Sure, it may not work perfectly, but how can you ever expect to connect so many diverse systems together in one unregulated mass and have it work perfectly? If you want a better system, go use Internet2 and leave the rest of us alone.
This doesn't sound like an enterprise-scale problem. I work for a large ECM vendor, and unless the IT department that we're talking about is huge, ECM is going to be overkill. Not that that would stop vendors from trying to sell it to you if you have enough money to put on the table.
I don't think that there is a serious problem with safely carrying hydrogen in your vehicle. It's already safer than gasoline. Creation and distribution are the big problems.
