Fully Driverless Waymo Taxis Are Due Out This Year, Alarming Critics (arstechnica.com)
Alphabet's Waymo is launching a driverless taxi service in Phoenix in the next three months -- and it's open to the public. But due to the limited regulations surrounding self-driving cars, many critics argue that more regulations are needed to ensure the safety of these vehicles before they roll out for public and commercial use. Ars Technica reports: If a company wants to sell a new airplane or medical device, it must undergo an extensive process to prove to federal regulators that it's safe. Currently, there's no comparable requirement for self-driving cars. Federal and state laws allow Waymo to introduce fully self-driving cars onto public streets in Arizona without any formal approval process. That's not an oversight. It represents a bipartisan consensus in Washington that strict regulation of self-driving cars would do more harm than good.
Mary "Missy" Cummings, an engineering professor at Duke, agrees. "I don't think there should be any driverless cars on the road," she tells Ars. "I think it's unconscionable that no one is stipulating that testing needs to be done before they're put on the road." But so far these advocates' demands have fallen on deaf ears. Partly that's because federal regulators don't want to slow the introduction of a technology that could save a lot of lives in the long run. Partly it's because they believe that liability concerns give companies a strong enough incentive to behave responsibly. And partly it's because no one is sure how to regulate self-driving cars effectively. When it comes to driverless cars, "there's no consensus on what it means to be safe or how we go about proving that," says Bryant Walker Smith, a legal scholar at the University of South Carolina. -
2018 Is the Last Year of America's Public Domain Drought (vice.com)

In New Zealand and Canada, published works by artists who died in 1967 -- Rene Magritte, Dorothy Parker, John Coltrane, and many others -- have entered the public domain; Kiwis and Canadians can now freely distribute, perform, and remix a wealth of painting, writing, and music. In Europe, work published by artists who died in 1947 are now public domain. In the United States, well, we get nothing for the 20th year in a row, with one more to go. Our public domain drought is nearly old enough to drink. American copyrights now stretch for 95 years. Since 1998, we've been frozen with a public domain that only applies to works from before 1923 (and government works). Jennifer Jenkins is a clinical professor of law at Duke Law School, which hosts the Center for the Study of the Public Domain. In an email she explained what changed and why nothing has entered American public domain for two decades. "Until 1978, the maximum copyright term was 56 years from the date of publication -- an initial term of 28 years, renewable for another 28 years," she wrote. "In 1998, Congress added 20 years to the copyright term, extending it to the author's lifetime plus 70 years, or 95 years after publication for corporate 'works made for hire.'" -
New 'Spray-On' Memory Could Turn Everyday Items Into Digital Storage Devices (duke.edu)
Researchers at Duke University have developed "spray-on" digital memory using only an aerosol jet printer and nanoparticle inks. An anonymous reader quotes Duke Today: The device, which is analogous to a 4-bit flash drive, is the first fully-printed digital memory that would be suitable for practical use in simple electronics such as environmental sensors or RFID tags. And because it is jet-printed at relatively low temperatures, it could be used to build programmable electronic devices on bendable materials like paper, plastic or fabric...
The new material, made of silica-coated copper nanowires encased in a polymer matrix, encodes information not in states of charge but instead in states of resistance. By applying a small voltage, it can be switched between a state of high resistance, which stops electric current, and a state of low resistance, which allows current to flow. And, unlike silicon, the nanowires and the polymer can be dissolved in methanol, creating a liquid that can be sprayed through the nozzle of a printer.
Amazingly, its write speed is three microseconds, "rivaling the speed of flash drives." The information can be re-written many times, and the stored data can last for up to 10 years. -

