It could be that what you claim is what developers are thinking, but we'd have to find some game company executive in charge of that sort of decision and ask them if we wanted to find out. It's not obvious enough that we can come to a conclusion by guessing - if you declare a PC platform like "Windows XP, Direct X 9 Dedicated Graphics" that's a relatively large install base. People with older PCs are no more relevant than PS2s are if you're considering developing a PS3 game.

As for enforcement, it's not that hard. Regularly monitor P2P networks. That will cut down most anonymous sharing, and it can be done mostly automatically, like a speed camera that checks file names and puts them on a "suspicious" list. Or it could be done manually by a person or two. It wouldn't have to be that costly, but enough to put some real risk in piracy.

The HMOs and insurance companies make the rules, and unless you are willing to spend a king's ransom on a decent plan, or and emperor's ransom to pay for it all yourself, you are at their mercy.
Why do you let corporations, which you have no control over, have control over every important aspect of your life, and call it freedom? Why is it bad when the government does it, but good when corporations do?

Explain to them how Teh Lunis is a living god, how open source is the only thing saving the world from the destruction of the evil closed source overlords, and how Bill Gates is the antichrist.

Deep Freeze doesn't work for anything but a public console.
It doesn't let you save anything to the drive.
