The First Open Ranking of the World Wide Web Is Available
First time accepted submitter vigna writes "The Laboratory for Web Algorithmics of the Università degli studi di Milano together with the Data and Web Science Group of the University of Mannheim have put together the first entirely open ranking of more than 100 million sites of the Web. The ranking is based on classic and easily explainable centrality measures applied to a host graph, and it is entirely open — all data and all software used is publicly available. Just in case you wonder, the number one site is YouTube, the second Wikipedia, and the third Twitter." They are using the Common Crawl data (first released in November 2011). Pages are ranked using harmonic centrality with raw Indegree centrality, Katz's index, and PageRank provided for comparison. More information about the web graph is available in a pre-print paper that will be presented at the World Wide Web Conference in April. -
North Korean Business Park Getting Internet Access
Daniel_Stuckey writes "A business park in North Korea will soon have (limited) access to the Internet, according to news reports. The Register wrote that an industrial park in the Kaesong Industrial Region will house Internet-connected PCs by the first half of this year. The Daily NK explained that the first step to connectivity will be an Internet cafe with 20 computers but afterward company offices will also be connected. They quoted a spokesperson from the Ministry of Unification — a department of the South Korean government that works on unifying the two Koreas — as saying, 'We are planning to launch the basic level of Internet services at the Kaesong Industrial Complex starting in the first half of this year,' and adding, 'Officials and employees in the North's border city will be able to use most of the online services now available in South Korea.'" -
ICANN's Cozy Relationship With the US Must End, Says EU
alphadogg writes "The exclusive relationship of ICANN with the U.S. must end, said the European Union's digital agenda chief on Wednesday. California-based ICANN is responsible for the assignment of top-level domains and has a long-standing operating agreement with the U.S. However, following the revelations by Edward Snowden of widespread surveillance of the Internet by the National Security Agency, many countries have questioned the arrangement. The historical relationship, noted in ICANN's Affirmation of Commitments, is outdated and the governance of the Internet must become more global, said the E.U. Digital Agenda Commissioner Neelie Kroes. Kroes was presenting the European Commission's new policy on Internet governance, which rejects any United Nations or governmental takeover of Internet governance and calls for a move to globalize ICANN." -
The Death Cap Mushroom Is Spreading Across the US

It is spreading along the East and West Coasts of the U.S. and appears to be moving south into Mexico. 'When someone eats Amanita phalloides, she typically won't experience symptoms for at least six and sometimes as many as 24 hours,' says Cat Adams. 'Eventually she'll suffer from abdominal cramps, vomiting, and severely dehydrating diarrhea. This delay means her symptoms might not be associated with mushrooms, and she may be diagnosed with a more benign illness like stomach flu. To make matters worse, if the patient is somewhat hydrated, her symptoms may lessen and she will enter the so-called honeymoon phase.' Without proper, prompt treatment, the victim can experience rapid organ failure, coma, and death. But good news is on the way. S. Todd Mitchell of Dominican Hospital in Santa Cruz, California has treated more than 60 patients with a drug derived from milk thistle. The patients who have started the drug on time (within 96 hours of ingesting the mushroom) and who have still had kidney function intact have all survived. 'When administered intravenously, the compound sits on and blocks the receptors that bring amatoxin into the liver, thus corralling the amatoxins into the blood stream so the kidneys can expel them faster,' says Adams. Still, Mitchell cautions against the 'regular look"'of deadly mushrooms. 'They smell very good and when they're cooked, many patients have described them as the most delicious mushrooms they've ever eaten.'" -
Massive New Cambrian-Era Fossil Bed Found
jfbilodeau sends word of a massive new trove of fossils located in Canada, which scientists say will rival the acclaimed Burgess Shale fossil bed. The rock formation inside which both fossil sites were found is roughly 505 million years old (abstract). The fossils provide insight into the Cambrian explosion, a time that brought the rapid appearance and diversification of many animal forms. "In just two weeks, the research team collected more than 3,000 fossils representing 55 species. Fifteen of these species are new to science." Paleontologist Jean-Bernard Caron said, "The rate at which we are finding animals — many of which are new — is astonishing, and there is a high possibility that we'll eventually find more species here than at the original Yoho National Park site, and potentially more than from anywhere else in the world." The fossils at the new site are about 100,000 years younger and are better preserved than those at the renowned Burgess shale site. -

