Microsoft is working on a new lightweight version of Windows to power dual-screen devices and Chromebook competitors, according to a new report. The Verge: Sources familiar with Microsoft's plans tell The Verge that the software maker is stripping back its Windows user interface with dual screens in mind. This new hardware could launch as early as later this year, depending on chip and PC maker readiness. "Windows Lite," as it's codenamed internally, is a more stripped-down version of Windows that is initially being prioritized for dual-screen devices. Intel has been pushing OEMs to create this new hardware category, and machines could appear much like Microsoft's Courier concept, dual-screen laptops, or even foldable displays in the future. Either way, Microsoft wants Windows to be ready for PC makers to take advantage of it.

Facebook, Twitter, and Google Still Aren't Doing Enough About Disinformation, EU Says (theverge.com)
Facebook, Twitter, and Google still aren't doing enough to battle disinformation on their platforms, European Union officials said in a statement released this week. "As part of a plan to fight disinformation on social media, the companies signed on to a voluntary proposal to crack down on the problem last year, which included making plans to increase transparency and fight fake accounts," reports The Verge. "The European Commission is now publicizing monthly progress reports on the topic, and has released the first, covering January." From the report: In the statement, the officials criticized the companies' responses, saying "we need to see more progress." "Platforms have not provided enough details showing that new policies and tools are being deployed in a timely manner and with sufficient resources across all EU Member States," the statement said. "The reports provide too little information on the actual results of the measures already taken."
Facebook, Twitter, and Google were each singled out for not providing enough information in their reports to officials, who said in today's statement that they remain "concerned by the situation." The statement pressed the platforms to move faster ahead of European Parliament elections in May. In an accompanying op-ed in The Guardian this week, EU commissioners said, "if we do not see sufficient long-term progress, we reserve the right to reconsider our policy options -- including possible regulation." -
Google's Sidewalk Labs Thinks a Reinvented Awning Will Fix Toronto's Winter (engadget.com)
One of the prototypes Alphabet's Sidewalk Labs is working on for its planned neighborhood on Toronto's waterfront is a hexagonal paving system. "The slabs are porous and heated, which may keep snow and ice at bay without salting," reports Engadget. "They're easy to replace, and include LED lights that can, for instance, help direct traffic flow during construction or mark street closures." From the report: Sidewalk will also demonstrate what it's calling a Building Raincoat, an awning it says will help protect sidewalks from wind, rain, sun and snow to make outdoor space usable throughout the year. It attaches to the sides of buildings and is fixed to ground anchors. It's made from a durable, lightweight and transparent plastic called ETFE (Ethylene Tetrafluoroethylene).
In addition, Sidewalk will have a number of art installations at the public event, which "use lighting, projection mapping, mud and other techniques to reflect on relationships between humans and animals in public space, and the broader connection of ecology and urbanism." Some of the works will be projected onto the awning. Along with the prototypes, Sidewalk will discuss some of its broader ideas about how to make its neighborhood livable and accessible, in part through affordable housing and its transit system. -
Amazon To Launch New Grocery-Store Business Separate From Whole Foods (arstechnica.com)
An anonymous reader quotes a report from The Wall Street Journal: Amazon is planning to open dozens of grocery stores in several major U.S. cities (Warning: source may be paywalled; alternative source), according to people familiar with the matter, as the retail giant looks to broaden its reach in the food business. The company plans to open its first grocery store in Los Angeles as early as the end of the year, one person said. Amazon has already signed leases for at least two other grocery locations with openings planned for early next year, this person said. The new stores would be distinct from the company's upscale Whole Foods Market brand, though it is unclear whether the new grocery chain would carry the Amazon name. Amazon is also exploring an acquisition strategy to widen the new supermarket brand by purchasing regional grocery chains with about a dozen stores under operation, one person said. The new stores aren't intended to compete directly with Whole Foods, these people said. The new chain would offer a wider variety of products than what is on the shelves at the more upscale Whole Foods stores. The company is reportedly in talks to open grocery stores in shopping centers in San Francisco, Seattle, Chicago, Washington, D.C., and Philadelphia.

