I'm curious the strategic use of bombers on 24 hour standby, when there are enough ICBMs, including those in nuclear subs which are likely really, really close to North Korea already, to totally decimate that country. Bombers work well as an intimidation tactic, So well, in fact, I'll go out on a limb and say that's what President Trump has in mind for them. And by using them for that he'll also scare the piss out of nations not North Korea. IIRC part of how they're used is by r5unning them right up to the edge of a nation's air space. It's because we are all really just smart talking monkeys. We are at least 95% genetically the same as chimps. We only separated from them less than 8 million years ago, the Hominoidea classifications goes back at least 20+ million. Humans who can read, write, etc have only been around for maybe 10,000 years. No reason not to make it an option for people who may have already considered that the head needs to be dumped somewhere. How many kilowatts of heat do you think a fully loaded aisle in a datacenter dumps at idle? Yet they manage to keep those rooms cool. When you're talking about someone who cares about that level of performance, you're talking about someone who probably has a place to put it.

Plus, I don't think what was being asked was for it to run at full speed all the time, but for it to be able to run at full speed when needed without throttling. I don't think anyone has a problem with an idle CPU dropping into a low power state, but if I'm doing something that pushes that CPU to 100%, throttling only makes it take longer. If the difference in power consumption (e.g. heat output) between full speed and throttling back to 25% (e.g. a reduction of 75% performance) is less than 75%, I'll be using more power and dumping more heat, on top of my work taking 4x longer to finish.

And, since an idle CPU does use power, a 75% reduction in speed won't represent a 75% reduction in power consumption. Think of it this way: if my CPU uses 25 watts at idle and 125 watts at 100%, with a linear power curve (we'll assume this for simplicity), that's 1 watt per percent of CPU utilization. at 100% it uses 125 watts, at 25% it uses 50 watts. A job that would take an hour at 100% would use 125 watt hours of energy and dump what we'll call 1.25 units of heat into the room (since we don't know how much of that 125 watts becomes heat, we simply define as our unit "however much heat our CPU dumps at 100 watts"). At 25%, with the CPU using 50 watts and the job now taking 4 hours, we're using 200 watt hours of energy and 2 units of heat. It takes 4x longer, uses 60% more energy, and dumps 60% more heat into the room. There is no win with thermal throttling, it exists only to account for inadequate cooling solutions, to keep the chip from literally burning itself out.

Give me a system with thermal throttling as a protection mechanism in case the cooling system fails, but give me an adequate cooling system such that thermal throttling should never happen otherwise. I can always adjust the parameters of the cooling system if I decide comfort should trump performance for a period of time; a machine next to my desk might see that cooling system turned down to half capacity most of the time and thermal throttling would surely kick in under those circumstances if I loaded the system up, but a system in a dedicated room such as a datacenter would be able to run full-tilt without me giving a damn; the cooling system just needs to be able to handle it.

Plus, if you're talking about a system drawing over 150 watts, the only adequate cooling on the market right now is water cooling. You could have dozens of water cooled computers in the same room without dumping any notable amount of heat into the room: put the radiators outside or in another room. It's not like it hasn't been done before.

Black Bloc style protesting existed before "Antifa"; before the most recent flareup, it was most commonly associated in the US with WTO protests.

To reiterate: Black Bloc does engage in violence - although you might have been misled about "innocent victims". To pick an example: the most famous viral video of Black Bloc actions was this attack. Who is that poor innocent victim? Why, that's Keith Campbell, known on Twitter as "PatriotWarriorMedia". He's involved in R.A.M. ("Rise Above Movement"), a group built specifically around active training to engage in street brawls with perceived leftists. I get people not seeing it at first glance but they clearly are under the umbrella of larger groups and the major political parties use direct action groups as a blunt tool despite the individual members often not being aware of it. They do have leaders they just look like some loose affiliated collection of dudes from the outside. I know people who have been involved on both the extreme left and right in Europe, mainly the left but a few on the right. On a local level like the independent groups identifying as blackbloc are coordinated by someone, although not exactly a formal leader by any stretch. First fight starts at 8:32. Fight is over at the very first punch at 8:55. I use "punch" loosely, as the robot just holds an arm out and runs forward into the 2nd one, knocking it over.

Slow motion of the "punch" is at 10:26-11:00.

Next fight with another robot starts around 13:20. Drone gets knocked out of the air at 14:18. Robot-on-robot hits around 15:00, after which they pause for round 2. Battle resumes at 20:00, this time with a chainsaw attachment. Chainsaw damage starts around 21:20. But it is low-speed, not very exciting. Knock some shit over at 22:04, and the whole thing ends at 22:30.
