Wish I had mod points. Certainly going to be work for a few pissed off system admins tomorrow!
Nice try, except that all an IMEI is going to tell the recipient is where a phone was sold (assuming, and they probably do in this case, that this is tracked right to the point of retail), NOT where it is currently being used. It's therefore useless in providing 'localised services', except possibly as a default setting.
So... Where's the topless Alyx Mod then?
But seriously, 20USD for 5 hours of play. How does that compare with say 'Oblivion' which gives hundreds of hours (especially if you play as badly as I do!) and endless replay, modification opportunities?
Actually, that's exactly what caused a 767 crash a few years back. During maintenance, the wrong connecting rod for a thrust reverser was installed, the rod was too big and was hammered into place to make it "fit". Causing the reverser on one engine to deply in mid air.....
Really?
Maybe for a desktop. But if you've ever heard the noise that a rack of dual xeon servers CPU fans make when they've had to ramp up because your server rooms aircon has failed and the room temp is well over 100 degrees (farenheight), you'd think again!
Been there, done that, yesterday in Bangkok!
"phone to pwn"? "point-and-pwn menu"? Grow up for god's sake. :(

I've seen great legacy conversion projects, and been involved in some really awful ones. Remind me not to hire you for my next conversion project. :)
Why can't newer versions of office access all the older versions? Really? Care to name an example?

If you're really concerned, buy another PC and run both.

Uhhhmmm... Buy a new card maybe? My time is more valuable than the cost. But then I'm just a selfish git. :)
