There are people that speak something that descends from the mayan language, correct. That doesn't help us much in deciphering the written version of the language in hieroglyphics.
The "people that speak something that descends from the mayan language" are in fact Maya, being the direct descendants of the ancient Maya - and knowledge of modern Mayan languages has indeed proven quite helpful in deciphering the ancient Mayan script.
Bluetooth (at 2.4 GHz) and WiFi (at 2.4 GHz and up) do indeed utilize the microwave spectrum (300 MHz - 300 GHz), but not AM radio (0.5 - 1.8 MHz) nor FM radio (88 - 108 MHz).

The figure depicting RFI in the document at nxp.com refers to CONDUCTED emissions; that is, emissions conducted through the electric mains - this is completely independent of the RADIATED emissions, which are of concern to persons such as myself (amateur radio operator & radio monitoring enthusiast, and professionsl Electromagnetic Interference Technician). We are beginning to replace some incandescents in my house, and i will be monitoring the potential interference to my radio equipment closely.

I would gladly buy her a DVR, but i can't find one that doesn't require either (a) a monthly subscription fee for services we don't need, or (b) hook-up to a PC. It seems like a stand-alone digital (hard-drive based) recorder should be simple to implement - why am i not seeing them on the market?

The Federal Emergency Management Agency (FEMA), aircraft Long Distance Operations Control (LDOC), weather facsimiles sent to ships at sea, and numerous other important users are out there. FEMA submitted a strong criticism of BPL during the FCC's comment period on BPL approval, to no effect (which was surprising to me, given that FEMA is part of the Dept. of Homeland Security).

There are three notable exceptions, however: Alcohol, Tobacco and Firearms, which fall under the jurisdiction of the Bureau of Alcohol, Tobacco and Firearms, which is part of the Department of COMMERCE.* That's right - these items are (and have historically been) way too big a money-maker for the U.S. government to allow the kind of regulation that governs other products, so they are regulated separately (incidentally, alcoholic beverages are not ALLOWED to contain nutrition information, on the theory that the presence of nutrition information infers that the product is nutritious...yes, it's absurd, but that's what BATF told us when i was in the wine business).
*BATF was recently reorganized under the Homeland Security umbrella, so i'm not sure of the exact status now, but the historic legacy remains.
Quite a curious contest, considering that morse code was never intended to be speedy. One of the only reasons morse code is still utilized is because of the *distance* that one can transmit unhindered (around the world with a few watts of power, if the atmospheric conditions are right)...
