FCC Planning Rule Changes To Restore US Net Neutrality
Karl C writes "In a statement issued today, FCC commissioner Tom Wheeler announced that the commission will begin a rule-making process to re-impose Net Neutrality, which was recently struck down in Federal court. Among the standards Wheeler intends to pursue are vigorous enforcement of a requirement for transparency in how ISPs manage traffic, and a prohibition on blocking (the 'no blocking' provision.) This seems like exactly what net neutrality activists have been demanding: Total prohibition of throttling, and vigorous enforcement of that rule, and of a transparency requirements so ISPs can't try to mealy-mouth their way around accusations that they're already throttling Netflix. Even before the court decision overturning net neutrality, Comcast and Verizon users have been noting Netflix slowdowns for months." -
California Fights Drought With Data and Psychology, Yielding 5% Usage Reduction

From the article: "California is facing its worst drought in more than 100 years, and one with no end in sight. But it is offering Silicon Valley opportunities. In one project, the East Bay Municipal Utility District in Oakland used customized usage reports .... that [compare] a customer's water use against average use for similar sized households. It uses a form of peer pressure to change behavior. A ... year-long pilot showed a 5% reduction in water usage. The utility said the reporting system could 'go a long way' toward helping the state meet its goal of a reducing water usage by 20% per capita statewide. In other tech related activities, the organizer of a water-tech focused hackathon, Hack the Drought is hoping this effort leads to new water conserving approaches. Overall, water tech supporters are working to bring more investor attention to this market. Imagine H2O, a non-profit, holds annual water tech contests and then helps with access to venture funding. The effort is focused on 'trying to address the market failure in the water sector,' Scott Bryan, the chief operating officer of Imagine H2O." -
Music Industry Is Keeping Streaming Services Unprofitable
Lucas123 writes "Music streaming services, forced to give from 60% to 70% of their revenue to the record industry, will never be profitable in their current state, a new report shows. Unless the services can monetize their user base by entering new product and service categories, or they can sell themselves to a larger company that can sustain them, they're doomed to fail. One method that subscription services might be able to use to achieve profitability is to up sell mobile deals or bundles to subscribers. For example, a select package of mobile services would be sold through the music service provider, the report from Generator Research suggested. 'Services like iTunes Match and Google and Amazon are already heading in this direction,' the report states. Another possibility would be for a larger company to purchase the music service or for the service to begin offering sanitized user behavioral data to advertisers, who could then better target a customer base." -
Computer Geeks As Loners? Data Says Otherwise
Computerworld reports on an analysis of census data to compare marriage rates for different professions. They found the rate for tech workers to be similar to that of other white-collar professions, and significantly higher than the rate for the general population. 62.1% of people with IT jobs are married, as are 56.5% of scientists and 65.5% of engineers. This compares well to people in legal professions (62.0%), medical jobs (61.3%), and finance (62.4%). 51% of the adult U.S. population was married as of the 2010 census. Tech workers do have a slightly higher percentage of people who have never married — 26.7% of IT workers and 31.9% of scientists — but they also have slightly fewer divorces. -
Hackers Sweep Up FTP Credentials For the New York Times, UNICEF and 7,000 Others
SpacemanukBEJY.53u writes "Alex Holden of Hold Security has come forward with a significant find: a 7,000-strong list of FTP sites run by a variety of companies, complete with login credentials. The affected companies include The New York Times and UNICEF. The hackers have uploaded malicious PHP scripts in some cases, perhaps as a launch pad for further attacks. The passwords for the FTP applications are complex and not default ones, indicating the hackers may have other malware installed on people's systems in those organizations." -
UCLA Architectural Program Teaches Design for Robot Homes
Lucas123 writes: "UCLA has created a graduate-level program that teaches architects how to design intelligent robotic buildings that are able to change their configuration to adapt to their owners' needs. The design are not limited to homes, of course, and could be used in office buildings or hotels. For example, a hotel could switch out a small bathroom in a guest room for a larger one that comes to the room along the outside façade of the building. Factories could also be transformed based on changing needs. Students in the program are working to come up with a more dynamic building, possibly one that has moving platforms or walls that could adapt the building for manufacturing different sized aircraft or products." -
World's First Magma-Based Geothermal Energy System