Amazon Stops Selling Press-to-Order Dash Buttons (cnet.com)
Amazon's physical Dash buttons are no more. The e-commerce giant has stopped selling its tap-to-order Dash buttons as of February 28th. From a report: If you still proudly use a Dash button (or a few dozen), don't worry: Amazon plans to continue supporting new orders through existing Dash buttons so long as the public keeps using them. So what killed the Dash button's future? Well, by Amazon's telling, the device was a victim of its own success, since it helped nudge forward the concept of the connected home to what it is today. Daniel Rausch, an Amazon vice president who helped grow the Dash program from its start, said that back in early 2015, when the Dash button first came out, there were far fewer options for connected home gadgets. Amazon workers were trying to figure out a way "to make shopping disappear" for grocery list items like paper towels and printer ink and whatever else is pretty not-fun to go out and buy, Rausch said.

Prominent New Yorkers Are Trying To Get Amazon To Bring Back HQ2 (cnet.com)
The New York Times reported Thursday that an open letter will be published in the Times on Friday that asks Amazon to reconsider its decision to walk away from its plan to build a 25,000-employee campus in Long Island City, Queens. The company pulled the plug on the project, dubbed HQ2, following vocal and persistent opposition to the plan after it was announced three months ago. CNET reports: The letter was signed by the CEOs of Mastercard, Warby Parker, Goldman Sachs, Tishman Speyer and Jetblue, among others. The presidents of the Building & Construction Trades Council of Greater New York and state AFL-CIO, which were expecting thousands of construction jobs to come from the project, also signed, as did U.S. Reps. Hakeem Jeffries and Carolyn Maloney. "We know the public debate that followed the announcement of the Long Island City project was rough and not very welcoming," the letter stated. "Opinions are strong in New York -- sometimes strident. We consider it part of the New York charm! But when we commit to a project as important as this, we figure out how to get it done in a way that works for everyone."
New York Gov. Andrew Cuomo has also had several conversations with Amazon, including CEO Jeff Bezos, about bringing back the project, the Times said. The letter and Cuomo's behind-the-scenes efforts are part of the latest fallout since Amazon abandoned HQ2 in New York. The opposition has celebrated the exit as a victory for grassroots campaigns and a stand against lavish government incentives for new development plans. Amazon was slated to get about $3 billion in tax breaks for building the project. Supporters, who weren't as vocal during the run-up to Amazon leaving, expressed shock and consternation about Amazon's decision and worried that New York would appear unfriendly to new businesses. While the business community was broadly seen as in favor of the project, the letter shows how both the camps supporting and opposing HQ2 included unions and Democratic U.S. congress members. -
Facebook Is Working On a New Cryptocurrency For WhatsApp Payments (nytimes.com)
An anonymous reader quotes a report from The New York Times: Some of the world's biggest internet messaging companies are hoping to succeed where cryptocurrency start-ups have failed by introducing mainstream consumers to the alternative world of digital coins. The internet outfits, including Facebook, Telegram and Signal, are planning to roll out new cryptocurrencies over the next year that are meant to allow users to send money to contacts on their messaging systems, like a Venmo or PayPal that can move across international borders. The most anticipated but secretive project is underway at Facebook. The company is working on a coin that users of WhatsApp, which Facebook owns, could send to friends and family instantly.
