    The only money making division of GM is the USA and China. The entire company turn red because of all the money funneled to Europe to support their "operations", fully covered health care and 30-hour work week. Not just GM, but many American companies as well.

    In "useless exercise" you have control over what kind of weight you can put on and in what time, therefore avoiding physical injury. You do NOT have that choice when you are giving "useful labor". I used to have an abusive supervisor requiring all of us to carry minimum 50lbs from time to time. Now he is gone, I can go back to my max capacity @ 10 lbs.

    I mean, how can you expect a East-Asian-football-superstar-striker-turned-tech-support be carry > 50 lbs? I don't born to play American football. I play the other football.

    "A school is if anything worse because it's public funds."

    If it is a K-12 institution, then yes, they are very strict on this. If it is a university, many wouldn't care and burn money like crazy. There are certain government research grants for universities that require you to deplete them in a certain period of time or you will lose the remaining funds.