The system was operational for several months until a malfunctioning valve forced its closure. The IDDP, however, plans to either reopen its first magma-based geothermal bore hole (PDF) — IDDP-1 — or drill another one at Reykjanes. While the IDDP-1 is not the first bore hole to reach the planet's magma, it is the first time an operation has been able to harness the mantle's heat to produce a steam pipe that could power a plant." -
3D Printing of Human Tissue To Spark Ethics Debate
Lucas123 writes "In a report released today, Gartner predicts that the time is drawing near when 3D-bioprinted human organs will be readily available, an advance almost certain to spark a complex debate involving a variety of political, moral and financial interests. For example, some researchers are using cells from human and non-human organs to create stronger tissue, said Pete Basiliere, a Gartner research director. 'In this example, there was human amniotic fluid, canine smooth muscle cells, and bovine cells all being used. Some may feel those constructs are of concern,' he said. While regulations in the U.S. and Europe will mean human trials of 3D printed organs will likely take up to a decade, nations with less stringent standards will plow ahead with the technology. For example, last August, the Hangzhou Dianzi University in China announced it had invented the biomaterial 3D printer Regenovo, which printed a small working kidney that lasted four months. Apart from printing tissue, 3D printing may also threaten intellectual property rights. 'IP will be ignored and it will be impossible or impractical to enforce. Everything will change when you can make anything.' said John Hornick, an IP attorney." -

Detroit Wants Its Own High-Tech Visa
dcblogs writes "Detroit, a city in bankruptcy and dealing with a shrinking population, hopes to turn itself around with the help of 50,000 employment-based green cards. In exchange for the visa, an immigrant would be required to 'live and work' in Detroit for an undetermined length of time. The visas would be made available under the EB-2 visa category, a visa for advanced degree professionals or those deemed with 'exceptional ability' in the sciences, arts and business. The proposal was made by Michigan's governor, Rick Snyder. Daniel Costa, an immigration policy analyst at Economic Policy Institute, said Snyder would have more credibility on the issue if he were doing more to help workers in Detroit. In 2011, the state cut jobless benefits by six weeks to 20. 'I also think the federal government should be offering people in the U.S. some money and land in Detroit if they'll move there,' said Costa, or 'just offer it to people across the country who have advanced degrees.'" -

That equates to $29.4 billion. 'Movie producers have little to fear from online distribution in the long term,' the report states. 'It is the distribution part of the movie business that should be worried because online distribution will replace a sizable portion of their current industry.' According to the report's hypothetical model, the $15 fee would offer open access to all movie content — meaning instant online access to all movies that have been ever produced, 'along with new releases as they come out.'" -
Hacker Says He Could Access 70,000 Healthcare.Gov Records In 4 Minutes

In November, after the website was allegedly 'fixed,' he told Congress it was even more vulnerable to hacking and privacy breaches. ... 'Out of the issues identified last go around, there has been a half of a vulnerability closed out of the 17 previously disclosed ... other security researchers have also identified an additional 20+ exposures on the site.' ... Kennedy said he was able to access 70,000 records within four minutes ... HP Brings Back Windows 7 'By Popular Demand' As Buyers Shun Windows 8
Hugh Pickens DOT Com writes "Gregg Keizer reports at Computerworld that Hewlett-Packard has stuck their finger in Microsoft's eye by launching a new promotion that discounts several consumer PCs by $150 when equipped with Windows 7, saying the four-year-old OS is 'back by popular demand.' 'The reality is that there are a lot of people who still want Windows 7,' says Bob O'Donnel. 'This is a twist, though, and may appeal to those who said, "I do want a new PC, but I thought I couldn't get Windows 7."' The promotion reminded O'Donnell and others of the dark days of Windows Vista, when customers avoided Windows 7's predecessor and instead clamored for the older Windows XP on their new PCs. Then, customers who had heard mostly negative comments about Vista from friends, family and the media, decided they would rather work with the devil they knew rather than the new one they did not. 'It's not a perfect comparison,' says O'Donnell, of equating Windows 8 with Vista, 'but the perception of Windows 8 is negative. I said early on that Windows 8 could clearly be Vista Version 2, and that seems to have happened.' HP has decided that the popularity of Windows 7 is its best chance of encouraging more people to buy new computers in a declining market and is not the first time that HP has spoken out against Microsoft. 'Look at the business model difference between Intel and ARM. Look at the operating systems. In today's world, other than Microsoft there's no one else who charges for an operating system,' said HP executive Sridhar Solur in December, adding that that the next generation of computers could very well not be dominated by Microsoft." National Lab Working To Mix Metals and Polymers For 3D Printing

