In 2002, there was no presidential election. George Bush was elected in 2000, and the second election was in 2004.

Keep in mind, ladies and gentlemen, that this person who doesn't think convictions based on a preponderance of evidence or sidestepping the statue of limitations is scary--this fucking imbicile not worthy of a bullet to the head--he probably votes. Taking the statute of limitations and tossing it into the trash isn't scary? Reducing the burden of proof the State must provide from the criminal standard to the civil standard isn't scary? Removing the right to trial by the jury of ones peers isn't scary?
Just how thoroughly do the protections built into our legal system have to be trashed to scare you? -

What it actually reads is that those accused of sex crime but have passed the statute of limitations will have to register if a court finds a preponderance of evidence that that person is guilty. i.e. a person who otherwise would have been convicted but was able to wait out the 20 years or whatever won't go to jail but will have to register. -

AOL lawsuits
Its backwards over there and I do wish someone would sue to change this.
They have:- The FTC issued a complaint and ordered AOL to change their practices.
- There were two class-action lawsuits settled in 2004.
- Ohio sued and settled in 2005.
- Finally, most recently, the State of New York sued as well, and the agreement reached with AOL requires AOL to have a third party verify all cancellation calls by the end of this month.

Also many legacy systems have been in place for years (decades) keyed by SSN via decisions made in the 1970's, 1980's etc. when ID theft wasn't as prevalent nor easy as it is today. Also many colleges are getting their budgets cut either directly or indirectly by state and federal government and usually the first to go is administrative support. Actually, the college I work for gave me three weeks notice yesterday on my contract because of recent Ohio legislation. Yay...

I'm trying to find a definitive source for you right now. All my friends who can tell me that sorta thing are at work.
It's, in my mind, a pretty clear cut case of separation of powers. When a local police officer is sworn in, he professes obligation and duty to the local laws, state laws and state constitution. I don't believe they even swear to uphold the federal constitution.
But your statement of "not just the laws that have been enacted by the government that signs their paychecks" is very accurate in describing the situation. Columbus police officers are paid to enforce local Columbus and state Ohio laws. If the federales wanted federal laws enforced they could put them on federal payroll or send federal agents to Columbus (which is, after all, the FBI) or lobby the state to require local law enforcement to enforce federal law (which incidentally does occur, in some instances. The Ohio legislature is about to pass SB 9 which will require local law enforcement to "comply with certain requests for assistance by federal authorities regarding homeland security" and local judges and prosecutors to inform immigration officials when an illegal is convicted for a felony.
How about SB 9 as your proof? Clearly if local law enforcement were automatically required to enforce all federal laws, then provisions in SB 9 requiring local Ohio law enforcement to enforce some federal laws would be unnecessary...no?
I believe that when someone has violated federal law, there are such things as federal arrest warrants, and the state may have a mechanism for that federal warrant to become a state warrant for arrest...so that local law enforcement can perform the arrest.
(Even then, the local law enforcement will be paid for this service.)

An adress of current residence
Here in Ohio I worked my ass off and got a legislator last year to introduce a bill that would allow any Ohio license to be issued without an individual's address.
The address is an awful anachronism, and unnecessary today. If you're an attractive 22 year old, would you want to show ever bouncer in town your home address simply to get into a club? For people who use their ID's a lot, it doesn't make so much sense to show everyone and their grandmother where they live. (Keep in mind, this doesn't remove the address record from DMV files, and if the DMV wants proof of address before issuing the license, that doesn't change anything either.)
North Carolina currently issues address-less licenses to individuals who are domestic violence or stalking victims.
I've also pointed out that the address is a huge key toward identity theft, should your license fall into the wrong hands.
(You'll note that the legislation also allowed you to have a license issued without date of birth, also on privacy grounds, for individuals who do not use their license for age verification activities.)
A signature (oh, no!)
There is something to be said about your license not having the signature of the bearer, in case the license finds itself in the wrong hands, and then someone can use that signature for nefarious purposes.
A photograph (the horror!)
Approximately 16 states have codified relgious objector's non-photo driver's licenses. All states are technically supposed to issue them under federal case law.
Keep in mind however, you've left out the bigger requirement regarding the photo. It must be a *digital* photo. I guess that's not necessarily a huge thing because all states now are on the digital license kick.
However, this legislation technically requires that every single american over the age of 16 be photographed and that photograph be put into a national photograph database (since the state databases must be combined.) While that's basically in place, it wasn't being done with federal requirement.
Think about it this way, essentially, every American is being required to show up at their local police station and be photographed. Since it's part of the natural licensing process that's been created no one noticed. (My Ohio BMV, when they brought out the photo license in 1974, promised that there would be no central photo archive...which they introduced in 1995 and hoped no one was paying attention.)
and... wait for it... a DRIVERS LICENSE NUMBER.
Did this legislation require a permanent driver's license number? If so...that's basically another SSN, with all its disadvantages and baggage.