The Facebook project is far enough along that the social networking giant has held conversations with cryptocurrency exchanges about selling the Facebook coin to consumers. Telegram, which has an estimated 300 million users worldwide, is also working on a digital coin. Signal, an encrypted messaging service that is popular among technologists and privacy advocates, has its own coin in the works. And so do the biggest messaging applications in South Korea and Japan, Kakao and Line. The messaging companies have a reach that dwarfs the backers of earlier cryptocurrencies. Facebook and Telegram can make the digital wallets used for cryptocurrencies available, in an instant, to hundreds of millions of users. Most of them appear to be working on digital coins that could exist on a decentralized network of computers, independent to some degree of the companies that created them. Facebook reportedly has more than 50 engineers working on their cryptocurrency. Their project is being run by former president of PayPal, David Marcus, and started last year after Telegram raised $1.7 billion to fund its cryptocurrency project. "The five people who have been briefed on the Facebook team's work said the company's most immediate product was likely to be a coin that would be pegged to the value of traditional currencies," NYT reports, citing a report from Bloomberg. "A digital token with a stable value would not be attractive to speculators -- the main audience for cryptocurrencies so far -- but it would allow consumers to hold it and pay for things without worrying about the value of the coin rising and falling." The coin should come out in the first half of the year. -
Tesla Launches Base Model 3 For $35,000 With Shorter Range, New Interior (electrek.co)
In a call with reporters Thursday, Tesla CEO Elon Musk said the company is finally launching the long-promised standard Model 3 with a base price of $35,000. "The automaker is now making several new versions of the Model 3 available with a shorter range and new interior options," reports Electrek. From the report: Today, Tesla sent an email to its retail stores the details of the announcement of the new options being available to order in the U.S. today and available as soon as next month. All the details are expected to become available in the next hour, but here's what we know so far: Customers are now able to order the $35,000 Model 3 with a standard interior and standard battery pack enabling 130mph top speed and 5.6s 0-60s acceleration. Tesla is also making a new "Partial Premium Interior" with better seats than the standard interior available with a different "standard range plus" battery pack for a $2,000 premium. The Model 3 Standard Range Plus results in 240 miles of range, a top speed of 140mph, 0-60mph acceleration of just 5.3 seconds. Tesla says that deliveries are starting within the next 2 to 4 weeks depending on the configuration in the U.S. In Europe, Musk said it will be available to order within the "next 3 to 6 months." Pricing, ranges, and features have by and large significantly surpassed initial promises. For example, the Long Range (LR) variant was supposed to be a $9K premium over SR, with the Premium Upgrades Package another $5k, but now PUP is included in LR and the price difference is only $8K. Range and performance specs have been upgraded not just on new vehicles, but will also be upgraded on existing vehicles, where applicable, via software update. The price for Autopilot has dropped from $5K to $3K, and some features once planned to be premium-only -- including the glass roof and auto dimming, power folding, heated side mirrors -- are now standard. The Model S and X product line has also been modified, with higher performance at the top end and lower prices at the bottom.
To achieve cost savings, in addition to production optimizations and the recent layoffs, Tesla announced an unexpected strategy: they're closing most of their stores. Sales will only be conducted online. Instead of test drives, cars can be returned within 7 days or 1,000 miles at no charge. "Quite literally, you could buy a Tesla, drive several hundred miles for a weekend road trip with friends and then return it for free," Tesla said in their blog post. -
Netflix is Testing Even More Expensive Subscription Prices (bgr.com)
An anonymous reader shares a report: Every once in a while, we see Netflix test new plans in certain markets, and most of them involve price hikes. The same goes for the latest test that was spotted over in Italy, where the streaming giant is toying with a couple of different scenarios. First spotted by Italian-language blog SmartWorld, the tests suggest that Netflix is toying with the idea of either raising Standard and Premium subscription, or increasing all of its prices across the board.
Right now the default monthly Netflix streaming prices for Italy and other countries in the European Union are at Euro 7.99, or ~$9.1 (Base), Euro 10.99, or ~$12.5 (Standard), and Euro 13.99, or $16 (Premium). One of the tests that Netflix is currently conducting proposes that the Base subscription stays the same, but the Standard and Premium plans go up to Euro 12.99, or ~$14.8 and Euro 17.99, or ~$20.5 respectively. -
Some Uber, Lyft Drivers To Get Stock in IPOs (wsj.com)
Ride-hailing companies Uber and Lyft are planning to give some drivers money to buy stock in their initial public offerings, WSJ reported Thursday [The link may be paywalled; alternative source]. From a report: Both Uber and Lyft's IPOs will include programs that would give some of their most-active or longest-serving drivers a cash award with an option to put it toward stock in the IPOs, according to people familiar with the matter. It is typically hard for an ordinary investor to buy a company's stock at its IPO price before it begins trading on an exchange, so this move would give drivers access they likely wouldn't have had otherwise.