Electrical Engineering Lost 35,000 Jobs Last Year In the US

The decline amounted to a loss of 35,000 jobs and increased the unemployment rate for electrical engineers from 3.4% in 2012 to 4.8% last year, an unusually high rate of job losses for this occupation. There are 300,000 people working as electrical engineers, according to U.S. Labor Department data analyzed by the IEEE-USA. In 2002, there were 385,000 electrical engineers in the U.S. Ron Hira, an assistant professor of public policy at the Rochester Institute of Technology, called the electrical engineering employment trend 'truly disturbing,' and said, 'just like America's manufacturing has been hollowed out by offshoring and globalization, it appears that electrical and electronics engineering is heading that way.'" -
FISA Judges Oppose Intelligence Reform Proposals Aimed At Court

Bates made it clear that the 11 judges on the Foreign Intelligence Surveillance Court are united in opposition to key recommendations by a presidential task force last month ... their skepticism adds to a list of hurdles for those advocating significant reforms following former National Security Agency contractor Edward Snowden's massive disclosures of domestic and foreign surveillance programs. ... Obama and some intelligence officials have publicly signaled support for creating an adversarial legal process in the court ... and aides have suggested the president will create an advocate's position or call for legislation to do so ... But Bates disagreed sharply, arguing that "the participation of an advocate would neither create a truly adversarial process nor constructively assist the courts in assessing the facts, as the advocate would be unable to communicate with the target or conduct an independent investigation." Engineers: Traffic Studies Use Simulation Software, Not Lane Closings
Lucas123 writes "The so-called 'traffic study' that closed New Jersey access lanes on the heavily traveled George Washington Bridge last September has left engineers scratching their heads, because in modern America, simulation software is used instead of closing down lanes. One of the best sources for simulation data are video camera systems that use software to count vehicles on roadways. Traffic studies use microscopic traffic simulations to create virtual environments that can model driver behavior to road changes with exacting detail. Instead, the Port Authority, under Gov. Chris Christie, shut down two of the three access lanes for four days last September from Fort Lee to the George Washington Bridge without warning the public, citing a 'traffic study.' 'I would be pretty confident that if we knew exactly which lanes are closed we could replicate that, and it would show exactly how bad the backups are going to be,' said Lorenzo Rotoli, an engineer and vice president at Fisher Associates, a civil engineering firm in New York that works on roads, bridges and signal systems." -
End of Moore's Law Forcing Radical Innovation

But stability and predictability are also the ingredients of complacency and inertia. At this stage, Moore's Law may be more analogous to golden handcuffs than to innovation. With its end in sight, systems makers and governments are being challenged to come up with new materials and architectures. The European Commission has written of a need for 'radical innovation in many computing technologies.' The U.S. National Science Foundation, in a recent budget request, said technologies such as carbon nanotube digital circuits will likely be needed, or perhaps molecular-based approaches, including biologically inspired systems. The slowdown in Moore's Law has already hit high-performance computing. Marc Snir, director of the Mathematics and Computer Science Division at the Argonne National Laboratory, outlined in a series of slides the problem of going below 7nm on chips, and the lack of alternative technologies." -
Ford Will Demo Solar-Charged Car At CES

