The military has been operating equipment in space (i.e. GPS satellites) for decades.
In aviation, a service ceiling is typically defined by the altitude that the aircraft can no longer sustain a 100 fpm climb.
The only "aircraft" that don't have a service ceiling are those that go into orbit.
The Lebanese Army (Beirut), the Chinese Police (Bejing) , The Thailand Police (Bangkok) also acquired this equipment to detect all types of forbidden substances. This eas done to increase job results and to reach from now on a new level in terms of security and detection of threats.

Yeah, but your "ground launched model rockets" are just dumb rockets that go where ever they're pointed. It takes a hell of a lot more than just a rocket motor and some explosives to make a weapon that will kill effectively.
