I am sure such devices could save lives, as long as it doesn't prevent the car from starting, but just locks the transmission and steering. If it prevented the car from starting in the winter then the person could freeze to death while they are sleeping it off.
Most of them are fairly shallow though. Not a lot of temperature gradient, and they are warm in the summer and ice in the winter. (No I havent tested the temperature this year yet)

You have a point about the gloves, but how much cold can a cellphone stand anyway? Would it even work at -40 degrees, or would the display freeze, and what about the battery?

It may be theoretically possible once it was built and connectied to the graound, but it would be impossible to build. with the normal equatorial elevator you just start out at geostationary orbit and unroll the cable outward and inward at the same time and that keeps it in balance. Theres no way to keep a non equatorial cable there until you connect it.
