The cable companies allow access to their networks based on MAC. What you are doing is possible, but you would need to call comcast and tell them that you got a new modem every time, which would look extremely suspicious. MAC addresses are also not random. So you cannot spoof it to a "random" MAC.
Your post also lacks continuity. You say that they start dropping "30-80%" of your packets every "5-10 minutes". But you also say that you only need to reset your MAC every 2 days?please go Home

So BG couldn't patent ACPI for legal reasons so they invent this sneaky trick by implement ACPI in a non standard closed way. Additionally hardware vendors have to explicitly corrupt the DSDT tables to get the WHQL logo. Any OS which depends on standard ACPI is locked out.
This is one of the dirtiest tricks* of Microsoft and it's illegal in my opinion.

I disassembled my BIOS to have a look around, and while I won't post the results here,I'll tell you what I did find.They have several different tables, a group for Windws XP and Vista, a group for 2000, a group for NT, Me, 95, 98, etc. that just errors out, and one for LINUX.
The one for Linux points to a badly written table that does not correspond to the board's ACPI implementation, causing weird kernel errors, strange system freezing, no suspend or hibernate, and other problems, using my modifications below, I've gotten it down to just crashing on the next reboot after having suspended, the horrible thing about disassembling any program is that you have no commenting, so it's hard to tell which does what, but I'll be damned if I'm going to buy a copy of Vista just to get the crashing caused by Foxconn's BIOS to stop, I am not going to be terrorized.

Dump your DSDT table:
sudo cat
/sys/firmware/acpi/tables/DSDT > dsdt.datDisassemble it:
iasl -d dsdt.dat
Open it in Gedit:

This implies that if it costs were equal to print white on black, that would be the overwhelming majority preference. Substantiation?
Historically to print something white on black you'd need to use all your ink turning the rest of the paper black. Even if you could start with black paper so you didn't have to print the negative image, you'd still need to find a dye or ink that'd work well and be available in quantity. Neither black white ink nor black paper were easy to come by a hundred or so years ago, let alone when books were first written or when the printing press became common. I'm not sure what you're looking for in substantiation.

Eventually, martial law?
Perhaps those who control the U.S. government, obviously oil and weapons investors, are planning another terrorist attack on the U.S.*, which it will use to justify an attack on Iran so that there can be greater control over oil supplies to make the price rise.

Distance Revision & Dark Matter?I might add to the question of "dark matter" (baryonic or otherwise) this little bit: What if our estimations of distance are incorrect? Recently, the distance to the Antennae Galaxies was revised downward by 30% from 65 million light years to 45 million light years.

Practically everything else about an object â" its true size, its energy output â" all the stuff you have to know to understand it â" depends on simply knowing how far away it is. And even now, the poor quality of many astronomical distances remains a nagging problem.

This matters. As a NASA / European Space Agency press release tells it:
"The previous larger distance required astronomers to invoke some quite exceptional physical characteristics to account for the spectacular system: very high star-formation rates, super-massive star clusters, ultra-luminous X-ray sources, etc. The new smaller distance makes the Antennae Galaxies less extreme in terms of the physics needed to explain the observed phenomena. For instance, with the smaller distance its infrared radiation is now that expected of a 'standard' early merging event, rather than that of an ultra-luminous infrared galaxy. The size of the star clusters formed as a consequence of the Antennae merger now agree with those of clusters created in other mergers, instead of being 1.5 times as large."
Since many characteristics are not observable directly, they are calculated based upon what we CAN see and estimates of the distance.
In the case of the Antennae Galaxies significantly revising down the distance, dropped it out of the "ultra-luminous" and "abnormally large" club and back into the range of "normal luminosity and size" for the type of object it is.
This makes me wonder whether other objects currently labeled as "far away," "super-massive," "ultra-luminous," etc. are in fact closer than their currently estimated distances? If so, then their luminosities, sizes and masses would need downward revision, just like the Antennae Galaxies. Would this resolve the "they're too big for gravity to hold them together" issue? If they're not as big and have less mass, or speeds involved aren't as great as we think?

It's more annoying than you might think. I've done it, all my friends have done it, my cousin's done it and our dog will be doing it soon.
Don't don't don't. It's a VASTLY under subscribed and overly competitive market. Once you think you're the best, and you're successful, you become too reliant on a core group of customers who won't last for ever.
There are reseller accounts available with lots of ISPs, but few are on a commission basis (ie: you're the one who has to cover your client's costs and invoice them). Flat fees are usually available to dedicated servers licensors @ £50/m+ - but the market is changing and I'm not at all surprised if they're cheaper.
Plesk - possibly the worst thing I've ever used. Convoluted backend I couldn't hack on to extend pop-before-smtp the way I wanted.
CPanel - the original but very costly 6 years ago when I last used it. Has some impressive addons
EnsimDirectAdmin - Not one I've used personally, but I hear its ok.
VHCS - Freeware. Never used it personally. But there are many OS projects and forks out there if you look hard enough ]
Cubepanel and BlueQuartz worth a mention.
Most of these project offer "lite" versions which are free for restricted personal use. The only major difference between the free and paid versions is that the latter has multi-user and reseller capabilities.
I'd recommending taking up a decent Linux or BSD distro with a proven track record of security fixes. "apt-get update" is sufficient for the home user, but realistically, you want to track purely security updates. Consider an enterprise OS (CentOS?!)
