Paul Allen's Stratolaunch Finally Flies The World's Biggest Plane (geekwire.com)
"Stratolaunch, the aerospace venture founded by the late Microsoft co-founder Paul Allen, sent the world's biggest airplane into the air today for its first flight test," report GeekWire. The twin-fuselage plane, which incorporates parts from two Boeing 747 jumbo jets and has a world-record wingspan of 385 feet, took off from Mojave Air and Space Port in California for a flight that lasted two and a half hours. For more than seven years, Stratolaunch has been working with Mojave-based Scaled Composites on the project, which aims to use the plane as a flying launch pad for orbital-class rockets. The first flight test had been anticipated for months. "We finally did it," Stratolaunch CEO Jean Floyd said today during a briefing.
Stratolaunch's plane, which has been nicknamed Roc after a giant mythical bird, took off at 6:58 a.m. PT and went through a series of in-flight maneuvers, including roll doublets, yawing maneuvers, pushovers and pull-ups, steady heading side slips and simulated landing approach exercises. Stratolaunch said it reached a maximum speed of 189 mph and maximum altitude of 17,000 feet.... The plan ahead calls for further tests over the next 12 to 18 months, with the aim of getting the plane fully certified by the Federal Aviation Administration. Stratolaunch has already struck a deal to use Northrop Grumman's Pegasus XL rocket to send payloads weighing as much as 816 pounds (370 kilograms) to low Earth orbit...
Stratolaunch's air-launch system is designed to carry multiple rockets up to an altitude of about 40,000 feet, and then drop them into the air to fire up their rocket engines. The advantage of such a system is that it can take off from any runway that's long enough to accommodate the plane, fly around bad weather if need be, and launch a satellite into any orbital inclination.
Stratolaunch CEO Jean Floyd said their team had dedicated the flight to Paul Allen.

Amazon To Offer Broadband Access From Orbit With 3,236-Satellite 'Project Kuiper' Constellation (geekwire.com)
Amazon is joining the race to provide broadband internet access around the globe via thousands of satellites in low Earth orbit, newly uncovered filings show. From a report: The effort, code-named Project Kuiper, follows up on last September's mysterious reports that Amazon was planning a "big, audacious space project" involving satellites and space-based systems. The Seattle-based company is likely to spend billions of dollars on the project, and could conceivably reap billions of dollars in revenue once the satellites go into commercial service. It'll take years to bring the big, audacious project to fruition, however, and Amazon could face fierce competition from SpaceX, OneWeb and other high-profile players.
Project Kuiper's first public step took the form of three sets of filings made with the International Telecommunications Union last month by the Federal Communications Commission on behalf of Washington, D.C.-based Kuiper Systems LLC. The ITU oversees global telecom satellite operations and eventually will have to sign off on Kuiper's constellation. The filings lay out a plan to put 3,236 satellites in low Earth orbit -- including 784 satellites at an altitude of 367 miles (590 kilometers); 1,296 satellites at a height of 379 miles (610 kilometers); and 1,156 satellites in 391-mile (630-kilometer) orbits. In response to GeekWire's inquiries, Amazon confirmed that Kuiper Systems is actually one of its projects. -
'Making Amazon Look Bad': Microsoft Is Backing a Major Tax On Itself and Amazon (geekwire.com)
Microsoft is urging lawmakers in Washington to increase the tax burden on itself and Amazon (Warning: source may be paywalled; alternative source) to help pay for a new higher education fund. "The bill, which was introduced Monday by Rep. Drew Hansen and Rep. Gerry Pollet among others, "would pour about a billion dollars over the next four years into a 'workforce education account,' to be spent on more financial aid as well as more degree slots in high-demand subjects such as computer science, engineering and nursing," The Seattle Times reports. Microsoft and Amazon would be the only two companies included in the highest tax bracket. From the report: The premise now is to put a surcharge on businesses that benefit the most from a highly skilled workforce. That means high-tech of course, as well as professional services firms. The bill proposes increasing the state business and occupation tax by 20 percent on about 40 categories of technical services, such as telecom, engineering, medical and finance. And by 33 percent on tech firms with more than $25 billion in annual revenue. But here's where this goes off the charts, into politically unheard-of territory. It mandates a top rate, a whopping 67 percent business tax increase, for those "advanced computing businesses" with "worldwide gross revenue of more than one hundred billion dollars" per year. There are only two businesses headquartered here that fit that rarefied description. And one of them, Microsoft, is the tax's biggest booster.