Uber is working out the details of a program expected to be valued in the hundreds of millions of dollars that would give a significant portion of its 3 million active drivers and couriers globally either a cash bonus or the option to use that cash to purchase shares at the IPO price, people familiar with the matter said. These awards will be tiered based on a sliding scale related to the driver's length of service and number of trips or deliveries, these people said. -
Police In Canada Are Tracking People's 'Negative' Behavior In a 'Risk' Database (vice.com)
An anonymous reader quotes a report from Motherboard: Police, social services, and health workers in Canada are using shared databases to track the behavior of vulnerable people -- including minors and people experiencing homelessness -- with little oversight and often without consent. Documents obtained by Motherboard from Ontario's Ministry of Community Safety and Correctional Services (MCSCS) through an access to information request show that at least two provinces -- Ontario and Saskatchewan -- maintain a "Risk-driven Tracking Database" that is used to amass highly sensitive information about people's lives. Information in the database includes whether a person uses drugs, has been the victim of an assault, or lives in a "negative neighborhood."
The Risk-driven Tracking Database (RTD) is part of a collaborative approach to policing called the Hub model that partners cops, school staff, social workers, health care workers, and the provincial government. Information about people believed to be "at risk" of becoming criminals or victims of harm is shared between civilian agencies and police and is added to the database when a person is being evaluated for a rapid intervention intended to lower their risk levels. Interventions can range from a door knock and a chat to forced hospitalization or arrest. Data from the RTD is analyzed to identify trends -- for example, a spike in drug use in a particular area -- with the goal of producing planning data to deploy resources effectively, and create "community profiles" that could accelerate interventions under the Hub model, according to a 2015 Public Safety Canada report. Saskatchewan and Ontario officials say the data in the database is "de-identified" by removing details such as people's names and birthdates, but experts Motherboard spoke to say that scrubbing data so it may never be used to identify an individual is difficult if not impossible. -
Reddit Tests Tipping Users (cnet.com)
An anonymous reader quotes a report from CNET: Reddit is experimenting with tipping users, starting with the shittymorph subreddit, a group dedicated to the man who has memorably bamboozled many a reader with sneaky comments ending in a reference to a famous pro-wrestling match called Hell in a Cell. A Reddit admin with the username "internetmallcop" posted a thread on Tuesday announcing the experiment, calling it a "new feature to support u/shittymorph." Anyone in the group can now tip shittymorph for content he posts in his own subreddit.
A "tip" option appears below shittymorph's content. Clicking on it opens a window with suggested $3, $5 or $10 tips, or the choice to select another amount. You can input your credit card number directly into the window. The payments are handled by processor Stripe. Shittymorph responded to the admin post by saying he is "super grateful and honored" to be picked for the launch and beta testing. As of this writing Wednesday morning, the comment shows a $75.00 tip total in green above it. Internetmallcop explained in a comment how the tipping breaks out: "If you were to tip $100, about $78.5 goes to u/shittymorph, $18.5 to Reddit, and $3 to Stripe." It's unclear if Reddit plans to expand tipping beyond this experiment, and if it might extend to all users, or just certain content creators. As for why Shittymorph was chosen to test the feature, it "may be due in part to the Hell in a Cell writer's infamy and extensive fan base on the site," reports CNET. "Shittymorph's intriguing backstory to his creative Reddit comment efforts stem from the tragic loss of his father. He's also known for occasionally posting about his rescue dog Scooby." -
Boeing's Autonomous Fighter Jet Could Arrive Next Year (engadget.com)
Slashdot reader technology_dude writes in response to an Engadget report about Boeing's plans to develop an autonomous fighter jet: In Season 1, Episode 23 of Star Trek, the Enterprise visits two worlds that are at continuous war. The war is ran via computers, and people that are victims in a "hit" report to a facility to be terminated. Kirk tells the world's leaders that there can be no peace if there is no cost to the war. We avoid war because of its cost and ugliness. Remove that and you remove the reason to stop. It looks like we may need the Captain to intervene here on planet earth. We seem hellbent on automating our militaries. The report says Boeing's recently unveiled autonomous fighter jet, called the Boeing Airpower Teaming System, is expected to arrive as soon as 2020. "The aircraft is designed to fly alongside crewed jets during combat, performing early warning tests, intelligence gathering, surveillance and reconnaissance," reports Engadget. The company says the jets will cost a "fraction" of a manned fighter.

