AT&T/Verizon Lobbyists To 'Aggressively' Sue States That Enact Net Neutrality (arstechnica.com)
An anonymous reader quotes a report from Ars Technica: A lobby group that represents AT&T, Verizon, and other telcos plans to sue states and cities that try to enforce net neutrality rules. USTelecom, the lobby group, made its intentions clear yesterday in a blog post titled, "All Americans Deserve Equal Rights Online." "Broadband providers have worked hard over the past 20 years to deploy ever more sophisticated, faster and higher-capacity networks, and uphold net neutrality protections for all," USTelecom CEO Jonathan Spalter wrote. "To continue this important work, there is no question we will aggressively challenge state or municipal attempts to fracture the federal regulatory structure that made all this progress possible." The USTelecom board of directors includes AT&T, Verizon, Frontier, CenturyLink, Windstream, and other telcos. The group's membership "ranges from the nation's largest telecom companies to small rural cooperatives."

Bloomberg Starts Tracking Tesla Model 3 Production (bloomberg.com)
WindBourne writes: Tesla is producing their Model 3, but is apparently tired of answering critics about production. So, they quit telling. Now, Bloomberg has an active tracker that shows the total production and deliveries, along with the production per week, which is probably more important. In fact, they are now up to 1,025 Model 3s per week, and it is apparent that Tesla is growing by leaps and bounds on this as parts of the manufacturing line are converted to full robotics. Bloomberg reportedly tracks Tesla's production via Vehicle Identification Numbers (VINs), which are unique strings of digits displayed on every new car sold in the U.S., along with "data from official U.S. government resources, social media reports, and direct communication with Tesla owners." While the company is now building approximately 1,025 Model 3 vehicles a week, Bloomberg estimates that Tesla has manufactured a total of 7,438 Model 3s so far.

The Trump Administration is Moving To Privatize the International Space Station: Report (techcrunch.com)
The Trump administration is planning to privatize the international space station instead of simply decommissioning the orbiting international experiment in 2024, The Washington Post reports. From a report: According to a document obtained by the Post, the current administration is mulling handing the International Space Station off to private industry instead of de-orbiting it as NASA "will expand international and commercial partnerships over the next seven years in order to ensure continued human access to and presence in low Earth orbit." The Post also reported that the administration was looking to request $150 million in fiscal year 2019 "to enable the development and maturation of commercial entities and capabilities which will ensure that commercial successors to the ISS -- potentially including elements of the ISS -- are operational when they are needed." The U.S. government has already spent roughly $100 billion to build and operate the space station as part of an international coalition that also includes the European Space Agency, the Japan Aerospace Exploration Agency, and the Russian Space Agency.

Google Works With Hotels To Hurt Travel Competition (wsj.com)
An anonymous reader shares a WSJ report: More than 100 million Americans are expected to travel during the holidays, and many will search for lodging online. But travelers may unknowingly pay more and fail to see all of their options because some major hotels have ganged up with Google to undercut competition (The link may be paywalled). Online travel agencies like Expedia, Priceline and Travelocity have replaced brick-and-mortar agents by offering consumers more choice and convenience at a lower price. These OTAs purchase inventory from wholesalers and then market rooms at a discount to consumers in addition to flights, rental cars and travel packages. Many also have agreements with companies like American Express, Costco and Delta to market their inventory. OTA websites let travelers sift through hotel offers based on price, brand, location, amenities and guest rating, among other search filters. OTAs earn a roughly 20 percent commission from hotels for each reservation they book, which covers their cost of marketing, inventory acquisition, customer support and payment processing. As hotels get squeezed by Airbnb and home rental sites, they have begun complaining that OTAs are eating into their profits. Several major hotels are now trying to use Google as a counterweight, while Google is exploiting its search dominance to steer consumers to its travel service. Some 60% of travelers begin trip-planning on Google.

Federal Extreme Vetting Plan Castigated By Tech Experts (apnews.com)
An anonymous reader shares an Associated Press report: Leading researchers castigated a federal plan that would use artificial intelligence methods to scrutinize immigrants and visa applicants, saying it is unworkable as written and likely to be "inaccurate and biased" if deployed. The experts, a group of more than 50 computer and data scientists, mathematicians and other specialists in automated decision-making, urged the Department of Homeland Security to abandon the project, dubbed the "Extreme Vetting Initiative." That plan has its roots in President Donald Trump's repeated pledge during the 2016 campaign to subject immigrants seeking admission to the United States to more intense ideological scrutiny -- or, as he put it, "extreme vetting." Over the summer, DHS published a "statement of objectives" for a system that would use computer algorithms to scan social media and other material in order to automatically flag undesirable entrants -- and to continuously scan the activities of those allowed into the U.S.