3 Reasons To Hate Mass Surveillance; 3 Ways To Fight It
This site's "Your Rights Online" section, sadly, has never suffered for material. The revelations we've seen over the last year-and-change, though, of widespread spying on U.S. citizens, government spying in the E.U. on international conferences, the UK's use of malware against citizens, and the use of modern technology to oppress government protesters in the middle east and elsewhere shows how persistent it is. It's been a banner year on that front, and the banner says "You are being spied on, online and off." A broad coalition of organizations is calling today "The Day We Fight Back" against the growing culture of heads-they-win, tails-you-lose surveillance, but all involved know this is not a one-day struggle. (Read more, below.) THREE REASONS TO HATE MASS SURVEILLANCE:
1) Because the Internet is nearly everywhere, it means the spying it makes possible has spread to match its footprint. 30 years ago, "on the internet" really was novel, because the public Internet simply wasn't. There were a few big military and academic sites around the world, and the concepts that make today's internet work were already embodied in running systems, but there was little reason for individuals to care about privacy invasion, or having their systems crippled by government malware, because their systems and their privacy weren't at issue. There wasn't a World Wide Web as a portal to nearly every resource online, no "Cloud," and no Blue Coat. Now, not only can individuals get on the internet, but the meaning of that phrase has moved, fast, over the last decade: now, getting on the internet is just a fact of modern life, a banal, automated background fact of the way we stay in touch with friends, deal with bills, find entertainment, get directions, and work. Online surveillance of all the signals we emit and receive (over home internet links, over cellular networks, on landline telephones, even on postcards) might be minimized and waved away as the collection of "mere" metadata, but in reality, if you're reading these words online, and even if you're doing your best to read them anonymously, it means you've almost certainly got a collection of data about you online already.
2) Because "online surveillance" is a slippery slope, and it will only get slipperier. Remember the Clipper chip's hardware-based encryption escrow scheme? Who and how often you email, chat with online, or call on the phone is the tip of the iceberg. Robert Bork didn't like having his video watching habits spied on, and that was before Netflix and competitors made the sorting and stacking of movie-watching habits not only possible but an never-ending exercise in deep data analysis. Maybe you don't care in particular about what the NSA, FBI, or anyone else thinks of your taste in entertainment, but you might prefer them to stay out not only of the information revealed by your current online activity, but also out of whatever things are revealed by future developments. Right now, a relatively small part of the online population uses crypto-currency like Bitcoin; a decade from now, it seems likely to be even more widespread than Netflix is today. Do you want your transactions to be public record, or even public-servant record? Beyond that, the era of ubiquitous, automated surveillance doesn't need you to mail an angry letter, or declare allegiance to an unpopular cause online: Just walking around means sooner rather than later you're likely to be captured on camera.
Access to your medical records almost certainly will be online, too, even more than it already is. Online and offline lives will only get blurrier: Your GPS (and increasingly, that means your phone, too) knows where you've been, and your should-be-private Google Maps page knows where you might have considered going. (Couple that with the cavalier attitude that dominates rules about data that you carry in your phone, laptop or USB data sticks, if you cross, or even come near, the U.S. border.) Think about the meta-data (or what the government might characterize that way) that your reading and viewing habits, your prescription medicine needs, your airline tickets, and your Amazon wishlist could reveal, and whether you'd want everyone's digital dossier to be up for ad-hoc scrutiny in 10 years any more than it already is. You don't want the equivalent of the TSA viewing rooms (for your own good, of course) attached to every stream of online communication.
3) Because you're paying for it. How much you're paying is hard to say, because of black budgets, overlapping programs, and the sheer number of systems that are or could be used to make widespread surveillance the new normal, but the mystery price tag starts out high. If you're an American, or an EU citizen, at least you can be grateful that you're likely only being spied on, rather than actively harmed in other ways; in other countries, the outcome can be far grimmer. How much do you want to pay to build an infrastructure for constantly surveilling yourself, your friends, and your family? Especially one that fails so miserably at even its stated aims?