This isn't actually as good a tactic as it seems. I don't know where you come from, but around here (Dayton area), our districts are gerrymandered like crazy. My state representative could still win if 10% of the vote defected to his token opposition. My legislator knows I'll never vote for him, so it isn't a lost vote in his mind. As a matter of fact, I'm not represented by a single Democrat from city councilman up to President.
Honestly, take a look at our results for our lower house. Is it this bad all over the country or am I just in a screwy state? -

Larry Mumper -- a BG checkThat's funny, because my first reaction was that this law sounded as sloppily written as Minnesota's recent concealed weapons legislation -- which was written in a way that left major ambiguities about who could provide the required safety courses, for one example.
We have a passel of state Reps I'd describe as "social right wingers" who put up stuff like death penalty legislation every term. They were behind the weapons bill: it was touted as making the law fairer by not leaving it up to individual sheriffs, but really it aimed at allowing more people to carry concealed guns. The bills these folks turn out seem to have been written by 10th graders who were unfamiliar with anything but the skeleton of the issue they're talking about, and they often have unintended consequences.
So, who is this guy?
Senator Larry A. Mumper, Ohio Senate Republican.
He's listed there as primary sponsor of a couple of other bills, including one that was presented as an "academic bill of rights for higher education." This bill was partly prompted by a story about a kid who wrote a "pro-America" paper and got a bad grade from his teacher... Oops, except the kid's paper was crap; he'd written a 1-page "report" that wasn't up-to-snuff, got a bad grade, and decided it was because he was patriotic that he'd been silenced. The bill itself reads like a wolf in sheep's clothing aimed at "protecting a plurality of opinion" by remaining neutral about crap like "intelligent design." It doesn't spell out how you'd decide when a topic was "controversial" -- gee, an ambiguity that could lead to unintended consequences.
Does this sound like exactly the sort of wingnut I'm seeing in Minnesota? I mean, this is a guy who says his law "might apply to anyone who sells a lot" and "If someone buys and sells on eBay on a regular basis as a type of business, then there is a need for regulation." "As a type of business"? No ambiguity there, is there?

It's a good thing Ohio isn't facing any real issues (say, a budget crisis for example) and he has time to concentrate on these important matters. Oh, wait.....

The sad thing is, the moment broadband becomes a government utility, competition ends, and with it any reason for anybody to push the technology farther.
The Ohio bill looks like it might be designed to prevent this problem. It seems to say that muni owned systems are OK, but the muni can't use its franchise power to prevent competition and seems to restrict the muni to no more than 50% market share.
Notice how your water service has not changed much in the last 50 years? Bottled water and tap filters are big business to overcome the chlorine-heavy (and in some cases awful-tasting) local utility water, but nobody is lining up to offer to pipe better water to your house, because they would be competing with a baseline service run by the local governments.
In this case, I think its because they wouldn't get enough customers to justify digging up the streets and installing their own water pipes. Also, if people pay sewer fees based on H2O usage, then the new service would have to make arrangements to share their customer usage data with the muni water and sewer division. There are just too many cost headaches to make distributing water to homes via pipes a competetive industry. -

A chimp has been trained to exploit weaknesses in this software, who's vulnerability teeters from the negligent towards the deliberate.
There are two types of errors that could occur, either of which would be relatively easy to detect by trained chimps.
Input errors - Does the number of votes cast, in this case with punch cards, match what is in the system.
Addition errors - Do the totals add correctly.
Trying to bias either of those seems to be an invitation to prison time. It is too easy to detect by means of paper, pencil, and an hour or two of time. Just look at Ohio's results. They are broken out by county. It wouldn't be hard to check the addition, and check the reported figures to see if they match the source reports. I would be surprised if the various political parties don't go over the results anyway. Political Scientists certainly do.
No, the least likely place to catch fraud is as the ballots are cast by the dead, repeat voters, felons, etc. Playing around with totals and simple addition is far too risky.
That doesn't mean nobody will try it though. People do stupid things all the time.