But that other company that would also be most on the hook? Apparently it isn't so thrilled to have been volunteered for civic duty by one of its chief rivals. "Amazon was surprised to be included in such a public 'hey, let's do this' by Microsoft," said Rep. Gael Tarleton, D-Seattle, who said she heard that lament directly from an Amazon lobbyist. Added Pollet: "Amazon has groused in meetings down here that Microsoft is doing this mostly as a way of making Amazon look bad." -

Long-time Slashdot reader theodp writes: After seeing to it that UK Prime Minister David Cameron, US President Barack Obama, and Canadian Prime Minister Justin Trudeau all received (widely-publicized) coding lessons, Code.org CEO Hadi Partovi noted in late 2016 that he was "still working on Pope Francis." GeekWire reports that Partovi was able to cross that one off his bucket list Thursday, as he helped Pope Francis become 'the first Pope to write a line of code' at a 'Programming for Peace' event organized by the Pope's foundation, Scholas Occurrentes, in Vatican City (not ready for Twitch.TV video).
"In the 21st century, computer science is a fundamental subject that all students should learn," said Partovi, whose tech-bankrolled nonprofit has entered a partnership with Scholas to introduce children to computer science. "Schools should teach computer science to prepare students for the future, empower children with creativity and teach how to harness technology and creativity." FCC Says Gutting ISP Oversight Was Great For Broadband (vice.com)
Earlier this week, the FCC proclaimed that broadband connectivity saw unprecedented growth last year thanks to the agency's policies like killing net neutrality. But, as Motherboard points out, that's not entirely true. The lion's share of improvements highlighted by the agency "are courtesy of DOCSIS 3.1 cable upgrades, most of which began before Pai even took office and have nothing to do with FCC policy," the report says. "Others are likely courtesy of build-out conditions affixed to AT&T's merger with DirecTV, again the result of policies enacted before Pai was appointed head of the current FCC." Also, last year's FCC report, which showcased data up to late 2016, "showed equal and in some instances faster growth in rural broadband deployment -- despite Pai having not been appointed yet." From the report: The broadband industry's biggest issue remains a lack of competition. That lack of competition results in Americans paying some of the highest prices for broadband in the developed world, something the agency routinely fails to mention and does so again here. [...] Still, Pai was quick to take a victory lap in the agency release. "For the past two years, closing the digital divide has been the FCC's top priority," Pai said in a press release. "We've been tackling this problem by removing barriers to infrastructure investment, promoting competition, and providing efficient, effective support for rural broadband expansion through our Connect America Fund. This report shows that our approach is working." One of those supposed "barriers to broadband investment" were the former FCC's net neutrality rules designed to keep natural monopolies like Comcast from behaving anti-competitively.
"Overall, capital expenditures by broadband providers increased in 2017, reversing declines that occurred in both 2015 and 2016," the FCC claimed, again hinting that the repeal of net neutrality directly impacted CAPEX and broadband investment. A problem with that claim: the FCC's latest report only includes data up to June 2018, the same month net neutrality was formally repealed. As such the data couldn't possibly support the idea that the elimination of net neutrality was responsible for this otherwise modest growth. Another problem: that claim isn't supported by ISP earnings reports or the public statements of numerous telecom CEOs, who say net neutrality didn't meaningfully impact their investment decisions one way or another. Telecom experts tell Motherboard that's largely because such decisions are driven by a universe of other factors, including the level of competition (or lack thereof) in many markets. -
Amazon To Fund Computer Science Classes at 1,000 US High Schools (geekwire.com)
Amazon said its Future Engineer program will fund computer science classes at more than 1,000 high schools in all 50 states by this fall. From a report: This is a rapid expansion for the program that launched in November. Down the road, Amazon aims to reach more than 10 million kids with the coding activities and lessons each year and provide more than 100,000 students in more than 2,000 high schools access to introductory or advanced computer science courses. As part of the program, Amazon also plans to award 100 students with four-year, $10,000 scholarships and paid internships at the company to gain work experience. Future Engineer is part of a larger $50 million investment from Amazon in computer science and STEM education. -
Amazon To NYC After Reconsidering HQ2 Plans: It'd Be a Shame If Something Happened To Your Kids' CS Education
