Ah, Slashdot once again shows its gross inability to accept dissenting opinions. Somewhat reasonable "the movie was okay, a little on the bad side" post is made... And the poster is told to "piss off" by some guy, just for being different. And to add insult to injury, the mods applaud this attack, giving the replier more points than the original.
Fitting the characters better? Perhaps, although I disagree with much of what you say about the voices not fitting the characters.
But it cannot be denied that the English voice acting fits the flavor of the show best.
Americans do pay the equivalent of a week's worth of meals for DVDs... 20 dollars, about, right?
So... let's see. Ramen... 15 cents, maybe? Have three of those a day and you've got a week's worth of food and a good amount left over, which you can then buy pirate DVDs with.

I disagree - the jazzy flavor of Cowboy Bebop was best watched in English. It just fits the show better. I hate the Japanese voices.