The Ford CMAX Solar Energi Concept car will have 1.5 square meters of solar photovoltaic cells on its roof to generate power to charge its battery. By themselves, the PV solar panels generate only 300W of power — not enough to charge the vehicle's battery in one day. Ford, however, said the car will be coupled with a carport that has solar concentrating lens atop it. The magnifying lens, called a Fresnel lens, will concentrate about 10 times the solar energy so the vehicle can be recharged in a single day — the same speed with which a standard hybrid charges using a plug." (Of course, some charge faster than others.) -
US Requirement For Software Dev Certification Raises Questions
dcblogs writes "U.S. government contracts often require bidders to have achieved some level of Capability Maturity Model Integration (CMMI). CMMI arose some 25 years ago via the backing of the Department of Defense and the Software Engineering Institute at Carnegie Mellon University. It operated as a federally funded research and development center until a year ago, when CMMI's product responsibility was shifted to a private, profit-making LLC, the CMMI Institute. The Institute is now owned by Carnegie Mellon. Given that the CMMI Institute is now a self-supporting firm, any requirement that companies be certified by it — and spend the money needed to do so — raises a natural question. 'Why is the government mandating that you support a for-profit company?' said Henry Friedman, the CEO of IR Technologies, a company that develops logistics defense related software and uses CMMI. The value of a certification is subject to debate. To what extent does a CMMI certification determine a successful project outcome? CGI Federal, the lead contractor at Healthcare.gov, is a veritable black belt in software development. In 2012, it achieved the highest possible Capability Maturity Model Integration (CMMI) level for development certification, only the 10th company in the U.S. to do so." -

Chromebooks Have a Lucrative Year; Should WinTel Be Worried?
Chromebooks, and ChromeOS have come a long way, and this year two of the best selling laptops at Amazon are Chromebooks. Computerworld calls it a punch in the gut for Microsoft. "As of late Thursday, the trio retained their lock on the top three places on Amazon's best-selling-laptop list in the order of Acer, Samsung and Asus. Another Acer Chromebook, one that sports 32GB of on-board storage space -- double the 16GB of Acer's lower-priced model -- held the No. 7 spot on the retailer's top 10. Chromebooks' holiday success at Amazon was duplicated elsewhere during the year, according to the NPD Group, which tracked U.S. PC sales to commercial buyers such as businesses, schools, government and other organizations. ... By NPD's tallies, Chromebooks accounted for 21% of all U.S. commercial notebook sales in 2013 through November, and 10% of all computers and tablets. Both shares were up massively from 2012; last year, Chromebooks accounted for an almost-invisible two-tenths of one percent of all computer and tablet sales." -
First 3D Printed Liver Expected In 2014
Lucas123 writes "After 3D printing has produced ears, skin grafts and even retina cells that could be built up and eventually used to replace defective eye tissue, researchers expect to be able to produce the first functioning organ next year. The organ, a liver, would not be for the purpose of human implant — that will take years to complete clinical trials and pass FDA review. Instead, the liver would initially be for development and testing of pharmaceuticals. The field of 3D printing known as organs on a chip, will greatly increase the accuracy and speed of drug development and testing, researchers say. The company producing the liver, Organovo, has overcome a major stumbling block that faces the creation of any organ: printing the vascular system needed to provide it with life-sustaining oxygen and nutrients. Typically, 3D printed tissue dies in the petri dish before it can even be used because of that. 'We have achieved thicknesses of greater than 500 microns, and have maintained liver tissue in a fully functional state with native phenotypic behavior for at least 40 days,' said Mike Renard, Organovo's executive vice president of commercial operations." -
60% of Americans Unaware of Looming Incandescent Bulb Phase Out
Lucas123 writes "Even though production of 75W and 100W incandescent lamps were phased out earlier this year, many U.S. consumers remain blissfully unaware of The Energy Independence and Security Act (EISA) of 2007, an energy efficiency standard that requires an initial 30% reduction in energy use for screw-in bulbs. By 2020, the federal standard requires bulbs to use 65% less energy. According to a new survey, only 40% of Americans are aware that incandescent bulbs are being phased out. However, the federal regulations are about to impact the most popular bulbs of all — 40W and 60W lamps. As of Jan. 1, 2014, the bulbs will no longer be produced. A significant portion of those who are aware of the phase out have been hoarding the bulbs in anticipation of the ban." -
2013: an Ominous Year For Warnings and Predictions