Alphabet Loses Another Trade Secret Claim In Its Lawsuit Against Uber (recode.net)
In a new order dated Nov. 2, Judge William Alsup said that Alphabet's self-driving arm Waymo cannot pursue one of the nine trade secrets it had accused Uber of misappropriating. The company had already been ordered to narrow its more than 120 trade secrets down to nine. Recode reports: The judge said, among other things, that the expert opinion that Alphabet used to assert this claim was unreliable. While the other eight trade secrets remain intact, it's worth mentioning this was the same expert that Waymo relied on to substantiate those claims. "Waymo's case continues to shrink," an Uber spokesperson said. "After dropping their patent claims, this week Waymo lost one of the trade secrets they claimed was most important, had their damages expert excluded, and saw an entire defendant removed from the case -- and all this before the trial has even started." An Alphabet spokesperson said the document did provide additional evidence to bolster its remaining claims. Additionally, Alphabet's case for the monetary damages it wanted -- more than $1 billion for a single trade secret -- will rest squarely on its own arguments. In a yet-unsealed document, the judge said that Alphabet could not call on its damages expert during the trial.

Google Details Plan To Distrust Symantec Certificates (tomshardware.com)
After deciding to distrust Symantec's certificates in March, Google has decided to release a more detailed plan for how that process will go. Tom's Hardware reports: Starting with Chrome 66 (we're now at version 61), the browser will remove trust in Symantec-issued certificates issued prior to June 1, 2016. Website operators that use Symantec certificates issued before that date should be looking to replace their certificates by April 2018, when Chrome 66 is expected to come out. Starting with Chrome 62 (next version), the built-in DevTools will also warn operators of Symantec certificates that will be distrusted in Chrome 66. After December 1, the new infrastructure managed by DigiCert will go into effect, and any new certificates issued by the old Symantec infrastructure will no longer be valid in Chrome. By November 2018, Chrome 70 will come out and will completely remove trust in all Symantec certificates that have ever been issued. Website operators can replace their old Symantec certificates with certificates from DigiCert from December 1 or from any other CA trusted by Google's Chrome browser.

Power Company Kills Nuclear Plant, Plans $6 Billion In Solar, Battery Investment (arstechnica.com)
Socguy writes: After being unable to complete the Levy County Nuclear Plant a few years ago, Duke energy abandoned it, leaving rate payers on the hook. Duke is now in the process of settling legal action as a result. As part of the settlement Duke will construct or acquire 700MW of solar capacity over four years in the western Florida area, construct 50MW of battery storage, undertake grid modernizations and install 530 electric car charging stations. "The Levy nuclear plant was proposed in 2008 and ran into hurdles early on," reports Ars Technica. "With cheap natural gas in 2013, Duke Energy Florida became nervous that it might not recuperate costs spent on the nuclear plant, especially with regulatory delays. The company cancelled its engineering and construction agreements in 2013 but said that it was holding open the possibility of returning to Levy someday. Over nine years, about $800 million had been spent on preparatory work for the plant. With Tuesday's announcement, those costs are sunk costs now. But overall, the changes will save residential customers future nuclear-related rate increases. Those customers will see a cost reduction of $2.50 per megawatt-hour (MWh) 'through the removal of unrecovered Levy Nuclear Project costs,' the utility said. The 700MW of solar won't exactly cover the nameplate capacity of the Levy plant, which was supposed to deliver 2.2 gigawatts to the region. But the Tampa Bay Times wrote that Duke 'is effectively giving up its long-held belief that nuclear power is a key component to its Florida future and, instead, making a dramatic shift toward more solar power.'"

