Having read the article in the Post, the guy the story is about is an ex-mechanic who got into IT during the boom. He live in the Midwest (not exactly a hotbed of IT jobs). A perfect analogy would be someone looking for water in the desert. He isn't moving to one of the coasts, so he's kind of stuck. Living in the DC area, there are loads of jobs, but you have to get here. He'd be better off signing up with one of the big contracting firms (EDS, SAIC, etc.) if he's looking.
The other thing you don't realize is that at the time, the USSR was very eager to "help" us finish off the Japanese. Once they got a toe-hold, it would take 50 years to get rid of them. And they still have a legacy of a divided country (Korea). It was imperative that we end it quickly, as the Soviets would have swooped in and taken half the islands. As it was, when McArthur took control of Japan, he told the Soviets to piss off.
Did they also do a hybrid gas/electric vehicle, like the Ford Escape has available? Did it run on alternative fuel, like the Ford Ranger has available? What do you mean, Ford doesn't use any of the ideas?

They can either pay your salary until the clause is over, or let you go. You just can't use proprietary information from the old in the new.