FedEx Turns To Segway Inventor To Build Delivery Robot (cnn.com)
FedEx is the latest company to join the delivery robot craze. The company said Wednesday it will test a six-wheeled, autonomous robot called the SameDay Bot in Memphis, Tenn. this summer and plans to expand to more cities. From a report: It's partnering with major brands, including Walmart, Target, Pizza Hut and AutoZone, to understand how delivery robots could help other businesses. FedEx's interest highlights how businesses are increasingly focused on automating deliveries. It also raises concerns about the impact on cities and employment, as robots crowd sidewalks and delivery jobs are automated. FedEx's robot has a top speed of 10 mph and can carry about 100 pounds. A company spokesman said its typical speed would vary depending on the route. The robot relies on sensors typically used on self-driving cars to identify and avoid pedestrians.

From a report: If OneWeb's founder Greg Wyler plans are successful, what he and his fellow executives at OneWeb envision is nothing short of revolutionary: becoming one of the world's largest providers of Internet service by building the architecture in space, allowing the billions without access to WiFi to finally use the Web. Wyler founded the British-based company in 2012.
"The ultimate goal is to connect every school in the world, and bridge the digital divide," Wyler said in an interview after his pep talk. "We're bringing connectivity and enabling it for people around the world, and in rural populations." If successful, remote areas all over the world, from Alaska to Africa, that are out of reach of fiber optic cables could suddenly join the world of Google and YouTube, a feat Wyler and others believe could be transformative. But building the backbone of the Internet in orbit is no easy task. Others have tried to put up constellations of communications satellites, only to fail spectacularly. The enormous cost is only outmatched by the risks of putting up hundreds of spacecraft in orbit. -
Facebook Wants Up To 30 Percent of Fan Subscriptions Vs Patreon's 5 Percent (techcrunch.com)
Facebook's Patreon-like Fan Subscriptions feature lets people pay a monthly fee for access to a creator's exclusive content. But, as TechCrunch reports, it greatly differs from Patreon in that the social network "plans to take up to a 30 percent cut of subscription revenue minus fees, compared to 5 percent by Patreon, 30 percent by YouTube which covers fees, and 50 percent by Twitch." "Facebook also reserves the right to offer free trials to subscriptions that won't compensate creators," TechCrunch reports. "And Facebook demands a 'non-exclusive, transferable, sub-licensable, royalty-free, worldwide license to use' creators' content and 'This license survives even if you stop using Fan Subscriptions.'" From the report: Distrust of Facebook could scare creators away from the platform when combined with its significant revenue share and ability to give away or repurpose creators' content. Facebook has consistently shown that it puts what it thinks users want and its own interests above those of partners. It cut off game developers from viral channels, inadequately warned Page owners their reach with drop over time, decimated referral traffic to news publishers, and most recently banished video makers from the feed. If Facebook wants to win creators' trust and the engagement of their biggest fans, it may need a more competitive offering with larger limits on its power.
