I've been writing guides for that since 1997 in fact, & yes, they CAN & DO actually work (e.g.-> I haven't been "hit" by a malware since 1996, & because of what's in the guide - in fact, I WROTE IT because of that (really PISSED ME OFF is why, & when that happens, with anything? If I have the means, I do something about it))...

I have literal, actual, concrete & verifiable data from a benchmark test that shows cutting services you DO NOT NEED actually boosted benchmarks bigtime!
(Simply because services are programs, & they consume MORE THAN RAM, they also consume hWnds, many forms of I/O to disk/memory etc.-et al, & CPU cycles (boosting work for the kernel mode memmgt subsystem's one YOU "hit on" in fact)).
Lessen the workload on the OS? All else has a MORE than "potential gain"...
See, I've been into & "tuning" NT-based OS since they came out, around 1992... & I can say just 1 thing "IT WORKS"... for better performance, & yes, even security!
* It ALL "boils/distills down" to 1 concept, a solid one -> "DOING MORE WITH LESS" = Good Engineering!

It will also allow remote repair of corrupt filesystems that prevent the computer from booting with an UNMOUNTABLE_BOOT_VOLUME error. It can also do remote investigation on a computer, with forensically sound methods, transferring a hard drive image over the network from a remote PC for local analysis, if required. It can also do a pile of other things, most of which are probably beyond your comprehension. Even if it was the only thing I'd ever done, which it's not, it's so versatile, it could never be called "1 hit".)

My "PROACTIVE MEASURES" inside...
Norton DNS or my HOSTS file would block it, but I wouldn't worry about that (say if my nephew or brother who uses my system @ times infest it by accident)?
Well - Typical virus/spyware/trojans/malware-in-general, I'd knock it off using Process Explorer IF I had to!
(That's my "never fail tool" that can be used vs. malware-in-general that possibly std. tools like antivirus/antispyware doesn't kill - that IS because their signatures/mugshots of known offenders sometimes doesn't HAVE new stuff in it (&, that's usually only a matter of time too with submissions from millions all over the globe & what-not)).
Process Explorer (for std. "Ring3/RPL 3/UserMode" malware that is) is EXCELLENT for killing unknown ones (& you can always spot them, even IF they hide beneath another exe they hook (via libs) or services (libs or exes)).
You tell it to "freeze" the culprit, which it sends HLT commands to, & then? You destroy it on disk... simple!

Many times here in the past, I have said most security is "reactive" in nature before here, antivirus/antispyware too - but the rest of it, comes from the user being diligent patching OS & apps, PLUS, being smart about surfing!
Case in point?
E.G.-> Another PROACTIVE measure that cuts of a vector of infestation @ the root?
Disabling javascript's "all the time" - only use it, where you absolutely NEED it!
Say for ecommerce or reputable sites only!
(Opera allows for this excellently, as it has a BY SITE PREFERENCES setup, & globally I surf w/ out script active by default, plugsins too (e.g.-> Adobe Flash going thru hell all the time is why with bugs)) another PROACTIVE way to avoid trouble too!
E.G.-> Since 2004, I can show you a slew of reports on adbanners ALONE that infected folks by the 1,000's if not millions via malicious scripting, & bogusly scripted sites (which Norton DNS' DNSBL & HOSTS files block & my hosts file? Updated EVERY 15 minutes, automatically for me as I stated, via a Python system I built/co-built/rebuilt))

On the contrary, more than 50% of computers had less than 128mb of memory in the year 2000, so 12mb was over 10% of memory available in the majority of computers and about 30% of memory available in about 1/6 of all computers...

It seems people think ActiveX is just ''Netscape plugin'' like thing while it is way more powerful than many would assume.
They should see (non malicious) http://www.pcpitstop.com/ to see what is really possible with ActiveX or better use Seagate Hard Disk tools in IE (seagate.com). Both sites doesn't do what they are really capable of since it would make some users really paranoid.
It is UID0 access level, inside browser. Pure C code. No sandboxes.

Port Filtering being removed is another mistake... it works @ a diff. level of the IP stack drivers-wise than IPSec &/or Software Firewalls do for instance, which aids in layered security since they all work @ diff. levels of the IP stack (thus, you can't take 1 out, & take them ALL out - & it works like putting deadbolts, chain locks, & door handle locks onto a car or home, same idea - layered security: break one, another's STILL in the way (&, what's one of the 1st things spywares/viruses/malwares/rootkits do? DISABLE FIREWALLS + ANTIVIRUS, etc. et al)...

They choose to spy user more (possibly asking for money later) instead of fixing their OS.
Even Apple with dedicated and trusting userbase can't dare to offer such thing. Apple has almost hidden from user "Send system information to Apple" in "System Profiler" (in Utilities). What it does is produce a XML file, bzip2 it and send that plain compressed file to Apple without and cryptic stuff. A complete opt-in thing promises nothing! That is the way to go. You can't promise user to "enhance".
If MS suspects third party stuff (devices) for Vista problems, they should travel to the building providing these:

And there were even a bunch of offers in there for free iPods and Playstation 3s! This P2P warez thing is GREAT!
But since this is Deal Out Stupid Challenges To Waste Time Day, here's my challenge for you: merely download 100TB of copyright games in any P2P software, then scan them with Norton Antivirus. Last I checked, it was competing with free software remarkably well. In fact, it owns something like 70-90% of the market, depending on which market you look at.
Surely someone as open-minded, intelligent and non-biased such as yourself must stand back and admit that it must be doing SOMETHING right in order to maintain that lead, as well as for so many people to kick up a fuss now that it looks like it's going to be killed off.
Surely, I mean surely in the near-25-years that Microsoft has been developing windows, they hit the nail on the head and released a genuinely good Operating System at least once! Surely!

Especially for home LAN & Business LAN-WAN arrangements (especially AD ones).
It covers differences as to what can be done using its content, on a HOME or BUSINESS LAN-WAN arrangement for online activity on the public internet, BUT, also within a subnet range within corporate walls/intranets.
(Especially ActiveDirectory based ones, & moreso on Microsoft LanMan based ones too (Client for MS Networks + File and Printer sharing clients, for example))
vs.
A typical single PC user with a "single stand-alone system" hooked into the public internet via Tcp/IP only (all a body needs really to go online).

Windows CAN be secured, very well, & quite easily!
I say that, simply because Microsoft's modern Windows NT-based OS' (2000/XP/Server 2003 & VISTA) really can be secured well, FAR above their normal defaults, & quite easily (12 steps really), especially using the guidance of the CIS Tool:

The same thing extends to Linux & BSD variants as well guys - even SeLINUX bearing distros, such as the UBuntu/KUBuntu tribe.
(... & the results on that page(s) show that to be the case as well, with photographic proofs (from a /.'er in Bert64 no less, who provided me that much which I put up on that page (Linux run under VMWare results for CIS Tool, before using it & afterwards also))).

I have no idea how they got the 36.4% number. From data on pcpitstop.com (the claimed source of the information) 1.012 percent of the computers tested by pcpitstop have had limewire installed and running (source: http://pcpitstop.com/spycheck/SWDetail.asp?fn=LimeWire.exe I have no idea how 36.4% of all computers, comes out of 1.012% of the sample running the product.
