This is an added cost to make up for a shortfall due to overall economic issues (like more people going to school than working, for example). It has the failures of both being unreasonable from an activities based costing standpoint (since tuition is not a driver of use of city services) and not increasing the value of a pittsburgh education (compared to cities where this tax does not exist).