theodp writes: Commenting on reports that Amazon is reconsidering its plan to bring 25,000 jobs to a new campus in New York City following a wave of political and community opposition, Amazon issued the following statement: "We're focused on engaging with our new neighbors -- small business owners, educators, and community leaders. Whether it's building a pipeline of local jobs through workforce training or funding computer science classes for thousands of New York City students, we are working hard to demonstrate what kind of neighbor we will be." Yep, it'd be a shame if something happened. The Washington Post earlier reported that New York State Sen. Michael Gianaris, a strong opponent of the Amazon HQ2 deal, described the possibility that Amazon would pull out of the deal -- which totals up to $3 billion in state and city incentives -- as akin to blackmail. "Amazon has extorted New York from the start, and this seems to be their next effort to do just that," he said. "If their view is, 'We won't come unless we get three billion of your dollars,' then they shouldn't come." SpaceX Seeks Approval For Up To 1M Earth Stations for Its Satellite Service (geekwire.com)
SpaceX just filed a new earth-station license application with America's Federal Communications Commisions, seeking blanket approval "for up to a million earth stations" for customers of their Starlink satellite internet service, reports GeekWire: Those satellites have already received clearance from the FCC, and SpaceX plans to launch the first elements of the initial 4,425-satellite constellation this year, using Falcon 9 rockets.... Eventually, SpaceX wants to build up the network to take in as many as 12,000 satellites in low Earth orbit...
SpaceX CEO Elon Musk has said the Starlink project aims is to provide high-speed, reliable and affordable broadband data services to consumers in the U.S. and around the world, including an estimated 3.8 billion people who are underserved by existing networks. When he unveiled the project four years ago in Seattle, he said revenue from the internet service would pay for his vision of creating a city on Mars.
The application assures regulators that the earth stations will "incorporate advanced technologies to enable highly efficient use of the spectrum and enhance the customer's broadband experience." -
Bill Gates Promises Congress $1 Billion To Build Nuclear Reactors For Fighting Climate Change (sfgate.com)
An anonymous reader quotes the Washington Post: Bill Gates thinks he has a key part of the answer for combating climate change: a return to nuclear power... Gates, who founded TerraPower in 2006, is telling lawmakers that he personally would invest $1 billion and raise $1 billion more in private capital to go along with federal funds for a pilot of his company's never-before-used technology, according to congressional staffers. "Nuclear is ideal for dealing with climate change, because it is the only carbon-free, scalable energy source that's available 24 hours a day," Gates said in his year-end public letter. "The problems with today's reactors, such as the risk of accidents, can be solved through innovation."
Gates's latest push comes at an important turn in climate politics. Nuclear power has united both unpopular industry executives and a growing number of people -- including some prominent Democrats -- alarmed about climate change. But many nuclear experts say that Gates's company is pursuing a flawed technology and that any new nuclear design is likely to come at a prohibitive economic cost and take decades to perfect, market and construct in any significant numbers... Edwin Lyman, a nuclear expert at the Union of Concerned Scientists, said TerraPower is one of many companies that is raising the public's hopes for advanced nuclear reactor designs even though they're still on the drawing boards and will remain unable to combat climate change for many years.
Jonah Goldman, of Gates Ventures, stressed to The Post that Gates was not advocating for TerraPower alone, according to GeekWire.
"Gates thinks the U.S. has 'the best minds, the best lab systems and entrepreneurs willing to take risk,' Goldman told the newspaper. 'But what we don't have is a commitment on Congress' part.'" -

Microsoft Will Spend $500M To Address Affordable Housing and Homelessness in the Seattle Region (geekwire.com)
Microsoft is dedicating $500 million to fund construction of affordable homes and homeless services in the Seattle region in an effort to alleviate a growing housing crisis driven by the city's tech boom. From a report: The Redmond, Wash.-based tech giant will commit $475 million for loans to affordable housing developers over three years and another $25 million to services for low-income and homeless residents. Government Shutdown is Putting a Damper on Science in Seattle and Elsewhere (geekwire.com)
It's been called the "Super Bowl of Astronomy," but when the American Astronomical Society's winter meeting plays out in Seattle this week, some of the stars won't be taking the field. From a report: The AAS meeting is just one of the scientific endeavors diminished by the partial government shutdown in Washington, D.C., which entered its 17th day today. NASA representatives, and researchers whose travel would typically be funded by NASA, have had to cancel their plans to be in Seattle due to the tiff involving the Trump administration and Republicans on one side, and Democrats on the other.
