I come from a country where the majority of electric generation was hydro. They would run at full capacity apart from times that they were down for maintenance on the turbiones or generators. (Or when it was a dry winter and the lake levels were low.) About the only time that water would spill over the top of the dam would be when the flow of the river exceeded the capacity of the dam.
However using wind power to create H2 would be a good idea.
Zero emission power plants have existed for more than a century. They are called hydro dams. In some countries this is the main means of producing electricity. The only output is water which would have gone down the river anyway.
I didnt think there was such a thing as an anti neutron since a neutron has no charge. (an anti particle is the same as a particle but with the opposite charge).
It would probably fire if the mechanism didnt freeze up. Of course you would never hit anything with it, since the recoil would send you tumbling backwards...