Mathematicians Study Effects of Gerrymandering On 2012 Election
HughPickens.com writes Gerrymandering is the practice of establishing a political advantage for a particular party by manipulating district boundaries to concentrate all your opponents' votes in a few districts while keeping your party's supporters as a majority in the remaining districts. For example, in North Carolina in 2012 Republicans ended up winning nine out of 13 congressional seats even though more North Carolinians voted for Democrats than Republicans statewide. Now Jessica Jones reports that researchers at Duke are studying the mathematical explanation for the discrepancy. Mathematicians Jonathan Mattingly and Christy Vaughn created a series of district maps using the same vote totals from 2012, but with different borders. Their work was governed by two principles of redistricting: a federal rule requires each district have roughly the same population and a state rule requires congressional districts to be compact. Using those principles as a guide, they created a mathematical algorithm to randomly redraw the boundaries of the state's 13 congressional districts. "We just used the actual vote counts from 2012 and just retabulated them under the different districtings," says Vaughn. "If someone voted for a particular candidate in the 2012 election and one of our redrawn maps assigned where they live to a new congressional district, we assumed that they would still vote for the same political party."
The results were startling. After re-running the election 100 times with a randomly drawn nonpartisan map each time, the average simulated election result was 7 or 8 U.S. House seats for the Democrats and 5 or 6 for Republicans. The maximum number of Republican seats that emerged from any of the simulations was eight. The actual outcome of the election — four Democratic representatives and nine Republicans – did not occur in any of the simulations. "If we really want our elections to reflect the will of the people, then I think we have to put in safeguards to protect our democracy so redistrictings don't end up so biased that they essentially fix the elections before they get started," says Mattingly. But North Carolina State Senator Bob Rucho is unimpressed. "I'm saying these maps aren't gerrymandered," says Rucho. "It was a matter of what the candidates actually was able to tell the voters and if the voters agreed with them. Why would you call that uncompetitive?" -

When We Don't Like the Solution, We Deny the Problem
Ichijo writes: A new study (abstract) from Duke University tested whether the desirability of a solution affects beliefs in the existence of the associated problem. Researchers found that 'yes, people will deny the problem when they don't like the solution. Quoting: "Participants in the experiment, including both self-identified Republicans and Democrats, read a statement asserting that global temperatures will rise 3.2 degrees in the 21st century. They were then asked to evaluate a proposed policy solution to address the warming. When the policy solution emphasized a tax on carbon emissions or some other form of government regulation, which is generally opposed by Republican ideology, only 22 percent of Republicans said they believed the temperatures would rise at least as much as indicated by the scientific statement they read.
But when the proposed policy solution emphasized the free market, such as with innovative green technology, 55 percent of Republicans agreed with the scientific statement. The researchers found liberal-leaning individuals exhibited a similar aversion to solutions they viewed as politically undesirable in an experiment involving violent home break-ins. When the proposed solution called for looser versus tighter gun-control laws, those with more liberal gun-control ideologies were more likely to downplay the frequency of violent home break-ins." -