Finland To Introduce Law Next Year Phasing Out Coal (reuters.com)
An anonymous reader quotes a report from Reuters: Finland will introduce legislation next year to phase out coal and increase carbon taxes, a top government official told Reuters, which would require the country to find alternative energy sources to keep its power system stable. Coal produces roughly 10 percent of the energy consumed by Finland, which is the Nordics' heaviest coal consumer and burned about 4.1 million tons of oil equivalent in 2016. "This strategy has a goal of getting rid of coal as an energy source by 2030 [...] We have to write a law [...] and that will be next year," Riku Huttunen, director general in Finland's energy department, said. The law will, however, leave "room for manoeuvre" to ensure security of supply, he said, meaning coal-fired power plants could still be available to avoid the risk of blackouts. Finland is increasing its nuclear capacity, which could replace coal. But that may not be sufficient, a Nordic power trader said, as Finland will receive less nuclear power from neighboring Sweden, which is phasing out two reactors. Helsinki is raising its nuclear power capacity to reduce dependency on Russian energy imports. Two new reactors, Olkiluoto 3 and Hanhikivi 1, are due to go online in 2018 and 2024, respectively.

UK To Require Drone Registration And Safety Exams (bloomberg.com)
An anonymous reader quotes Bloomberg: Drones will have to be registered and their users required to pass safety tests under new rules to be announced by the U.K.'s Department for Transport... Registration will be mandated for owners of drones 250 grams (8.8 ounces) or larger after research found that drones as small as 400 grams (14 ounces) could damage the windscreens of helicopters. Other security measures like "geo-fencing" -- GPS-based technology programmed into drones to prevent them from flying into sensitive areas such as prisons and airports -- are also under consideration, according to a statement from the department.
The BBC points out that "There is no time frame or firm plans as to how the new rules will be enforced and the Department of Transport admitted that 'the nuts and bolts still have to be ironed out.'"
"The UK government says 22 incidents involving commercial airliners and drones were investigated between January and April of this year," adds TechRadar, "with police unable to trace the owners of the drones -- one of the reasons for the new legislation." -
State Prison Officials Blame An Escape On Drones And Cellphones (usatoday.com)
An anonymous reader quotes USA Today: A fugitive South Carolina inmate recaptured in Texas this week had chopped his way through a prison fence using wire cutters apparently dropped by a drone, prison officials said Friday. Jimmy Causey, 46, fled the Lieber Correctional Institution in Ridgeville, S.C., on the evening of July 4th after leaving a paper mache doll in his bed to fool guards into thinking he was asleep. He was not discovered missing until Wednesday afternoon. Causey was captured early Friday 1,200 miles away in a motel in Austin by Texas Rangers acting on a tip, WLTX-TV reported... "We believe a drone was used to fly in the tools that allow(ed) him to escape," South Carolina Corrections Director Bryan Stirling said...
Stirling said prison officials are investigating the performance by prison guards that night but pointed to cellphones and drones as the main problem. The director said he and other officials have sought federal help for years to combat the use of drones to drop contraband into prison. "It's a simple fix," Stirling said. "Allow us to block the signal... They are physically incarcerated, but they are not virtually incarcerated."
It's the second time the same convict escaped from South Carolina's maximum security prison -- albeit the first time he's (allegedly) used a drone. The state's Law Enforcement Division Chief also complains that the federal government still prohibits state corrections officials from blocking cellphones, and "as long as cellphones continue to be utilized by inmates in prisons we're going to have things like this -- we're going to have very well-planned escapes..." -
Chicago To Make Future Plans a Graduation Requirement (thehill.com)
Chicago Mayor Rahm Emanual's recently approved plan will require high school students show their plans for the future before obtaining their diploma. "Students will soon have to show that they've secured a job or received a letter of acceptance to college, a trade apprenticeship, a gap year program or the military in order to graduate," reports The Hill. From the report: "We are going to help kids have a plan, because they're going to need it to succeed," Emanuel told the Post. "You cannot have kids think that 12th grade is done." But critics say the district may not be able to provide mentoring to help needy students when the rule takes effect in 2020. "It sounds good on paper, but the problem is that when you've cut the number of counselors in schools, when you've cut the kind of services that kids need, who is going to do this work?" Karen Lewis, president of the Chicago Teachers Union, told the Post. "If you've done the work to earn a diploma, then you should get a diploma. Because if you don't, you are forcing kids into more poverty."

