wouldn't crazy brute for attacks like this be eliminated with simple attempt limitation? It maybe be able to do the bruteforce attacks at a megazillion per second, but if the connection is actively refused after 10 tries, what does it even matter.
You could theoretically set the limit to any amount way under the total amount of possibilities and it still wouldn't matter.
as for building passwords that are stronger, we need to move away from 8 - 12 char limits with case and special characters and force people to use complex strings that have 25 - 50 chars in them but are simple to remember for example something like "mydogsnameisfluffy" or "whydoineedacrazyasspassword" both of these are much harder to crack than "8&#sref"
I didn't have to do nearly the amount of stuff you are asking for. But I did throw in a spare box I had laying around and installed Untangle to manage / monitor the kids playing those damn club penguin virus sites and the like.
It did the job and then some.
But I do agree with the rest of the posters here.. this is almost impossible to do and way.. way.. unnecessary.

I do not have any of the problems reading a book on the Fire that this article suggests. In fact I read more now than I did, because I can carry one item along and read many books.
dropbox is different than mega upload. in just about every way possible.
first off they market themselves as data backup system not a file locker.
second they don't show up in the search engines when you look for illegal content.
third most people see them as a business to business company not a front for serving illegal content.
I"m not saying people don't use drop box for that purpose, but you gotta admit they have a much cleaner rep than the mega sites.
soon they will pass a law that if you steal copper you are a terrorist. that's basically where this is going.
I don't condone the theft of copper, i just think it's crazy that just about any criminal act these days is a threat to national security.
why is it policy makers responsibility to make sure car manufactures create the most fuel efficient cars? Remember when business owners were in business because they made a quality product? Now they make cars just like inkjet printers... the printers are there as a means to sell ink. If you really want a policy that makes sense, prevent anyone associated with the auto industry from investing in any type of fuel "futures". Once you take their money out of the product the car depends on, you will see the MPG skyrocket.

they just built a brand new playground buy us. they did add a really nice rubbery type of padding on the ground, but they have a 15ft high slide and a really cool rock wall and crazy jungle gym type things. plenty of places for kids to fall to their "death", just like when I was a kid.
you know what... that playground is always packed. Not like "geeze there are so many people I can't move" packed, but there are always people there with the kids.
It's a really cool place.
when we heard at work that oracle "might" be buying MySQL... we switched to postgres and never looked back. I wish most hosting companies and software developers would add support for postgres
built a containment box with a plexiglass top and cut holes and attached welding gloves.
kind of like one of those bio hazard boxes they use in labs.
you could make the cuts and then let the dust settle in the cabinet then do some removal.

dropbox.com has been growing by leaps and bounds even with the limited controversy over the TOS.
plus.. that stupid box they have doesn't look at all like the dropbox logo.

I wonder what the education will consist of. I have read several books on Copyright Law. Also books on the pros / cons of the current law. Plus other books on the legal interpretations of copyright law.
All of the books seems to go around in circles and generally leave you more confused than you were when you started.
they all say something like "if the item was published between 196x and 197x then it may be copyrighted, unless it was published without a copyright notice. then it's not copyrighted. Unless it was refiled before 1979 and then published again with a copyright notice before 1982.... etc, etc, etc."
I would be very curious how they will explain what can be downloaded and what cannot. I would also be interested to see if you were to follow the rules listed in the "education" package, and were to download something that did not meet the requirements for copyrighted work. Could they still sue you for it. Or would the blame be on them for not properly documenting the scenario in which it would be illegal to download the content.
