have you been to India lately ? The educational institutions there are tuned to IT outsourcing . I'm not talking of the oldies like Vinod Khosala but the new crop . Cognizant does not do kernel programming nor does Infosys and the etc .
Will be sealed with the advent of better systems and automation technologies. Most of the jobs that go to India are menial tasks which require no or very little skill.The core stuff still happens in the west. There are extremely few kernel programmers in India. So think these layoffs as having been replaced by a robot.

Stallman started writing the shell and the tools because he envisioned a operating system for the community by the community and of the community.
IBM started using the linux kernel because they saw business sense in using a good quality kernel which was "usable" at a fraction of the cost of their usual software.
It is futile to expect these two groups to work or even understand each others goals and aspirations. They are fundamentally different.
BTW the Germans copied sloped Armour from the Russians . And the Russians copied the first assault rifle in the world ( German Stg 44 ) to design the one true weapon of mass destruction . The Avtomat Kalashnikova 47 ( AK 47).
Its nothing about the 90's dot com bubble really.. Where there are investment bankers , there is bound to be a bubble. Anywhere and everywhere.. It's like where there are programmers there's bound to be code..
These kind of bleeding edge technologies will feature in the next top fighter aircraft. Its not all waste you see . These are more like technology demonstrators .