Men Are Affected By the Biological Clock As Well, Researchers Find (theguardian.com)
An anonymous reader quotes a report from The Guardian: A new study reveals that a couple's chances of having a baby fall with the man's age, to the point that it can have a substantial impact on their ability to start a family. Laura Dodge, who led the research at the Beth Israel Deaconess Medical Center and Harvard Medical School in Boston, said that couples should bear the findings in mind when planning a family. "When making this decision, they should also be considering the man's age," she said. Scientists have long known that a woman's chances of conceiving naturally drop sharply from the age of 35, but fertility research has focused so much on women that male factors are less well understood. To investigate the impact of a man's age on a couple's chances of having a baby, Dodge and her colleagues studied records of nearly 19,000 IVF treatment cycles in the Boston area between 2000 and 2014. The women were divided into four age bands: those under 30, 30-35 year-olds, 35-40 year-olds, and those aged 40-42. The men were divided into the same age brackets with an extra band for the over 42s. Some of the couples had received up to six cycles of IVF. Dodge then looked at how age affected couples' chances of having a live birth. As expected, women in the 40-42 age bracket had the lowest birth rates, and for these women the male partner's age had no impact. But for younger women the man's age mattered. Women aged under 30 with a male partner aged 30 to 35 had a 73% chance of a live birth after IVF. But that impressive success rate fell to 46% when the man was aged 40 to 42. Whether they can hear it or not, the biological clock ticks for men too.

Facebook Has a New Mission: Bring the World Closer Together (cnn.com)
Facebook CEO believes the company's primary purpose is a social one -- the same it has had for year -- but he's ready to update this mission for the first time. From a report: "We used to have a sense that if we could just do those things, then that would make a lot of the things in the world better by themselves," Zuckerberg told CNN Tech. "But now we realize that we need to do more too. It's important to give people a voice, to get a diversity of opinions out there, but on top of that, you also need to do this work of building common ground so that way we can all move forward together." The company even has a new mission statement: "To give people the power to build community and bring the world closer together." This marks the first time the company has overhauled its mission, which had previously been "to give people the power to share and make the world more open and connected." Zuckerberg believes he has just the tool for the job: Facebook Groups, which are now used by a billion people. "A lot of what we can do is to help create a more civil and productive debate on some of the bigger issues as well," Zuckerberg told CNN Tech.

Sweden Passes Bill To Become Carbon Neutral By 2045 (newscientist.com)
Sweden is the first country to significantly upgrade its carbon ambitions since the Paris accord in 2015. The country has passed a new bill committing to cut its net carbon emissions to zero by 2045. New Scientist reports: The law was drawn up by a cross-party committee and passed with an overwhelming majority in parliament by 254 votes to 41. The legislation establishes an independent Climate Policy Council and requires an action plan to be updated every four years. Sweden had previously committed to becoming carbon neutral by 2050. It already gets 83 per cent of its electricity from nuclear energy and hydropower, having met its 2020 target of 50 per cent renewable energy eight years ahead of schedule. To achieve carbon-neutral status, the country will focus on reducing emissions from transport by increasing the use of biofuels and electric vehicles. It plans to cut domestic emissions by at least 85 per cent, and offset remaining emissions by planting trees or investing in projects abroad.

Mr. Sammons cited cost-of-living in Seattle (no. 6) as a lingering issue, somewhat mitigated by a recent uptick in residential development that's outpacing San Francisco's, as well as mass transit challenges.

A New Survey Shows Consumers Are Not That Freaked Out By Tech (fastcompany.com)
Lippincott, a global creative consultancy, asked 2,000 "leading edge" consumers in the U.S. whether they were excited to welcome our robot overlords or terrified of them. A report on FastCompany adds: Some of their findings go against conventional wisdom, like the belief that consumers are scared about the future. Turns out 80 percent said they are excited about changes in technology. Some 78 percent feel more powerful and in control of their lives thanks to the support from smart machines, artificial intelligence, and robotics. There is some anxiety about the incursion of tech into our lives, with over 40 percent reporting that they are scared about changes to the economy, society, culture, and the government. Despite that, 64 percent of them still expect that the world will be better in 10 years than it is today.