THREE WAYS TO FIGHT IT:
The good news is, while you can't stop the entire octopus, you're not required to be a full-time victim of online surveillance or the offline surveillance that it seems to normalize. Instead, you can take some simple steps that at least fog the glass a bit. Readers will no doubt suggest better technologies and practices, but here's a short list to start with:
1) Encryption, more often and in more contexts. Encrypted hard drives are now easy to buy off the shelf, or to implement with software per-user. Use encryption when it makes sense, for documents, emails, file systems, or browsing; the more you do, the more normal this becomes — if it's perfectly normal to carry data encrypted, no matter how innocuous, it's hard for merely possessing encrypted data to be vilified. TrueCrypt might not be impregnable, but neither are the opaque envelopes you might put in a physical mailbox: making it harder to spy on you even in small ways beats indifference. Good news: not every layer of security takes much effort for you to take advantage of: Mozilla's move to HTTPS Everywhere is an example, as is the option that many OSes are embracing to offer the user full-disk or per-directory encryption.
2) Avoid standing in front of the biggest targets. If you don't yet, use an operating system like Linux or one of the modern BSDs, at least part of the time. The SCADA vulnerabilities exploited to cripple a key part of Iran's nuclear program exploited a well-known hole in a widespread operating system, and the same can be said of many attacks blandly characterized as "Advanced Persistent Threats." Even a cheap, adjunct laptop running an up-to-date Linux or OpenBSD could make you safer for some tasks online; cheaper yet, you can run an entire Linux system from a USB drive, and yank it when you're through. That doesn't stop a mid-stream listener (which is a very hard problem), but a compartmentalized system like that means you can do your online banking or anything else and be less vulnerable to common malware. (Besides, it's fun!)
3) Tell companies, politicians (for instance, by voting for or against), and the people around you, that you object to being spied on. You can't prevent malicious individuals, governments, (or Google, or Yelp, or your Facebook friends) from looking at some of the data that you emit; you might feel perfectly satisfied with lots of the transactions you take part in freely. But you can minimize the worst consequences by being mindful of what you do or don't mind putting out there, and spreading the word when you find abuses of trust that compromise your privacy.
Online spying didn't pop into existence with Edward Snowden's revelations about mass data gathering by the NSA on U.S. citizens. For Americans, having our communications tapped by government agents (even if by a government that has remained far more benign than have many others) extends as long as the history of the country; likewise for Europeans and others all over the world. It's much easier, now, though, for those agents to put an ear to your wall or an eye on your correspondence than it's ever been before. For those in many countries, taking practical steps to reduce your exposure is a sensible move for more than just aesthetic or philosophical reasons, though, and luckily the range of options for preserving privacy and private communications have advanced right along with the growth of the technologies that threaten them. -
How To Hack Subway Fares Using Fare Arbitrage
KentuckyFC writes "Arbitrage is a way of making profit by exploiting price differences for the same asset. In capital markets, traders aggressively seek out and exploit these market 'inefficiencies.' Now one data scientist says it's possible to do the same with metro fares and has studied the fare-arbitrage potential of San Francisco's subway system, BART (Bay Area Rapid Transit). The idea is to swap tickets with another commuter during your journey to reduce the amount you both pay. BART has 44 stations which allows 946 different journeys and 446,985 unique pairs of trips. Of these, over 60,000 have arbitrage potential and commuters can save at least $1 on 4,666 of them. But there are good reasons why cities might want to maintain price differences for certain journeys — to encourage people to live in certain areas, for example. What's more, it's possible to imagine a pair of commuters who each travel from one side of a city to the other at considerable cost. But by swapping tickets in the city center, they could both pay for a short commute in each others' suburbs. But is that fair to other commuters?" -