The shutdown affects only a quarter of the federal government -- which means that the Defense Department and the Energy Department can continue research and development activities. Work continues as well at the Centers for Disease Control and Prevention, and at the National Institutes of Health. But most employees at NASA as well as at the Agriculture Department, the Interior Department, the Environmental Protection Agency, the National Oceanic and Atmospheric Administration and the National Weather Service are on furlough. As China Option Fades, Bill Gates Urges US To Take the Lead in Nuclear Power, For the Good of the Planet (geekwire.com)
In his year-end letter, Microsoft co-founder Bill Gates says his to-do list for 2019 includes persuading U.S. leaders to regain America's leading role in nuclear energy research and embrace advanced nuclear technologies such as the concept being advanced by his own TerraPower venture. From a report: "The world needs to be working on lots of solutions to stop climate change," Gates wrote in the wide-ranging letter, released Saturday night. "Advanced nuclear is one, and I hope to persuade U.S. leaders to get into the game." NYPL's Chief Digital Officer Says Public is Better off When Libraries Are 'Risk Averse' About Tech (geekwire.com)
New York Public Library's Tony Ageh was recently in Seattle to talk about libraries' digital transformation. Ageh made the point that tech now permeates pretty much all of a library's operations, from ebooks and article databases, to systems for checking out materials and tracking fines. Still, don't look for your library to be on the bleeding edge of digital. From a report: "What I previously imagined was a weakness I think is a strength, which is that libraries have been very reluctant to move too quickly and have allowed the marketplace and allowed other organizations to kind of prove things work before libraries have taken the plunge," said Ageh, who before joining NYPL oversaw internet and archive efforts at the BBC (British Broadcasting Corporation).
"I think that has actually inoculated us against waste or harmful behavior." That kind of fad-or-trend, wait-and-see behavior appears to generally suit libraries well. "Librarians are incredibly risk averse," he said. Trump Signs Legislation To Boost Quantum Computing Research With $1.2 billion (geekwire.com)
President Donald Trump last week signed legislation ramping up quantum computing research and development. From a report: The National Quantum Initiative Act (H.R. 6227) authorizes $1.2 billion over five years for federal activities aimed at boosting investment in quantum information science, or QIS, and supporting a quantum-smart workforce. The law also establishes a National Quantum Coordination Office, calls for the development of a five-year strategic plan and establishes an advisory committee to advise the White House on issues relating to quantum computing. "This next great technological revolution has far-reaching implications for job creation, economic growth and national security," Michael Kratsios, deputy assistant to the president for technology policy, said in a White House statement. "We look forward to building upon efforts to support the quantum-smart workforce of the future and engage with government, academic and private-sector leaders to advance QIS."
[...] Earlier this month, a report from the National Academies of Science said there is an urgent need to develop "post-quantum" encryption protocols in order to protect commerce and national security. QIS research could also produce new types of quantum processors, sensors, navigation tools and security systems. The challenges could bring about "new approaches to understanding materials, chemistry and even gravity through quantum information theory," according to a White House strategy paper issued in September. -
Driveway Encounter With Microsoft's President Led To $25 Million For Code.org
Long time reader theodp writes: At Monday's kickoff event with Melinda Gates for Computer Science Education Week 2018, Microsoft President Brad Smith revealed how a 2013 driveway encounter led to Microsoft's decision to commit $25 million to Code.org, whose CEO Hadi Partovi happens to live next door to Smith. "At the top of the hill, we share a common driveway," Smith said. "I can't even drive into the garage at night if he is standing in the way. Well, actually I can, but running him over is not the right path." Five years ago, Smith recalled, Partovi was in his driveway (King of the Hill-inspired artist's impression), "and he said, 'I have an idea [for then-nascent Code.org]. There is an important problem that we can help solve, because for too many people they look at these opportunities in computer science, and they don't appreciate that in truth anybody can aspire to be the next Melinda Gates or the next Bill Gates or the next Jeff Bezos or the next Sheryl Sandberg or Mark Zuckerberg. Earlier this year, Code.org celebrated its 5th anniversary and thanked Microsoft and other tech donors for making it possible for the nonprofit to change U.S. K-12 public education. Smith also announced Monday that Microsoft would invest an additional $10 million in Code.org to help expand the tech-bankrolled nonprofit's work. "The renewed partnership," Microsoft explained, "will focus on ensuring that by 2020 every state will have passed policies to expand access to computer science and every school in the U.S. will have access to Code.org professional development." -

