The best source I have makes a good faith attempt to estimate average IQs by state from SAT and ACT scores. However, as you can imagine that isn't exactly definitive. It also lists the methodology for how the results were arrived at.
The original numbers, made by someone trying to claim that states that vote for one political party over another are smarter (in this case liberals though I've heard of conservative claims as well), has been debunked repeatedly. Frankly, it is a sad state of affairs when people have to make up lies in order to further their political or ideological viewpoint.
If you're interested, the US Census keeps records on education attainment level by ethnicity as well.

How is intelligence measured by this? Is it based on the time it takes to complete? You could argue that quick thinking and problem solving skills* come from a level of education (although you could argue that's why those people went into higher education). Vision, the processing of images, the speed at which you do it can all change between cultures because of environmental factors. E.g. People in American-type cultures are more likely to be able to see optical illusions because they live in a society with many sharp edges and lines (in the built environment). Cultural differences.
Also, I don't know much about Raven's Matrices but the example you gave only tests spatial, it doesn't necessarily mean intelligence just because you're able to figure out a visual puzzle in a certain time, what about maths, verbal? Which was the basis of criticism for gender variances in IQ tests, they were mostly tests using maths and strategy questions. Boys are brought up to play games such as computer games and with toy soldiers, which can increase certain skills. Whereas girls are brought up being taught how to talk, to be social, as they play tea party games or with dolls, they develop skills in communication/language/learning grammatical skills. There are many other reasons for gender differences.

SO this is really a test that tests innate intelligence? really? So education/learning can't help to develop quick thinking or problem solving or visual recognition? How do you determine something is innate intelligence or a learned skill?
I could go on all day but it already reminds me of why I quit psychology, too many variables in the world. Intelligence can be subjective, you might say that going into education and getting a good job is intelligent, the search for knowledge is intelligent, but you might say that it is intelligent if at 16 you start popping out the kids, you get your own house for free, benefits, and you don't have to work. Apart from bringing up the kids, but hey if you're the intelligent evil type then you'll probably not put too much effort into this. Although you also have the debate of wether you have to be moral to be intelligent, perhaps enlightenment of good could be considered as intelligence, perhaps you have enlightenment of evil, it could be that it's intelligent if you can beat the system. You might say intelligent people join the army, but you might say stupid people join the army, too many points of view. One more example, I always do a spell check on my work because I was taught to do this, it's a clever thing to do, even though my spelling may be terrible, it was intelligent to use something to put right my mistakes.

In general, countries formed from Asian immigrants have high IQs. Particularly Hong Kong, Taiwan, and Singapore. Hong Kong's average of 107 is number one in the world. Asian Americans also have very high average IQs. Scores are also quite decent in Japan and S. Korea. However IQ averages accross large asian countries such as China and India are about equal to those of the average North American or European. Interestingly, the group documented with the highest average IQ is Jewish Americans. I've seen studies putting that average at an astounding 113. Interestingly the average IQ of Jewish people in Isreal is only 94. Maybe some argument can be made that only more intelligent people were able to successfully immigrate out of China to HK or the US, giving the US an unbalanced racial IQ make up. It would stand to reason that the really smart Jews from Europe would have been in New York during the holocaust. Most of those living in Isreal now are decended from those who did NOT get out of Europe in time. Meanwhile the barriers for Mexicans coming to the US haven't been nearly so high, so perhaps there isn't much IQ selective pressure on those immigrant communities. Same thing would go for Africans caught by slavers a couple of hundred years ago.

It's a well known hoax that started in 2000 with Gore and that was updated in 2004 with Kerry's name. People seem to believe anything they see on the internet.

Thier are some spreading around for 2004 but all they did was take one of the liberal hoax ones from 2000 and change the states around, and false number are still used. -

I suppose I should try and move ontopic-ish and link to the original chart which is credited at the bottom of the image, and show that it links to this set of IQ data which lists Mississippi's average IQ as 95, not 85.
It should also be noted that these are based on school children's tests (grades 4, 8, and 10 if I'm not mistaken) and not on actual voters.
The best part is: "The IQ numbers were originally attributed to the book "IQ and the Wealth of Nations", though they do not appear in the current edition." In other words, the numbers in that chart are basically unverifiable.

Maybe the fact that South Korea has the highest IQ of any soverign nation has something to do with their success. It would seem so if the book "IQ and the Wealth of Nations" is correct about the correlation between average IQ of a nation and its per capita wealth generation capacity.

Announcing WinFX is the Adam Osborne mistake.
Bill Gates just made the Adam Osborne mistake. He announced "WinFX", whatever that is, as the improvement to .NET. Now a significant number of people will wait for WinFX, and Microsoft will lose the profits it would have had from those who wait.
Adam Osborne's company made an early personal computer. Adam announced a new model long before it was ready. Sales stopped because everyone wanted to wait for the new model. Adam's company went bankrupt.
It was amazing watching the bankrupting of the company on TV at the time. Osborne's company went from being one of the fastest growing to having insufficient money for operations in about two months.
It was a sobering lesson. Computer companies sometimes die extremely fast. Novell, WordPerfect, Corel, Fifth Generation Systems, and Central Point are examples. There are many others.
Microsoft has not been managed well. The company survives and profits because of having a virtual monopoly on operating systems and on office suite file formats. Think about it, suppose someone had a monopoly on water. That person could soon be much richer than Bill Gates.
For most businesses, the free Open Office is all they need. There are significant benefits to Open Office. It is much less quirky than Microsoft Office, for example. Most people are not very observant about the software they use, and they hardly notice the difference between Microsoft Word and the Open Office word processor.
Right now, many businesses use software that runs only under Microsoft Windows. However, there are many desktops that only need software that is already available for Linux. Those can benefit from the increased stability of Linux.
People don't care about the cost of Windows. The cost is only a few dollars of the cost of the computers they buy. The biggest issue against Microsoft is its adversarial behavior toward its customers. Using Linux means never having to say "My operating system company is partly my enemy."
Microsoft is on the way down. Most people don't realize that yet, however. Microsoft is one of the biggest management failures the world has ever seen. If the company could make a few changes in its behavior, it could stay profitable. However, it seems that abusiveness is more important to Microsoft than money.
Note that WinFX is someone else's trademark. WinFX is the most cracked and cheated program I have ever seen. There are 50 times as many links to cheats as there are to the product!
Microsoft has scheduled an MSDN TV program about "WinFX" for November 6 (Subject to change by Microsoft, of course.)
Microsoft claims that WinFX is their trademark. (The link is to a Google conversion of a .DOC file to HTML.)
Microsoft has a history of picking inappropriate trademarks. "X" means unknown. It was inappropriate to use the letter X in conjunction with "Xbox" and "ActiveX". Aside from being someone else's trademark, WinFX sounds too trivial for use with an extensive programming product. Traditionally, "FX" has been used to signify "effects". -