Windows Replacement? ReactOS 0.3.16 Gets Themes, CSRSS Rewrite, and More

How Adobe Got Rid of Traditional Stack-Ranking Performance Reviews
Hugh Pickens DOT Com writes "Bob Sutton reports that in 2012 Adobe moved from yearly performance rankings to frequent "check-ins" where managers provide employees targeted coaching and advice. There is no prescribed format or frequency for these conversations, and managers don't complete any forms or use any technologies to guide or document what happens during such conversations. They are simply expected to have regular check-ins to convey what is expected of employees, give and get feedback, and help employees with their growth and development plans. 'The aim is to give people information when they need it rather than months after teachable moments have passed,' writes Sutton. Donna Morris, Adobe's senior vice president for People and Places, says her team calculated that annual reviews required 80,000 hours of time from the 2000 managers at Adobe each year, the equivalent of 40 full-time employees. After all that effort, internal surveys revealed that employees felt less inspired and motivated afterwards—and turnover increased. According to Sutton, Adobe's bold move seems to be working. Surveys indicates that most Adobe managers and employees find the new system to be less cumbersome and more effective than the old stack-ranking system where managers must divide employees into groups — for example, maybe 15 percent of people can be assigned the highest rating. 'That goes against our core value of being genuine,' says Ellie Gates, director of management effectiveness at Adobe. 'Our goal should be to inspire people to do their best work.' Since the new system was implemented, voluntary attrition has decreased substantially, while involuntary departures have increased by 50% because the new system requires executives and managers to have regular 'tough discussions' with employees who are struggling with performance issues—rather than putting them off until the next performance review cycle comes around. 'It is reducing unnecessary cognitive load, while at the same time, nudging managers to engage more often and more candidly with direct reports to help them develop their skills and plan their careers,' concludes Sutton. 'It also bolsters accountability because managers have far more responsibility for setting employee compensation than under the old system.'" -
New Type of Star Can Emerge From Inside Black Holes, Say Cosmologists
KentuckyFC writes "Black holes form when a large star runs out of fuel and collapses under its own weight. Since there is no known force that can stop this collapse, astrophysicists have always assumed that it forms a singularity, a region of space that is infinitely dense. Now cosmologists think quantum gravity might prevent this complete collapse after all. They say that the same force that stops an electron spiraling into a nucleus might also cause the collapsing star to 'bounce' at scales of around 10^-14cm. They're calling this new state a 'Planck star' and say its lifetime would match that of the black hole itself as it evaporates. That raises the possibility that the shrinking event horizon would eventually meet the expanding Planck star, which emerges with a sudden blast of gamma rays. That radiation would allow any information trapped in the black hole to escape, solving the infamous information paradox. If they're right, these gamma rays may already have been detected by space-based telescopes meaning that the evidence is already there for any enterprising astronomer to tease apart." -

They were also none to happy to learn the purpose their music was being employed for, let alone illegally. The amount of compensation requested? $666,000, of course." -

Former Red Hat COO Helps Health Care Providers Work Together (Video)
Do you remember the worries about getting different health care software systems to work with each other as health care providers starting moving away from paper? It's still a problem, but Joanne Rohde's company, Axial Exchange, is working to cure that problem not only as an entrepreneur but also because she has personal reasons to see health care providers communicate better with each other. In a 2012 interview for Huffington Post, she said, "While I was working for Red Hat, I got very sick... I ultimately had to go to 10 doctors to be diagnosed. Going from doctor to doctor, I could not believe I had to start over each time. No one actually talks to each other I became convinced that if I had had all the information, I probably would have been able to figure it out faster." In fact, Joanne got so sick that she quit her job as Red Hat COO after four years with the company. Once she started getting decent treatment for her Fybromyalgia and started getting better, she decided to apply open source principles to health care IT -- and to start a new company to do it. Opensource.com talked with Joanne in September 2013, and in January 2014 she talked with Health Care Finance News for an article titled Patients key to reducing readmissions. A phrase Joanne seems to be using a lot lately is "patient engagement," which has become a major part of Axial Exchange's work to improve communications not only between different health care providers but also between those providers and their patients. Britain's GCHQ Attacked Anonymous Supporters With DDoS
An anonymous reader writes "NBC News reports that, during a 2012 NSA conference called SIGDEV, GCHQ's Joint Threat Research Intelligence Group bragged about using Distributed Denial of Service (DDoS) attacks against members of Anonymous during an operation called Rolling Thunder in 2011 (there is evidence that says it was a SYN flood, so technically it was a simple DoS attack). Regular citizens would face 10 years in prison and enormous fines for committing a DoS / DDoS attack. The same applies if they encouraged or assisted in one. But if you work in the government, it seems like you're an exception to the rule." -
Government To Require Vehicle-to-vehicle Communication

