"not for power users" - out of the box, no... but I started with xandros 1.0, learned a great deal, tweaked everything to my heart's content, and now have a very nice debian based system that just happens to have once been xandros.

What utter pish! Take for example, the first draw ever of the national lottery... the person who won that didn't have to buy 13 million (or whatever the figure is) tickets, he/she just won first time.
Same with rolling a die, there's a 1 in 6 chance of getting a '3', but that can happen the first time you roll it.

ok, so If you download more than average (I'm assuming average == mean) you are capped at the average....
This then obviously reduces the average.
This then promotes a whole load of previously 'average' users to above average.
repeated enough times, this results in the cap being at the usage level of the lightest of users.