The National Intelligence Council released its Global Trends 2030: Alternative Worlds report that included a number of dire possibilities ahead, including the prospect of a catastrophic solar storm, on par with the 1859 Carrington Event. Historical records suggest a return period of 50 years for a repeat of the Quebec-level storm that knocked out the power for 6 million in 1989, and 150 years for very extreme storms, such as the Carrington Event, according to Lloyd's, in a report this year. Scientists at the Idaho National Laboratory recently demonstrated in tests that 'geomagnetic disturbances have the power to disrupt and possibly destroy electrical transformers, the backbone of our nation's utility grid.' This was also the year the average daily level of CO2 reached a concentration above 400 parts per million. In a recent National Academies report this year, 'Abrupt Impacts of Climate Change: Anticipating Surprises,' scientists recommend creation of a global early warning system to alert mankind to abrupt climate changes. A recent paper in Nature, Abrupt rise of new machine ecology beyond human response time, said financial trading systems are driving transaction times down to the speed of light, and 'the quickest that someone can notice potential danger and physically react, is approximately 1 second.'" -
Percentage of Self-Employed IT Workers Increasing
dcblogs writes "The tech industry is seeing a shift toward a more independent, contingent IT workforce. About 18% of all IT workers today are self-employed, according to an analysis by Emergent Research, a firm focused on small businesses trends. This independent IT workforce is growing at the rate of about 7% per year, which is faster than the overall growth rate for independent workers generally, at 5.5%. A separate analysis by research firm Computer Economics finds a similar trend. This year, contract workers make up 15% of a typical large organization's IT staff at the median. This is up from a median of just 6% in 2011, said Longwell. Microsoft's Ticking Time Bomb Is Windows XP
Hugh Pickens DOT Com writes "Shona Ghosh writes at PC Pro that the final deadline for Windows XP support in April 2014 will act as the starting pistol for developing new exploits as hackers reverse-engineer patches issued for Windows 7 or Windows 8 to scout for XP vulnerabilities. "The very first month that Microsoft releases security updates for supported versions of Windows, attackers will reverse-engineer those updates, find the vulnerabilities and test Windows XP to see if it shares [them]," says Tim Rains, the director of Microsoft's Trustworthy Computing group. Microsoft says that XP shared 30 security holes with Windows 7 and Windows 8 between July 2012 and July 2013. Gregg Keizer says that if a major chunk of the world's PCs remains tied to XP, as seems certain, Microsoft will face an unenviable choice: Stick to plan and put millions of customers at risk from malware infection, or backtrack from long-standing policies and proclamations." "In either case, it will face a public relations backlash, whether from customers who complain they've been forsaken or those angry at Microsoft for pushing them to upgrade when, in the end, they didn't need to." Microsoft makes little or no revenue from customers with old PCs, and desperately wants them to buy a new Windows system of some sort. "It's very easy to say 'just upgrade,' but not all business can do so," says Lawrence Pingree, citing money, resources and mission-critical software. "One of the main reasons why people cannot leave XP is compatibility with other software." Nor is Microsoft blameless. XP has hung around because of the mistakes Microsoft made with Windows Vista, the OS flop that outgoing CEO Steve Ballmer copped to as his biggest regret. If Vista had been more like Windows 7, or had shipped at its original "Longhorn" timetable of 2004, then been followed three years later by Windows 7, XP would not have had the opportunity to lock up the ecosystem for a decade. Pingree has a suggestion for Microsoft. ""If it's such a big problem, maybe they should offer an 'Extended Life' [support] subscription and charge for it."" -
Company That Made the First 3D Printed Metal Gun Is Selling Them For $11,900
Lucas123 writes "Solid Concepts, which last month revealed the first fully-functional, metal 3D gun, announced today that they're putting 100 limited-edition models of the 1911 .45 caliber pistol on sale for $11,900 each. Solid Concept demonstrated the gun by initially firing 50 rounds through it. Since then, the company said it has fired nearly 2,000 rounds through the pistol without a single malfunction. Unlike the very first 3D printed gun — the single-shot, plastic Liberator — Solid Concepts says is not trying to promote the right to bear arms under the Second Amendment. Its purpose in printing the firearm was to demonstrate its ability to turn out precision, durable parts that could withstand the massive pressure created by firing a bullet. People who purchase one of the limited-edition guns will also have the chance to tour Solid Concept's Texas facility to see their gun being printed, and to join their lead additive manufacturing engineers on the range for the first test firing of their limited 1911 gun." -

