Seriously, isn't this just a stopgap effort to mitigate some of the problems with the current standard? It sounds like the Watt balance technique mentioned in TFA is a much better idea. Hopefully the techniques used in the sphere effort can also be used elsewhere.
That's actually hidden in the released documents. You have to go to a specific page of the Excel portion, and by starting at a specific line and skipping the correct numbers of lines between read lines, the spec will be revealed. The exact details are left as an exercise for the morbidly curious.

I've seen the (local) news broadcasts fed to people in other countries, and some of it was even crappier than Fox. I actually saw newscasters holding up a newspaper and slowly reading the headlines to their audience. The ironic part is people from this country (you know who you are) are often picking on the quality of U.S. news reporting.