Free Law Casebook Project Starts With IP Coursebook
An anonymous reader writes Duke Law School's James Boyle and Jennifer Jenkins just published a CC licensed, freely downloadable textbook called "Intellectual Property Law and the Information Society." (Which includes a discussion of whether and when the term "intellectual property" is a dangerous misnomer). The book is apparently part of an attempt to lower what the authors describe as the "obscene cost" of legal textbooks. "This is the first in a series of free digital/low cost print legal educational materials to be published by Duke's Center for the Study of the Public Domain—starting with statutory supplements aimed at the basic classes. The goal of this project... is to improve the pricing and access norms of the world of legal textbook publishing, while offering the flexibility and possibility for customization that unfettered digital access provides. We hope it will provide a pleasant, restorative, competitive pressure on the commercial publishers to lower their prices and improve their digital access norms." The book's "problems range from a video of the Napster oral argument to counseling clients about search engines and trademarks, applying the First Amendment to digital rights management and copyright or commenting on the Supreme Court's new rulings on gene patents.. The Design Flaw That Almost Wiped Out an NYC Skyscraper
Hugh Pickens DOT Com (2995471) writes "Joel Werner writes in Slate that when Citicorp Center was built in 1977 it was, at 59 stories, the seventh-tallest building in the world but no one figured out until after it was built that although the chief structural engineer, William LeMessurier, had properly accounted for perpendicular winds, the building was particularly vulnerable to quartering winds — in part due to cost-saving changes made to the original plan by the contractor. "According to LeMessurier, in 1978 an undergraduate architecture student contacted him with a bold claim about LeMessurier's building: that Citicorp Center could blow over in the wind," writes Werner. "LeMessurier realized that a major storm could cause a blackout and render the tuned mass damper inoperable. Without the tuned mass damper, LeMessurier calculated that a storm powerful enough to take out the building hit New York every 16 years." In other words, for every year Citicorp Center was standing, there was about a 1-in-16 chance that it would collapse." (Read on for more.) Pickens continues: "LeMessurier and his team worked with Citicorp to coordinate emergency repairs. With the help of the NYPD, they worked out an evacuation plan spanning a 10-block radius. They had 2,500 Red Cross volunteers on standby, and three different weather services employed 24/7 to keep an eye on potential windstorms. Work began immediately, and continued around the clock for three months. Welders worked all night and quit at daybreak, just as the building occupants returned to work. But all of this happened in secret, even as Hurricane Ella, the strongest hurricane on record in Canadian waters, was racing up the eastern seaboard. The hurricane became stationary for about 24 hours, and later turned to the northeast away from the coast. Hurricane Ella never made landfall. And so the public—including the building's occupants—were never notified.
Until his death in 2007, LeMessurier talked about the summer of 1978 to his classes at Harvard. The tale, as he told it, is by turns painful, self-deprecating, and self-dramatizing--an engineer who did the right thing. But it also speaks to the larger question of how professional people should behave. "You have a social obligation," LeMessurier reminded his students. "In return for getting a license and being regarded with respect, you're supposed to be self-sacrificing and look beyond the interests of yourself and your client to society as a whole."" -
Religion Is Good For Your Brain
Hugh Pickens DOT Com writes "Sheila M. Elred writes in Discovery Magazine that a recent study has found that people at risk of depression were much less vulnerable if they identified as religious. Brain MRIs revealed that religious participants had thicker brain cortices than those who weren't as religious. 'One of the worst killers of brain cells is stress,' says Dr. Majid Fotuhi. 'Stress causes high levels of cortisol, and cortisol is toxic to the hippocampus. One way to reduce stress is through prayer. When you're praying and in the zone you feel a peace of mind and tranquility.' The reports concluded that a thicker cortex associated with a high importance of religion or spirituality may confer resilience to the development of depressive illness in individuals at high familial risk for major depression. The social element of attending religious services has also been linked to healthy brains. 'There's something magical about socializing,' says Fotuhi. 'It releases endorphins in the brain. It's hard to know whether it's through religion or a gathering of friends, but it improves brain health in the long term.'" (Read more, below.) "Listening to sermons and reading religious works like the Bible may also invoke a cognitive benefit. "You're exercising your higher cortical function, thinking about complex concepts that require some imagination," says Harold G. Koenig, director of the Center for Spirituality, Theology, and Health at Duke University and a professor of psychiatry. According to Koenig the benefits of devout religious practice, particularly involvement in a faith community and religious commitment, are that people cope better. "In general, they cope with stress better, they experience greater well-being because they have more hope, they're more optimistic, they experience less depression, less anxiety, and they commit suicide less often. They don't drink alcohol as much, they don't use drugs as much, they don't smoke cigarettes as much, and they have healthier lifestyles. They have stronger immune systems, lower blood pressure, probably better cardiovascular functioning, and probably a healthier hormonal environment physiologically—particularly with respect to cortisol and adrenaline And they live longer." So where does that leave non-believers? "Out of luck, I guess," Koenig jokes. "Actually, I would suspect that people doing the types of things like religious people do — socializing, doing similarly complex cognitive tasks, would have similar benefits. But it is interesting that religion provides that whole package of things that people can adopt and pursue over time." Dr Dan Blazer says the study is very interesting but is still exploratory and that spirituality may be a marker of something else, such as socioeconomic status. "It's hard to study these things," concludes Fotuhi . "It's why research has stayed away from them. But there does seem to be a strong link between spirituality and better brain health."" -