Facebook began testing Fan Subscriptions a year to give creators a financial alternative to maximizing ad views after watching the rise of Patreon which now has 3 million patrons who'll pay 100,000 artists, comedians, models, and makers over $500 million this year. This month Facebook expanded the test to the UK, Spain, Germany, and Portugal to allow users to pay $4.99 per month to a creator for exclusive content, live videos, and a profile badge that highlights them as a subscriber. While Twitch owns gamers, YouTube rules amongst videographers, and Patreon is a favorite with odd-ball creators, Facebook may see an opportunity to popularize Fan Subscriptions internationally and turn mainstream consumers into paid supporters. The terms for Fan Subscriptions are not publicly available, and only visible on Facebook's site to Pages it's invited to test the feature. Intel Kills 5G Deal With China's Unigroup Over US Security Concerns (venturebeat.com)
Intel's partnership to share its latest 5G modem chips with China's Unigroup, a government-backed firm which is also the second largest mobile chipmaker in the nation, has ended amid concerns that the technology transfer could cause problems in Washington, a report said Tuesday. From a report: The deal was previously expected to expand Intel's opportunities in China's growing market, while aiding the Chinese government's plans to develop its own chip industry. Following a 2014 investment, under which Intel took a 20 percent stake in state-owned Tsinghua Unigroup, the companies last February announced a 5G tie-up as a "powerful combination targeting 5G smartphones." Their "long-term strategic collaboration" was meant to create a 5G Android smartphone platform for sale in China in the second half of 2019, combining Intel's 5G modem with a Unigroup chipset.

Drupal 7 Will Reach End-of-Life in November of 2021 (drupal.org)
Drupal 7, which was first released in January 2011, will reach end of life (EOL) in November of 2021, the Drupal Association said today. What this means for your Drupal 7 sites is, as of November 2021: 1. Drupal 7 will no longer be supported by the community at large. The community at large will no longer create new projects, fix bugs in existing projects, write documentation, etc. around Drupal 7.
2. There will be no more core commits to Drupal 7.
3. The Drupal Security Team will no longer provide support or Security Advisories for Drupal 7 core or contributed modules, themes, or other projects. Reports about Drupal 7 vulnerabilities might become public creating 0 day exploits.
4. All Drupal 7 releases on all project pages will be flagged as not supported. Maintainers can change that flag if they desire to.
5. On Drupal 7 sites with the update status module, Drupal Core will show up as unsupported.
6. After November 2021, using Drupal 7 may be flagged as insecure in 3rd party scans as it no longer gets support.
7. Best practice is to not use unsupported software, it would not be advisable to continue to build new Drupal 7 sites.

Sprint To Launch 5G Service in 4 Cities in May (techcrunch.com)
Sprint has shared some of its plans when it comes to 5G service in the U.S. The company announced at MWC in Barcelona that mobile customers in Atlanta, Chicago, Dallas and Kansas City can expect 5G service as soon as May 2019. From a report: If you don't live in one of those cities, maybe you live in Houston, Los Angeles, New York City, Phoenix or Washington D.C. Sprint also promises 5G coverage in those cities soon after the initial launch, at some point before the end of June 2019. Overall, Sprint expects to cover 1,000 square miles in nine cities by the end of the first half of 2019. It's going to take years to roll out 5G coverage across the U.S.

Australian Email Service FastMail Says It is Losing Customers and Facing Calls To Move Operations Outside of the Country Over Local Anti-Encryption Laws (itnews.com.au)
An anonymous reader shares a report: Email provider FastMail says it has lost customers and faces "regular" requests to shift its operations outside Australia following the passage of anti-encryption laws. The Victorian company, which offers ad-free email services to users in 150 countries, told a senate committee that the now-passed laws were starting to bite.
"The way in which [the laws] were introduced, debated, and ultimately passed ... creates a perception that Australia has changed - that we are no longer a country which respects the right to privacy," FastMail CEO Bron Gondwana said. "We have already seen an impact on our business caused by this perception. Our particular service is not materially affected as we already respond to warrants under the Telecommunications Act." "Still, we have seen existing customers leave, and potential customers go elsewhere, citing this bill as the reason for their choice. We are [also] regularly being asked by customers if we plan to move."