Preston Gralla hasn't really been following Microsoft since 1820, but he's been doing it so long that it sometimes seems as if he has. His popular Seeing Through Windows blog on Computerworld.com or possibly his IT World blog, The Power of One, may be the main reasons his name is familiar to a lot of people, but he's also written an amazing stack of IT-related books. Obviously, if you look at the lists of blog posts and books Preston has written, he writes about plenty besides Microsoft, and isn't particularly pro-Microsoft. In fact, when we asked him for tablet-buying advice, he recommended iOS tablets if you have plenty of budget, and maybe an Android tablet (specifically the Nexus 7) if your budget is a little tight. Windows? He didn't recommend Windows at all in this context. (Sorry, Microsoft.) -
DRM Has Always Been a Horrible Idea

But the entertainment companies were never known for being forward thinking whether it was radio in the 20s or cassette tapes in the 70s or VCRs in the 80s or Napster in the 90s. The reaction was the always the same. Take a defensive position and try to battle the disruptive force. And it never worked. And DRM was perhaps the worst reaction of all, place restrictions on your content that punish the very people who were willing to pay for it, while others were free to use it without restriction. It was an approach that never made much sense, and it's good to know that mounting evidence proves that's the case." -
In Three Years, Nearly 45% of All the Servers Will Ship To Cloud Providers

In three years, 2017, nearly 45% of all the servers leaving manufacturers will be bought by cloud providers. The shift is slowing the purchase of server sales to enterprise IT. The increased use of SaaS is a major reason for the market shift, but so is virtualization to increase server capacity. Data center consolidations are eliminating servers as well, along with the purchase of denser servers capable of handling larger loads. The increased use of cloud-based providers is roiling the server market, and is expected to help send server revenue down 3.5% this year, according to IDC." -
Nissan Leaf Prototype Becomes First Autonomous Car On Japanese Highways

Earlier this week several Japanese dignitaries drove — make that rode along — as an autonomous Nissan Leaf prototype completed its first public highway test near Tokyo. The Nissan Leaf electric car successfully negotiated a section of the Sagami Expressway southwest of Tokyo, with a local Governor and Nissan Vice Chairman Toshiyuki Shiga onboard. The test drive reached speeds of 50 mph and took place entirely automatically, though it was carried out with the cooperation of local authorities, who no doubt cleared traffic to make the test a little easier. Nissan has already stated its intent to offer a fully autonomous car for sale by 2020." -

LoJack To Release Tracking Devices For Consumers, Insurance, and Auto Makers

LoJack said the wireless tracking systems will likely come in several forms, including a OBD II plug-in dongle as well as a factory installable model. The company said it has no plans to sell any information collected through a cloud service connected to the devices, but to only share it with stakeholders — either vehicle owners or businesses that have been given the OK to collect and use the data. Additional features will include the ability for parents to set up geo fences to restrict where their children can drive before alerts can sent as well as the ability to restrict and texting while the vehicle is being operated." -
Japan Aims To Win Exascale Race
dcblogs writes "In the global race to build the next generation of supercomputers — exascale — there is no guarantee the U.S. will finish first. But the stakes are high for the U.S. tech industry. Today, U.S. firms — Hewlett-Packard, IBM and Intel, in particular — dominate the global high performance computing (HPC) market. On the Top 500 list, the worldwide ranking of the most powerful supercomputers, HP now has 39% of the systems, IBM, 33%, and Cray, nearly 10%. That lopsided U.S. market share does not sit well with other countries, which are busy building their own chips, interconnects, and their own high-tech industries in the push for exascale. Europe and China are deep into effort to build exascale machines, and now so is Japan. Kimihiko Hirao, director of the RIKEN Advanced Institute for Computational Science of Japan, said Japan is prepping a system for 2020. Asked whether he sees the push to exascale as a race between nations, Hirao said yes. Will Japan try to win that race? 'I hope so,' he said. 'We are rather confident,' said Hirao, arguing that Japan has the technology and the people to achieve the goal. Jack Dongarra, a professor of computer science at the University of Tennessee and one of the academic leaders of the Top 500 supercomputing list, said Japan is serious and on target to deliver a system by 2020." -
New Smart Glasses Allow Nurses To See Veins Through Skin

