Saying "the administration shouldn't even have a rule in the first place if it's going to make an exception" is like saying Ambulances shouldn't be allowed to speed or go on the wrong side of the road because of the law they must obey, even though the reason is acceptable and necessary to save someone's life. Surely you can see how this is directly relevant. As long as he is up front about exactly why he made the decision and it is a sensible decision, that is acceptable. It's when they go behind the scenes or do it for shitty reasons where the problems start. It was not a blind decision.

I don't understand people coming up with this suggestion. I for one do not want to be responsible for x number of people's internet connection. Imagine if all of those people started bittorrenting or otherwise using a lot of traffic, then service would go to shit and you'd be faced with the dilemma of potentially blocking or traffic shaping. Then you'd be no better than comcast.
Who's going to control the internet connection? What happens if the router needs a firmware update and things go awry? You going to be responsible for that?

Most systems can use what is called "Physical Address Extension" now which will allow 32 bit Windows XP systems to access up to 64GB of RAM. So the 4GB limit is a non-issue now - just patch up XP.

It isn't that difficult. The themes service is still there along with the default XP theme. Basically it comes down to this:
Enable DirectX, Enable services that are critical to what you need to do (sound etc), disable the shutdown event tracker and tell Windows to prioritize programs instead of background services.
In a nutshell that's all you really need to do. Hardly complex - and it runs a lot better since everything is DISABLED by default rather than enabled as in standard XP Home/Pro.