Trump Admin Takes First Steps To Overhaul H-1B Visa That Tech Companies Use To Hire Internationally (geekwire.com)
President Donald Trump's immigration authorities are moving to enact broad changes to a visa that allows American companies to bring international workers to the country. From a report: On Friday, U.S. Citizenship and Immigration Services and the Department of Homeland Security released a proposed rule that takes the first steps toward overhauling the H-1B visa. The new rule would prioritize applications for workers with advanced degrees from American universities. The policy would also change the application process companies go through when they want to secure H-1B visas for foreign talent. Instead of completing a petition for the new employee, companies would register for free online to enter what's been described as the "H-1B lottery." Immigration law caps the number of regular H-1B visas that can be awarded each year at 65,000. An additional 20,000 may be awarded to workers with master's degrees and PhDs. Under the new system, USCIS would review all applications, including those for workers with advanced degrees, during a registration period before the actual petitions are filed. -

Amazon Web Services announced a slew of new or updated offerings at its cloud-computing conference in Las Vegas, seeking to maintain its lead in the market for internet-based computing. Following is a rundown.
Amazon Elastic Inference is a new service that lets customers attach GPU-powered inference acceleration to any Amazon EC2 instance and reduces deep learning costs by up to 75 percent. From a report: "What we see typically is that the average utilization of these P3 instances GPUs are about 10 to 30 percent, which is pretty wasteful with elastic inference. You don't have to waste all that costs and all that GPU," AWS chief executive Andy Jassy said onstage at the AWS re:Invent conference earlier today. "[Amazon Elastic Inference] is a pretty significant game changer in being able to run inference much more cost-effectively." While the majority of workloads in the cloud are Linux-based, Amazon Web Services (AWS) CEO Andy Jassy said he is well aware that Windows is still significant, and as a result his company launched a new fully managed Windows file system built on native Windows file servers. From a report: "What we were hoping to do was make this Windows file system work as part of EFS -- would have been much easier for us to layer on another file system ... because it's much easier if you're trying to build a business at scale," he explained. However, he said customers wanted a native Windows file system and they "weren't being flexible." "So we changed our approach," he continued. Inferentia is company's own dedicated machine learning chip. From a report: "Inferentia will be a very high-throughput, low-latency, sustained-performance very cost-effective processor," AWS CEO Andy Jassy explained during the announcement. Holger Mueller, an analyst with Constellation Research, says that while Amazon is far behind, this is a good step for them as companies try to differentiate their machine learning approaches in the future. Inferentia supports popular frameworks like INT8, FP16 and mixed precision. What's more, it supports multiple machine learning frameworks, including TensorFlow, Caffe2 and ONNX. TechCrunch writes about SageMaker Ground Truth: You can't build a good machine learning model without good training data. But building those training sets is hard, often manual work, that involves labeling thousand and thousands of images, for example. With SageMaker, AWS has been working on a service that makes building machine learning models a lot easier. But until today, that labeling task was still up to the user. Now, however, the company is launching SageMaker Ground Truth, a training set labeling service. Using Ground Truth, developers can point the service at the storage buckets that hold the data and allow the service to automatically label it. What's nifty here is that you can both set a confidence level for the fully automatic service or you can send the data to human laborers. It features an Intel Atom processor; a 4-megapixel camera with 1080p resolution; multiple USB ports; and a 2-hour battery. And OutPosts: Starting next year, AWS will allow customers to order the same hardware that it uses to power its cloud services to run in their own data centers through a service called AWS Outposts. Building on its partnership with VMware, AWS Outposts will allow customers to enjoy a consistent set of hardware, software and services across their own servers and cloud servers, said AWS CEO Andy Jassy. Customers will have two options: they can run VMware Cloud on AWS on AWS Outposts, or they can run something called "AWS native" to enable this hybrid cloud setup. Amazon Web Services Introduces its Own Custom-Designed ARM Server Processor, Promises 45 Percent Lower Costs For Some Workloads (geekwire.com)