Satellite Navigation 'Switches Off' Parts of Brain Used For Navigation, Study Finds (scientificamerican.com)
A new study published today in the journal Nature Communications reveals some of the drawbacks of using satellite navigation (SatNav) technology. After scanning the brains of 24 volunteers as they explored a simulation through the streets of London's Soho district, researchers from the University of London found that listening to a satellite navigation's instructions "switches off" activity in parts of the brain used for navigation. Scientific American reports: The researchers found that a brain structure called the hippocampus, which is involved in both memory and spatial navigation, appears to encode two different maps of the environment: One tracks the distance to the final destination as the crow flies and is encoded by the frontal region of the hippocampus, the other tracks the "true path" to the goal and is encoded by its rear region. During the navigation tasks, the hippocampus acts like a flexible guidance system, flipping between these two maps according to changing demands. Activity in the hippocampal rear region acts like a homing signal, increasing as the goal gets closer. Analysis of the brain-scanning data revealed activity in the rear right of the hippocampus increased whenever the participants entered a new street while navigating. It also varied with the number of new path options available. The more alternatives there were, the greater the brain activity. The researchers also found that activity in the front of the hippocampus was associated with a property called centrality, defined by the proximity of each new street to the center of the network. Further, they observed activity in the participants' prefrontal cortices when they were forced to make a detour and had to replan their route -- and this, too, increased in relation to the number of options available. Intriguingly, when participants followed SatNav instructions, however, brain activity in these regions "switched off." Together, the new findings suggest the rear portion of the hippocampus reactivates spatial memories of possible navigation paths, with more available paths evoking more activity, and that the prefrontal cortex may contribute to path-planning by searching though different route options and selecting the best one.

Norway Plans to Build the World's First Ship Tunnel (newatlas.com)
Norway is planning to build the world's first ship tunnel through the country's Stad peninsula, which is home to harsh weather conditions that often delay shipments and cause dangerous conditions for ship crews. The proposed tunnel would enable ships to travel through the peninsula in safety. New Atlas recently interviewed Stad Ship Tunnel Project Manager Terje Andreassen about the project: NA: We'd usually expect a canal to be built for this kind of purpose, so why a tunnel? Because in this case we are crossing a hill which is more than 300 meters (984 ft) high. The only alternative is a tunnel. From a maritime point of view this is still a canal, but with a "roof." NA: How would you go about making such a large tunnel -- would you use a boring machine, for example, or explosives? First we will drill horizontally and use explosives to take out the roof part of the tunnel. Then all bolts and anchors to secure the roof rock before applying shotcrete. The rest of the tunnel will be done in the same way as in open mining. Vertical drilling and blasting with explosives down to the level of 12 m (42 ft) below the sea level. NA: How much rock will be removed, and how will you go about removing it? There will be 3 billion cubic meters (over 105 billion cubic ft) of solid rock removed. All transportation from the tunnel area will be done by large barges. NA: What, if any, are the unique challenges to building a ship tunnel when compared with a road tunnel? The challenge is the height of this tunnel. There is 50 m (164 ft) from bottom to the roof, so all secure works and shotcrete must be done in several levels. The tunnel will be made dry down to the bottom. We solve this by leaving some rock unblasted in each end of the tunnel to prevent water flowing in.
Assuming it does indeed go ahead -- and with the Norwegian government having already set aside the money, this seems relatively likely -- the Stad Ship Tunnel will reach a length of 1.7 km (1.05 miles), and measure 37 m (121 ft) tall and 26.5 m (87 ft) wide. It's expected to cost NOK 2.3 billion (over US$272 million) to build and won't actually speed up travel times, but instead focuses on making the journey safer. Top-tier architecture and design firm Snohetta has designed the entrances, and the company's early plans include sculpted tunnel openings and adding LED lighting on the tunnel ceiling. -
Microsoft Has Cancelled the Second-Gen HoloLens, Working on Third-Gen For 2019 Launch (thurrott.com)
Citing several unnamed sources, long-time blogger Brad Sams is reporting that Microsoft has canceled the second iteration of the HoloLens in an attempt to focus on even more advanced HoloLens. The company, he says, now plans to launch that third iteration of HoloLens in 2019. From the report: Back when the first version of HoloLens came out, Microsoft created a roadmap that highlighted several release points for the product. This isn't unusual, you start with the first device, second generation devices are typically smaller and more affordable and then with version three you introduce new technology that upgrades the experience; this is a standard process path in the technology sector. Microsoft, based on my sources, is sidelining what was going to be version two of HoloLens and is going straight to version three. By skipping what was version two on their roadmap, the company can accelerate version three which will be closer to a generational leap and help keep Microsoft ahead of the competition. My sources are telling me that this version of HoloLens will not arrive until 2019.
