Here is how you build a distributed grid power station, it's called the burbs. The power station is already built, it just needs the generators and storage, solar panels on every suburban home and one battery pack for them and another battery pack for the grid. The entire roof solar panels. So during the day solar and at night batteries and when excess is available sell it to the grid battery and it supplies as necessary to the grid. The typical up coming system for most cities out of the snow zone. It is pretty close now and will shut down a whole bunch of coal power stations because they simply could not compete, seeing as the power station is already there and built, just needs the generators and storage.

The residents can either buy and install, rent and install or allow install and pay with a discount. If they are renting, the landlord can install and sell electricity to the tenant, watch out for rip off rates. Yeah, coal is done.

So part of the digital highway could also be things like, safe universal email address, US political social media, search (with set rules, sorting and open source algorithms), shared library of congress content library (videos, pictures, stories and other stuff - more on that latter not time yet).

Everything coming out now points to Democrat Party/Russia Oligarch collusion and it looks suspiciously like the Democrats under Clinton sold the Crimea to Russian Oligarchs. The uranium one thing makes no sense what so ever because the US government could simply take it back at any time for any reason, so what were the Russian oligarchs really spending that much money on. Regulations stay in place for access but it was distorted to allow for completely, unlimited, unequal access, to the point that some can have all, while the majority have none, this done over public infrastructure (the land upon which the service exists or the airwaves). So regulation allowing access are biased because those regulation that in the primary instance allow equal access, once control is privatised no longer allow equal access and this done with fore knowledge in the regulated access to public infrastructure. Government should not be in the business of allowing unequal access to public infrastructure, so build a service over public access (roads, footpaths, the airways) and you soundly should be required to provide equal access so as not to disadvantage any individual or group.

It does required secured, standardised, network hardware, they will track and report attacks, this not upon an individual basis but upon a shared network basis. Every piece of network kit in the internet works together to rapidly detect and report attacks, and the most appropriate bit of network kit, then traces and shuts down the connection. Done globally great but agreement extremely unlikely but you can do it nationally and extended it with treaties, and AI smart secured network, think bug like smart ie it can hunt and terminate bad connections.
