I'd hate to try to play Civ on a console) is only playable on a PC. Yeah, the 13-year-olds who think Halo was "innovative" and "not a piece of shit" don't care, but whatever. Despite what you might think from seeing certain marketing campaigns, the core gaming market is in their 20's and 30's. And the 13-year-olds aside, FPSs are also basically only playable on a PC also. Real RPGs, too. (And on the other end, there are some games that are better on consoles.)
Both will continue to exist alongside each other, these articles will continue to be written, and the same things will be said every time.
And yet everyone I know (early 20s) pretty much only plays PC games. A couple of friends have a Gamecube, which is fun too, but the focus is all on PC.

Buying a console to play strategy games is like buying a car to drive to the moon. It might sound like a good idea (the console plays games! the car goes places!) but, in fact, it won't work at all.
The solution to your problem is called a "computer", maybe you've heard of it.
It's a damn office suite. It's not like you have to be trained to use telepathy to interface with OO or something. The interface is basically the same as MS Office or Corel's office suite of 10 years ago or basically any office suite since WYSIWIG became popular.
Now, if they were trying to teach the students WP5.1 for DOS or something, you might have something of an argument.