Duke Univ. Device Converts Stray Wireless Energy Into Electricity For Charging
Lucas123 writes "Engineers at Duke University say they've constructed a device that can collect stray wireless signals and convert them into energy to charge batteries in devices such as cell phones and tablets. The WiFi collection device, made of cheap copper coils and fiberglass, can even aggregate energy from satellite signals and sound waves (abstract). The researchers created a series of five fiberglass and copper energy conductors on a circuit board, which was able to convert microwaves into 7.3V of electrical energy. By comparison, Universal Serial Bus (USB) chargers for small electronic devices provide about 5V of power. The device, the researchers say, is as efficient as solar cells with an energy conversion rate of 37%." -
Spatial Ability a Predictor of Creativity In Science
HonorPoncaCityDotCom writes "The gift for spatial reasoning — the kind that may inspire an imaginative child to dismantle a clock or the family refrigerator — is sometimes referred to as the 'orphan ability' for its tendency to go undetected. Now Douglas Quenqua reports that according to a study published in the journal Psychological Science, spatial ability may be a greater predictor of future creativity or innovation than math or verbal skills, particularly in math, science and related fields. 'Evidence has been mounting over several decades that spatial ability gives us something that we don't capture with traditional measures (PDF) used in educational selection,' says David Lubinski, the lead author of the study and a psychologist at Vanderbilt. 'We could be losing some modern-day Edisons and Fords.' Spatial ability can be best defined as the ability to 'generate, retain, retrieve, and transform well-structured visual images.' Some examples of great inventors who have used their high levels of spatial ability to innovate include James Watt, who is known for improving the steam engine, and James Watson, co-discoverer of the structure of DNA. Nikola Tesla, who provided the basis for alternating current (AC) power systems, is said (or fabled) to have been able to visualize an entire working engine in his mind and be able to test each part over time to see what would break first. Testing spatial aptitude is not particularly difficult but is simply not part of standardized testing because it is considered a cognitive function — the realm of I.Q. and intelligence tests — and is not typically a skill taught in school. 'It's not like math or English, it's not part of an academic curriculum,' says Dr. David Geary. 'It's more of a basic competence. For that reason it just wasn't on people's minds when developing these tests.'" -
Video Gamers See the World Differently
trendspotter points out this research from Duke University: "Hours spent at the video gaming console not only train a player's hands to work the buttons on the controller, they probably also train the brain to make better and faster use of visual input, according to Duke University researchers (abstract). 'Gamers see the world differently,' said Greg Appelbaum, an assistant professor of psychiatry in the Duke School of Medicine. 'They are able to extract more information from a visual scene.' ... Each participant was run though a visual sensory memory task that flashed a circular arrangement of eight letters for just one-tenth of a second. After a delay ranging from 13 milliseconds to 2.5 seconds, an arrow appeared, pointing to one spot on the circle where a letter had been. Participants were asked to identify which letter had been in that spot. At every time interval, intensive players of action video games outperformed non-gamers in recalling the letter." -
Ask Slashdot: Building a Cheap Computing Cluster?
New submitter jackdotwa writes "Machines in our computer lab are periodically retired, and we have decided to recycle them and put them to work on combinatorial problems. I've spent some time trawling the web (this Beowulf cluster link proved very instructive) but have a few reservations regarding the basic design and air-flow. Our goal is to do this cheaply but also to do it in a space-conserving fashion. We have 14 E8000 Core2 Duo machines that we wish to remove from their cases and place side-by-side, along with their power supply units, on rackmount trays within a 42U (19", 1000mm deep) cabinet." Read on for more details on the project, including some helpful pictures and specific questions. jackdotwa continues: "Removing them means we can fit two machines into 4U (as opposed to 5U). The cabinet has extractor fans at the top and the PSUs and motherboard fans (which pull air off the CPU and remove it laterally — (see images) face in the same direction. Would it be best to orient the shelves (and thus the fans) in the same direction throughout the cabinet, or to alternate the fan orientations on a shelf-by-shelf basis? Would there be electrical interference with the motherboards and CPUs exposed in this manner? We have a 2 ton (24000 BTU) air-conditioner which will be able to maintain a cool room temperature (the lab is quite small), judging by the guide in the first link. However, I've been asked to place UPSs in the bottom of the cabinet (they will likely be non-rackmount UPSs as they are considerably cheaper). Would this be, in anyone's experience, a realistic request (I'm concerned about the additional heating in the cabinet itself)? The nodes in the cabinet will be diskless and connected via a rack-mountable gigabit ethernet switch to a master server. We are looking to purchase rack-mountable power distribution units to clean up the wiring a little. If anyone has any experience in this regard, suggestions would be most appreciated." -

Invisibility Tech Demo Tomorrow In NYC

But here on Earth, top researchers have been battling too, not over the fate of the empire but over whose tech will someday shield U.S. ships. Fractal Antenna Systems came out swinging Wednesday over a 'perfected' invisibility cloak by researchers at Duke and Imperial College. Company CEO and inventor Nathan Cohen issued a scathingly critical press release throwing very visible zingers — and claiming he invented it first. '[Their tech] makes you more, not less, visible,' Cohen said. The company says a patent-pending deflector shield built off a variant of the technology can divert electromagnetic radiation around an object — and they plan to show it off Friday in New York City, at the Radio Club of America." -
Finding Fault With Anti-Fracking Science Claims
A widely carried Associated Press article (here, as run by the Wall Street Journal) reports that some of the convincingly scientific-sounding claims of opponents of fracking don't seem to hold up to scrutiny. That's not to say that all is peaches: the article notes, for instance, that much of the naturally radioactive deep water called flowback forced up along with fracking-extracted gas "was once being discharged into municipal sewage treatment plants and then rivers in Pennsylvania," leading to concern about pollution of public water supplies. Public scrutiny and regulation mean that's no longer true. But specific claims about cancer rates, and broader ones about air pollution or other ills, are not as objective as they might appear to be, according to Duke professor Avner Vengosh and others. An excerpt: "One expert said there's an actual psychological process at work that sometimes blinds people to science, on the fracking debate and many others. 'You can literally put facts in front of people, and they will just ignore them,' said Mark Lubell, the director of the Center for Environmental Policy and Behavior at the University of California, Davis. Lubell said the situation, which happens on both sides of a debate, is called 'motivated reasoning.' Rational people insist on believing things that aren't true, in part because of feedback from other people who share their views, he said." -