The Eyes-On Glasses System is based on Epson's Moverio Smart Glasses Technology, an Android-based, see-through wearable display launched earlier this year that allows users to interact with apps and games. The glasses use near-infrared light to highlight deoxygenated hemoglobin in a patient's veins and capture the images with two stereoscopic cameras. The cameras then project the vein images onto the see-through glass screens. The glasses can store the images and video and transfer them wirelessly to a patient's electronic health record, and they also come with dual built-in speakers for video conferencing." -
Warning At SC13 That Supercomputing Will Plateau Without a Disruptive Technology
dcblogs writes "At this year's supercomputing conference, SC13, there is worry that supercomputing faces a performance plateau unless a disruptive processing tech emerges. 'We have reached the end of the technological era' of CMOS, said William Gropp, chairman of the SC13 conference and a computer science professor at the University of Illinois at Urbana-Champaign. Gropp likened the supercomputer development terrain today to the advent of CMOS, the foundation of today's standard semiconductor technology. The arrival of CMOS was disruptive, but it fostered an expansive age of computing. The problem is 'we don't have a technology that is ready to be adopted as a replacement for CMOS,' said Gropp. 'We don't have anything at the level of maturity that allows you to bet your company on.' Peter Beckman, a top computer scientist at the Department of Energy's Argonne National Laboratory, and head of an international exascale software effort, said large supercomputer system prices have topped off at about $100 million 'so performance gains are not going to come from getting more expensive machines, because these are already incredibly expensive and powerful. So unless the technology really has some breakthroughs, we are imagining a slowing down.'" Google's Wind, Solar Power Investments Top $1B
Lucas123 writes "Google just announced it is investing another $80 million in six new solar power plants in California and Arizona, bringing its total investment in renewable energy to more than $1 billion. The new plants are expected to generate 160MW of electricity, enough to power 17,000 typical U.S. homes. They are expected to be operational by early 2014. With the new plants, Google's renewable power facilities will be able to generate a total of 2 billion watts (gigawatts) of energy, enough to power 500,000 homes or all of the public elementary schools in New York, Oregon, and Wyoming for one year, it said. Currently, Google gets about 20% of its power from renewable energy, but it has set a goal of achieving 100% renewable energy." -
U.S. 5X Battery Research Sets Three Paths For Replacing Lithium

'We want to change the game, basically,' said George Crabtree, a senior scientist at Argonne National Laboratory and a physics professor who is leading the effort. The goal is to develop a battery that can deliver five times the performance, measured in energy density, that's also five times cheaper, and do it in five years. They are looking at three research areas. Researchers are considering replacing the lithium with magnesium that has two charges, or aluminum, which has three charges. Another approach investigates replacing the intercalation step with a true chemical reaction. A third approach is the use of liquids to replace crystalline anodes and cathodes, which opens up more space for working ions." -
Military Robots Expected To Outnumber Troops By 2023
Lucas123 writes "Autonomous robots programmed to scan city streets with thermal imaging and robotic equipment carriers created to aid in transporting ammunition and other supplies will likely outnumber U.S. troops in 10 years, according to robotic researchers and U.S. military officials. 5D Robotics, Northrop Grumman Corp., QinetiQ, HDT Robotics and other companies demonstrated a wide array of autonomous robots during a display at Ft. Benning in Georgia last month. The companies are already gaining traction in the military. For example, British military forces, use QinetiQ's 10-pound Dragon Runner robot, which can be carried in a backpack and then tossed into a building or a cave to capture and relay surveillance video. 'Robots allow [soldiers] to be more lethal and engaged in their surroundings,' said Lt. Col. Willie Smith, chief of Unmanned Ground Vehicles at Fort Benning, Ga. 'I think there's more work to be done but I'm expecting we'll get there.'" -
ATF Tests Show 3D Printed Guns Can Explode
Lucas123 writes "The ATF has been testing 3D printed guns over the past year and, not surprisingly, has found that depending on the thermoplastics, 3D printers and CAD designs used, some can explode on the first attempt to shoot them. The ATF published videos this week of the tests on YouTube showing what looked like a Liberator model of a 3D gun exploding upon being fired. Another model, created with the popular ABS polymer and an advanced printer, could fire as many as 8 shots. The tests were published at a time when a law passed in 1988 banning the sale of guns made entirely of plastic is set to expire next month." I hope they post the videos when they do the same tests on Solid Concepts' 1911. -
Judge: No Privacy Expectations For Data On P2P Networks