At a bit less than 40% of the precincts reporting in Ohio, I saw David Cobb's votes go from around 10,000 down to ZERO. After that, I started taking screenshots of the Ohio state departments website.

What we need to fight for is better coverage of the other people who will appear on the ballots of our respective states. If airing the news is an FCC required service of broadcasters, how about equal time for all of the eligible candidates? Oh Horrors! What a concept! Let the people hear of the people on the ballot before they draw the curtain? This would hardly be fair to the powers that be! People might consider voting for someone other than a Democrat or Republican.
We complain about crooked elections in other countries. They can't get much more closed, and crooked than our own.

In most states (Ohio included) you can find a Comprehensive list of almost every person running for office (with the exception of municipal elections).
From there, I've found pretty good success finding their websites and other information using Google.com.
Perhaps one of the best resources you can use in determining who to vote for is Opensecrets.org.
This guy must be in a poor district, the incumbent has raised three times more than him, but that still only comes to $126,000. The difference in funds in the Ohio senate race is just disgusting. Although, I haven't seen a single Voinovich ad on TV; so what is he spending that 8 mill on? -

Actually one of the less gerrymandered looking district maps I've seen. 18 and 6 are the only suspicious looking ones. That and the fact that the district containing Columbus is split kinda weird (Franklin County). It's also curious to note that the part of Montgomery County that slipped into the 8th district contains almost soley Wright Patterson AFB.

The same applies to any city in the USA. One vote with the appropriate majority in the various state houses of NY is all it takes for New York City and its mayor and local offices to cease to exist.
Not true in most midwestern states, who have home rule provisions in their state constitutions. Unless, of course, the vote is of sufficient majority to amend the state constitution (but that requires a popular referendum).

Everyone thinks they're a Traffic Engineer
Im not one either but structural engineering students take general civil classes heres the jist from my traffic intro class.
Intersection Design is based first on delay time. This is because it is what people notice. Green time is thus based on traffic flow conditions.
The goal is to minimize delay time while maximizing flow.
Yellow light duration is based on intersection geometry. It is dominated by the clearence time for a car to clear the intersection. The goal is to minimize the dilemma zone the stretch of pavement where in you could make the light or stop. The less dilemma there is the better.
Another major factor that determines yellow time is pedestrian clearence needs. IF you optimally want to have a 30 second green and a 5 second yellow but the intersection needs 40 seconds for a pedestrian to clear you have to extend the phase for the pedestrian. so your green time would have to go up and throw off the rest of your phasing.
Most timing computers in cities have the ability to do on the fly phasing changes like for event traffic. But the cities have outlayed the cash for the units but not for the programming of them so most have only a morning rush evening rush and normal timing scheme.
I dont know how other states do speed limits but in Ohio speed limits are statutory in that for each kind of road (rural, business frontage, residential). The speed limit is dictated by the surrounding landscape. If a municilpality lowers the limit or installs a traffic control device like a stop sign they must have traffic engineer due a study to prove necessity. So go to your council meetings and ask for the speed study for that non-statutory 25 zone on and if they dont have it its illegal! (IANAL but you can use that in court too)

Ohio blows off securty recommendationsToday, the Ohio Secretary of State released this report critiquing the RABA report, which essentialy says that Diebold has fixed all the problems and there is nothing new, nothing more to fix. What a bunch of garbage.
One of our team spoke to the minority leader of the Ohio Senate, and she is very upset that they are using extreme political pressure to get Ohio counties to use Diebold no matter what.
Mike Wertheimer, our team leader in our original test, will be on ABC news tomorrow morning and CBS news tomorrow night. Look for it.