Image Analysis and Verification To Track Pictures
kodiaktau writes "Computer scientist Landon Cox and students at Duke University are working in conjunction with researchers at Microsoft and Technicolor Research to design and develop image analysis tools to identify changes to pictures and videos. The technology, called YouProve, compares original images to create a trust certificate that can be compared against derivative images and produce a heat-map of changes (PDF) between the two. This can be of particular importance when reviewing large amounts of crowd-sourced content to see if image tampering has occurred." -

Slate's "Summer Camp" issue has revived a piece from a few years back recounting author Meghan O'Rourke's experience as a student at "nerd camp." O'Rourke was a student at Johns Hopkin's CTY program (bias alert: so was I, and remain a fan), but I suspect there's a lot in common with the various Governor's Schools and programs like Duke's TIP. Essentially, the technique regulates how long and when client radios sleep (PDF), so that data transfers can be scheduled more efficiently. In a test using eight laptops and nine Nexus One Android-based smartphones on an 802.11n network, the researchers found that the scheduling technique, dubbed SleepWell, resulted in energy reductions of 38% to 51% across a variety of online applications, including YouTube, Pandora and Last.fm Internet radio, and TCP bulk data transfers. What's more, they found that as the quality of radio links degrades, the relative energy gains are even higher." -
Academic Publishers Ask The Impossible In GSU Copyright Suit
Nidi62 writes "A Duke University blog covers the possible ramifications of a motion in the copyright case against Georgia State University. Cambrigde, Oxford, and Sage have proposed an injunction that would first enjoin GSU to include all faculty, employees, students. All copying would have to be monitored and limited to 10% of a work or 1000 words, whichever is less. No two classes would be allowed to use the same copied work unless they paid for it, essentially taking fair use out of the classroom. Along with this, courses would be allowed to be made up of only 10% copied material, the other 90% must be either purchased works or copies that have been paid for by permission fees. And, if this isn't enough, the publishers also want access to all computer systems on the campus network, to monitor compliance and copying. 'This proposed order, in short, represents a nightmare, a true dystopia, for higher education....Yet you can be sure that if [these] things happen, all of our campuses would be pressured to adopt the "Georgia State model" in order to avoid litigation.' Duke To Shut Down Usenet Server

Researchers at Duke University subjected participants to subliminal images of the iconic Apple and IBM logos (during what subjects thought was a visual acuity test), and those who were shown the Apple logo generated more creative ideas after the test than did those who were shown the IBM logo. In a second test, subjects exposed to the Disney logo acted more honestly than those who saw an E! Channel logo." The problem was actually with their Cisco network. Duke's Chief Information Officer praises the work of their technical staff. Does that include the assistant director for communications infrastructure who was quoted as saying, "I don't believe it's a Cisco problem in any way, shape, or form?"" -
The Impact of Immigrant Innovators

According to the piece, nearly a quarter of all California startups which went into business between 1995 and 2005 had an immigrant as a founding member. These businesses, together, employ almost half a million workers and generated about $50 billion in sales in the year 2005. The study seems quite topical, given recent discussions in the U.S. capital. From the article: 'Supporters of an immigration bill are likely to use the study to argue the importance of foreign-born workers to the U.S. economy. An immigration bill passed by the last Congress and heavily lobbied by business groups would have greatly increased the number of green cards available to skilled workers. Business has long argued that the U.S. schools aren't turning out enough scientists, mathematicians and engineers, and that the economy will lose its competitive edge without more skilled foreign workers.'" -
9th Annual AUV Competition Results

This year, teams were challenged to complete three tasks including finding a docking station, dropping markers in marked bins along a pipeline, and surfacing in a recovery zone marked by an acoustic pinger. Teams from MIT, Cornell, Duke and eighteen others competed for the grand prize. After an intense final round, the University of Florida's Team SubjuGator walked away with the victory for a second year in a row. Interestingly, the UF team ran Windows XP embedded on SubjuGator's on-board computer." -