The three had alleged their Fourth Amendment rights were violated when police used an automated P2P query-response tool to gather information from their computers. That information subsequently led to their arrest and indictments. The judge held (PDF) that the defendants had either inadvertently, or otherwise, made the information available for public download on a P2P network and therefore couldn't assert any privacy claims over the data." -
Scientists Invent Urine-Powered Robots
Lucas123 writes "Researchers have already built robots that can use microorganisms to digest waste material, such as rotten fruit and vegetables, and generate electricity from it. This time, a group of scientists has taken that concept to a strange, new place: urine-powered robots. The scientists from the University of the West of England, Bristol and the University of Bristol constructed a system in robots that functions like the human heart, except it's designed to pump urine into the robot's 'engine room,' converting the waste into electricity and enabling the robot to function completely on its own. The researchers hope the system, which can hold 24.5 ml of urine, could be used to power future generations of robots, or what they're calling EcoBots. 'In the city environment, they could re-charge using urine from urinals in public lavatories,' said Peter Walters, a researcher with the University of the West of England. 'In rural environments, liquid waste effluent could be collected from farms.'" -
Duke Univ. Device Converts Stray Wireless Energy Into Electricity For Charging
Lucas123 writes "Engineers at Duke University say they've constructed a device that can collect stray wireless signals and convert them into energy to charge batteries in devices such as cell phones and tablets. The WiFi collection device, made of cheap copper coils and fiberglass, can even aggregate energy from satellite signals and sound waves (abstract). The researchers created a series of five fiberglass and copper energy conductors on a circuit board, which was able to convert microwaves into 7.3V of electrical energy. By comparison, Universal Serial Bus (USB) chargers for small electronic devices provide about 5V of power. The device, the researchers say, is as efficient as solar cells with an energy conversion rate of 37%." -
"War Room" Notes Describe IT Chaos At Healthcare.gov

Darrell Issa (R-Calif.), who chairs the House Oversight and Government Reform Committee, has released 175 pages of "War Room" notes — a collection of notes by federal officials dealing with the problems at Healthcare.gov. They start Oct. 1, the launch day. The War Room notes catalog IT problems — dashboards weren't showing data, servers didn't have the right production data, third party systems weren't connecting to verify data, a key contractor had trouble logging on, and there wasn't enough server capacity to handle the traffic, or enough people on the help desks to answer calls. To top it off, some personnel needed for the effort were furloughed because of the shutdown. Volunteers were needed to work weekends, but there were bureaucratic complications." -
Most Drivers Would Hand Keys Over To Computer If It Meant Lower Insurance Rates
Lucas123 writes "Most drivers would consider buying an autonomous vehicle if it meant their insurance rates would be reduced by 80%, a new survey of 2,000 licensed drivers found. Oddly enough, the survey by the online consumer insurance site Car insurance.com also showed that 75% of respondents think they could drive a car better than a computer. Another 64% said computers were not capable of the same quality of decision-making as human drivers. And 75% would not trust a driverless car to take their children to school. The survey also asked what commuters would be doing if a computer handled the driving: More than one-in-four would text/talk with friends; 21% would read; 10% would sleep; 8% would watch movies; 7% would play games; and 7% would work. The rest of those surveyed said they'd just watch the scenery blow by."
