That depends on the purpose of the imprisonment, is it 'corrective' or 'preventive'. If it's corrective (punishment for committed deeds), then leniency is in order. If it's preventive (you are in prison so you cannot do this is again) the sentence should be longer.
I subscribe to latter point of view.

In 1999, there were 5,514 bills introduced in Congress (not counting procedural and internal Congress housekeeping bills). Let's generously give 30 pages per bill (although many are multi-hundred pages). That would give ~165000 bill pages a year. Let's say an average congressman can read a page a minute (give them a benefit of the doubt). That would make reading bills a full time job, year round. With no time for debates.

As a seller, now I have no recourse against a bad buyer. Ebay does not refund ALL fees, just the final value fee, which is a percentage of the final price that the buyer pays. I lose the insertion fee (which would be refunded if an item is relisted, but not for multiple item auctions) and any and all listing upgrade fees that are substantial. So in essense, it is GOOD for Ebay to have non paying buyers, as they get double the fees if the item has to be relisted.

Why can't they do the same for buyers?
    Something like this:
On time payment (this would automatic)

Buyer communication - this would be where sellers could indicate that the buyer is unreasonable, tried to demand things, or left unwarranted neg feedback

We ran a similar study here:
We asked 100 Nuns and 100 College Students to rate their consumption of online porn.
They had to rate it out of 5:
    5. All day long
    4. Heavy
    3. Moderate
    2. Light
    1. None

Average consumption grade for college students was 4.3, while for nuns it was 2.2.
Within 20 years of this highly scientific study 20% of nuns got Alzheimer's, while none of the college students did.
From this we can only conclude that heavy to overwhelming consumption of porn can preclude onset of Alzheimer's disease.
