Just because China is planning to planning to build something does not mean they will. Remember we we planned to build that super mega particle smasher in Texas? I don't recall that plan working out.
Remember when the US planned to have colonies on the moon by now?
Remember when I planned to marry a super model when I was a teenager? I am sure you can guess how that worked out.

That aside, I hope they do it. It seems the world will only move forward with competition from an "evil" empire.

How much time would that actually add to a trip to say Mars?
As I understood it, you would spend more or less half the trip speeding up and at the 50% mark flip the ship and slow down. That makes it seem like slowing down takes a really long time. I assume since there is either A, very low G forces and thus it takes for ever, or B, the power needs to kept down since puny humans cannot take high G situations very long.
Either way, making a complete stop 1/2 way would make you need to flip the ship at the 25% mark, this making your average speed slow as hell no?
Of course, this is just the way I think it works, which may be bunk. If not, better to only have filling stations on the destinations.

It was simply a byproduct of the war that no one was around to say anything while you used what ever IP you wanted.

Voice and data are not the same, they are not 0's and 1's as you say.
GSM carriers have what is called a link budget. Basically it is the amount of time slots available on any given channel. You can assign multiple voice calls to one channel simply by using an alternate time slot combination.
However, when on a PS call (packet switched), chances are you phone is at least a multislot class 10 or 12 device, which means that you are taking up 5 slots!
Thus, there is less room for another caller.
Or course networks will automatically reduce your slots to fit a new voice caller by design.
UMTS is similar in concept, though the mechanism is more complex than GSM.

Roaming is nothing compared to the rip off of txt messages. That is happening on the control plane, which are bit that must go to you phone anyhow. The actual cost really is as close to zero as one can get without being zero.
