a little bit of info on what a "correct non-call" of a hand ball is in soccer, since i'm a soccer referee and this is something that i get a lot of grief from people about. it isn't illegal to have the ball touch your hand, since the rules state that a hand ball is called only when a player intentionally strikes the ball with his hand, so when the ball touches a player's hand, the referee has to decide whether the player intentionally struck the ball or not, and if the ref decides that the ball unintentionally hit the player's hand, there is no foul and play continues. this is a sure way to get your ass yelled at, especially if everyone sees it and it's inside the penalty area like that was
actually, rebates are mostly done by manufacturer's because people don't generally send them in. i think the number is something like 10% of rebates get sent in, and even when you move into $100 dollar territory, the return rate only goes up to about 40%, so the increase in sales that their little "price drop" creates more than makes up for the hit that they take from the few people who do send them in
if you should happen to live in Nebraska, (the do ship anywhere though) I've always found DIT Computers to have very good prices, always comparable to newegg.com and a helluva lot easier.

i can't find it in the NY Times' archives for the life of me, but last year i read an article talking about how they had recently found documents which were untranslated at the time, but which very specifically gave the date time and location of the 1991 world trade center bombings about a year before they actually happened. the problem was that they had mountains of stuff to translate and not enough translators. this would solve that problem, and i'd imagine that there's some fear that 5 years down the road someone will translate an old interecepted email or something that says "spetember 11th, get on planes, run them into WTC" or something. the idea is that with this, we can translate everything we get, and that won't ever happen again