But now the focus has shifted to avoiding crashes by developing technology to make future vehicles 'smart' enough to detect and respond to threats, such as an oncoming vehicle. The technology, known as 'vehicle-to-vehicle,' or "V2V," lets cars 'talk' to each other and exchange safety data, such as speed and position. If a nearby car abruptly changes lanes and moves into another car's blind spot, the car would be alerted. Federal transportation officials did not announce when the new regulations would go into effect but said they hope to propose the new V2V rules before President Barack Obama leaves office in January 2017." Combine this with remote kill-switches or pulse guns, Amber-alert scrolling signs, proliferating cameras, automatic plate recognition and unstoppable text messages from on high for some not-so-distant driving dystopia. -
Adobe's New Ebook DRM Will Leave Existing Users Out In the Cold Come July
Nate the greatest writes "Whether it's EA and SimCity, the Sony rootkit scandal, or Ubisoft, we've all read numerous stories about companies using DRM in stupid ways that harm their customers, and now we can add Adobe to the list. Adobe has just announced a new timeline for adoption of their recently launched 'hardened' DRM, and it's going to take your breath away. In a video posted to Youtube, Adobe reps have stated that Adobe expects all of their ebook partners to start adopting the new DRM in March. This is the same DRM that was launched only a few weeks ago and is already causing problems, but that hasn't stopped Adobe. They also expect all the stores that use Adobe's DRM to sell ebooks (as well as the ebook app and ebook reader developers) to have fully adopted the new ebook DRM by July 2014. That's when Adobe plans to end support for the old DRM (which everyone is using now). Given the dozens and dozens of different ebook readers released over the past few years, including models from companies that have gone under, this is going to present a significant problem for a lot of readers. Few, if any, will be updated in time to meet Adobe's deadline, and that's going to leave many readers unable to buy DRMed ebooks." -
NPR Labs is Working on Emergency Alerts for the Deaf (Video)
When we think about NPR (National Public Radio) most of us think of A Prairie Home Companion or another favorite radio show. But NPR also has a research component, NPR Labs, that they say "is the nation's only not-for-profit broadcast technology research and development center." The video (below) is an interview with NPR person Maryfran Tyler about their pilot program designed "to demonstrate the delivery of emergency alerts to people who are deaf or hard-of-hearing in the Gulf Coast states through local public radio stations and the Public Radio Satellite System (PRSS®)." NPR also says, "This is the first effort to deliver real-time accessibility-targeted emergency messages, such as weather alerts, via radio broadcast texts." -
Can Wolfram Alpha Tell Which Team Will Win the Super Bowl?

That's a multi-million-dollar question, given the amount of cash people will bet on either the Seattle Seahawks or the Denver Broncos to win. Fortunately, Wolfram Alpha (the self-billed "computational knowledge engine") can analyze the historical statistics for both teams and throw out some potentially useful numbers. Developed by Stephen Wolfram and based his Wolfram Research's Mathematica analytical platform, Wolfram Alpha is an altogether different search engine from Bing or Google, which generally return pages of blue hyperlinks in response to queries. Instead of multiple results leading to still other Webpages, Wolfram Alpha usually returns set of definitive, numerical answers. It's Not Memory Loss - Older Minds May Just Be Fuller of Information

