing Waymo v. Uber trade secrets lawsuit, U.S. District Judge William Alsup said that on November 22 he had received a letter from San Francisco-based federal prosecutors. It is very unusual for a judge in a civil case to be apprised of a pending criminal investigation involving one of the litigants. In a separate November 28 letter sent to Judge Alsup, Acting U.S. Attorney Alex Tse asked that the first letter not be made public. The judge unsealed both letters on Wednesday. The first letter was signed by two prosecutors, Matthew Parrella and Amie Rooney. Those attorneys are assigned to the Computer Hacking and Intellectual Property (CHIP) Unit at the United States Attorney's Office in San Jose. [T]he letter could mean Uber and/or its current or former employees may be under investigation for possible crimes under the Computer Fraud and Abuse Act, a longstanding anti-hacking law. -

Ajit Pai Offers No Data For Latest Claim That Net Neutrality Hurt Small ISPs (arstechnica.com)

Pai "held a series of telephone calls with small Internet service providers across the country -- from Oklahoma to Ohio, from Montana to Minnesota," his press release said. On these calls, "one constant theme I heard was how Title II had slowed investment," Pai said. But Pai's announcement offered no data to support this assertion. So advocacy group Free Press looked at the FCC's broadband deployment data for these companies and found that four of them had expanded into new territory. The fifth didn't expand into new areas but it did start offering gigabit Internet service. These expansions happened after the FCC imposed its Title II net neutrality rules. (Title II is the statute that the FCC uses to enforce net neutrality rules and regulate common carriers.) -

A week ago, it cost around $6 on average to get a transaction accepted by the Bitcoin network. The average fee soared to $26 on Friday and was still almost $20 on Sunday. The reason is simple: until recently, the Bitcoin network had a hard-coded 1 megabyte limit on the size of blocks on the blockchain, Bitcoin's shared transaction ledger. With a typical transaction size of around 500 bytes, the average block had fewer than 2,000 transactions. And with a block being generated once every 10 minutes, that works out to around 3.3 transactions per second. A September upgrade called segregated witness allowed the cryptographic signatures associated with each transaction to be stored separately from the rest of the transaction. Under this scheme, the signatures no longer counted against the 1 megabyte blocksize limit, which should have roughly doubled the network's capacity. But only a small minority of transactions have taken advantage of this option so far, so the network's average throughput has stayed below 2,500 transactions per block -- around four transactions per second. -
FCC Explains How Net Neutrality Will Be Protected Without Net Neutrality Rules (arstechnica.com)
An anonymous reader quotes a report from Ars Technica: The Federal Communications Commission is still on track to eliminate net neutrality rules this Thursday, but the commission said today that it has a new plan to protect consumers after the repeal. The FCC and Federal Trade Commission released a draft memorandum of understanding (MOU) describing how the agencies will work together to make sure ISPs keep their net neutrality promises. After the repeal, there won't be any rules preventing ISPs from blocking or throttling Internet traffic. ISPs will also be allowed to charge websites and online services for faster and more reliable network access. In short, ISPs will be free to do whatever they want -- unless they make specific promises to avoid engaging in specific types of anti-competitive or anti-consumer behavior. When companies make promises and break them, the FTC can punish them for deceiving consumers. That's what FCC Chairman Ajit Pai and Acting FTC Chair Maureen Ohlhausen are counting on. "Instead of saddling the Internet with heavy-handed regulations, we will work together to take targeted action against bad actors," Pai said in a joint announcement with the FTC today.
