I was the Technology Manager at a local library for 3+ years and in charge of the migration from Galaxy (GIS' old ILS) to Polaris. While it certainly has some problems and is missing some features, it is not all that bad. You can access any of the data you need directly from the MS SQL Server database, including reporting information. You can also modify/customize reports easily using Crystal Reports, licenses for this are included in all Polaris contracts.

Of course is payment is not received within 30 days I would expect a retailer to add hefty late payment fees to makeup for the broken financing terms. But I do think that if Newegg wants to be seen as a respectable company in a lot of businesses eyes they would accept POs from companies who they have done previous business with. This has also clearly been an issue for them in the past as they have multiple questions in their FAQ regarding POs.
While I don't disagree with your "30 turns to 90" observation, I do expect a business to act like a business. There is a reason you have Accounts Receivable. Let me send you a PO (a legal agreement) to order a product, then ship me the product and the invoice which I have agreed to pay within 30 days. This way if there is any type of problem with the transaction (wrong item shipped, item damaged, etc) nobody needs to deal with horrific refund policies and credit card chargebacks.
Newegg has been great for me as far as personal purchases go, but they are unsuitable for my company and many other business because of their unwillingness to accept a Purchase Order in any manner. While I am willing to use a credit card for personal purchases I am not willing to do business with a company that will not extend credit (NET 30, etc) to any other company on the planet.

Windows XP is listed as a requirement because GDI+ is used in Paint.net. But GDI+ is freely downloadable from Microsoft for Windows 9x/NT/2000. Obviously Paint.net will not run since you're missing one of the dependencies, just like any other program. So, download and install GDI+ from Microsoft if you want to give it a try.

Generally this is true, but this article is talking about the survivors of a military member. In my experience ALL members of a unit are encouraged to create/update a will or are at least forced to go See Legal prior to any deployment. This is obviously even more common when deploying to an active combat zone such as Iraq.
In southeastern Michigan Nextel's rural coverage cannot be beat. For example, when I'm out at the lake (20 miles from civilization outside the lake itself) I can still get 3-4 bars with Nextel, but my Sprint phone will lose all reception during the beginning of my drive out there, when I'm still 15 miles from the lake (ie, 5 miles from civilization). In my personal experience this also seems to be true throughout the state, but it could simply be that they are "the carrier" for this area.