But a new paper suggests that older adults' performance on cognitive tests reflects the predictable consequences of learning on information-processing, and not cognitive decline. A team of linguistic researchers from the University of Tübingen in Germany used advanced learning models to search enormous databases of words and phrases. Since educated older people generally know more words than younger people, simply by virtue of having been around longer, the experiment simulates what an older brain has to do to retrieve a word. When the researchers incorporated that difference into the models, the aging 'deficits' largely disappeared. That is to say, the larger the library you have in your head, the longer it usually takes to find a particular word (or pair). 'What shocked me, to be honest, is that for the first half of the time we were doing this project, I totally bought into the idea of age-related cognitive decline in healthy adults,' says lead author Michael Ramscar but the simulations 'fit so well to human data that it slowly forced me to entertain this idea that I didn't need to invoke decline at all.' The new report will very likely add to a growing skepticism about how steep age-related decline really is. Scientists who study thinking and memory often make a broad distinction between 'fluid' and 'crystallized' intelligence. The former includes short-term memory, like holding a phone number in mind, analytical reasoning, and the ability to tune out distractions, like ambient conversation. The latter is accumulated knowledge, vocabulary and expertise. IBM's PC Junior Turns 30, Too
McGruber writes "Like the Mac, the IBM PC Junior first went on sale in late January 1984. That is where the similarities end — the PC Junior became the biggest PC dud of all time. Back on May 17, 1984, the NY Times reported that the PC Junior 'is too expensive for casual home users, but, at the same time, is not nearly powerful enough for serious computer users who can afford a more capable machine.' The article also quoted Peter Norton, then still a human programmer who had not yet morphed into a Brand, who said that the PC Junior 'may well be targeted at a gray area in the market that just does not exist.'' IBM cancelled the machine in March 1985, after only selling 270,000 of them. While it was a commercial flop, the machine is still liked by some. Nissan Unveils 88 Pound 400-HP Race Car Engine

In recent years there's been a shift to downsizing engines, using less fuel, and even using alternative energy such as clean diesel and hybrid powertrains. Today Nissan unveiled a 400-horsepower 1.5-liter three-cylinder turbocharged engine that weighs only 88 pounds. This engine will be part of the advanced plug-in hybrid drivetrain that will power the ZEOD RC electrified race car that will run in the 2015 LMP1 class during the race season. Nissan says the driver of the ZEOD RC will be able to switch between electric power and gasoline power with the batteries being recharged via regenerative braking. Even more impressive, according to Nissan, for every hour the ZEOD RC races, the car will be able to run one lap of the Le Mans' 8.5-mile Circuit de la Sarthe on electric power alone. If true, that will make it the first race car in history to complete a lap during a formal race with absolutely zero emissions. If this all works, we could be witnessing the future of motorsports unfold before our eyes later this year when the ZEOD RC (video) makes its race debut at this year's Le Mans 24 Hours in June." -
FBI Has Tor Mail's Entire Email Database

The owner was arrested for 'enabling child porn,' and the Tor Mail servers suddenly began hosting FBI malware that attempted to de-anonymize users. Now, Wired reports on a new court filing which indicates that the FBI was also able to grab Tor Mail's entire email database. 'The filings show the FBI built its case in part by executing a search warrant on a Gmail account used by the counterfeiters, where they found that orders for forged cards were being sent to a TorMail e-mail account: "platplus@tormail.net." Acting on that lead in September, the FBI obtained a search warrant for the TorMail account, and then accessed it from the bureau's own copy of "data and information from the TorMail e-mail server, including the content of TorMail e-mail accounts," according to the complaint (PDF) sworn out by U.S. Postal Inspector Eric Malecki.'" -

For example, that insecurity should be a lever of success is anathema in American culture. Feelings of inadequacy are cause for concern or even therapy and parents deliberately instilling insecurity in their children is almost unthinkable. Sadly, the little guy is showing his age, both in battery life (even with the powersaving kernel options enabled), and performing in general has been left far, far in the dust by phones that are now considered quite old. The time has come to find its successor, but after a thorough search of smartphone options, I can't find any handset that offers everything for the power user that the N900 did (much less a hardware keyboard). LLVM continues to be widely used and grow in popularity for different uses, but it's under a BSD-style license rather than the GPL. RMS wrote, 'For GCC to be replaced by another technically superior compiler that defended freedom equally well would cause me some personal regret, but I would rejoice for the community's advance. The existence of LLVM is a terrible setback for our community precisely because it is not copylefted and can be used as the basis for nonfree compilers — so that all contribution to LLVM directly helps proprietary software as much as it helps us.'" -