After years of waiting for someone to design an ARM server processor that could work at scale on the cloud, Amazon Web Services just went ahead and designed its own. From a report: Vice president of infrastructure Peter DeSantis introduced the AWS Graviton Processor Monday night, adding a third chip option for cloud customers alongside instances that use processors from Intel and AMD. The company did not provide a lot of details about the processor itself, but DeSantis said that it was designed for scale-out workloads that benefit from a lot of servers chipping away at a problem. The new instances will be known as EC2 A1, and they can run applications written for Amazon Linux, Red Hat Enterprise Linux, and Ubuntu. They are generally available in four regions: US East (Northern Virginia), US East (Ohio), US West (Oregon), and Europe (Ireland). Intel dominates the market for server processors, both in the cloud and in the on-premises server market. AMD has tried to challenge that lead over the years with little success, although its new Epyc processors have been well-received by server buyers and cloud companies like AWS. There's no question that the concept of open-source software has revolutionized the enterprise software world, which spent billions of dollars fighting the mere idea for several years before accepting that a new future had arrived. But more than a few people are starting to wonder if the very nature of open-source software -- the idea that it can be used by pretty much anyone for pretty much anything -- is causing its developers big problems in the era of distributed cloud computing services. But as the cloud world packs its bags for Las Vegas and Amazon Web Services' re:Invent 2018 conference next week, underscoring that company's ability to set the agenda for the upcoming year, the intersection between open-source projects and cloud computing services is on many people's minds. "The way that I would think of it, the role that open source plays in creating commercial opportunities has changed," said Abby Kearns, executive director of the open-source Cloud Foundry Foundation. "We're going to see a lot more of this conversation happening than less. On Tuesday he was surprised to learn that Amazon plans to build a giant campus with room for thousands of high-paid workers on the same block as the small business he owns, Otis & Finn Barbershop. "We woke up yesterday with our whole world upside down," Dixon said. The announcement that one half of Amazon HQ2 is moving into his neighborhood -- Long Island City in Queens, New York -- motivated Dixon to attend a protest of Amazon's future campus Wednesday. He was joined by elected officials, labor leaders, and activists who gathered to speak out against the tax incentives, government subsidies and other perks -- including a helipad -- that New York is offering Amazon in exchange for the thousands of jobs the company promises to bring.
"We're worried about our ability to stay in the neighborhood," Dixon said. "I'm not against growth and I'm not against Amazon but what I'm against is giving away all this money to one of the richest companies in the world when our schools are underfunded, we don't have schools in this neighborhood, the trains don't run here, and small business owners have no protections." The rally was organized by New York State Sen. Michael Gianaris, who represents the Queens neighborhood Amazon is moving into. Patent Filings Reveal New Details About Microsoft's Vision For a Foldable, Dual-Screen Surface Device (geekwire.com)
A patent application published this week by Microsoft adds more fuel to the fire about the possibility of a new hybrid dual-screen Microsoft Surface device that blurs the lines between phone and tablet. From a report: The patent filing is for a "hinged device" with a "first and second portion" that includes a "flexible display." It would sport a hinge in the middle, similar in appearance to the one on the Surface Book, as well as familiar smartphone components like a bezel and camera. The inventor listed on the document is Kabir Siddiqui, who has been named on previous patent documents related to a foldable Surface device. He's also credited with inventing features like the Surface kickstand and camera. The patents represent one of the clearest signs yet that Microsoft has shown interest in building a "new and disruptive" category that includes elements of a smartphone, tablet and computer all in one. Rumblings of a new Surface phone-like device, under the codename Andromeda, have persisted for years, though the company has yet to confirm such a plan. -
Boeing CEO: First Operational Self-Flying Cars Are Less Than 5 Years Out (geekwire.com)
Speaking at the GeekWire Summit, Boeing CEO Dennis Muilenburg said the company is making rapid progress on the first operational self-driving airborne vehicles and that we could see them take to the skies in under five years. "Muilenburg laid out the company's vision for flying cars, as well as the importance of safety measures for the concept," reports GeekWire. "Muilenburg said the company is already building prototypes and expects them to fly within the year." From the report: "Imagine a future city that has three-dimensional highways, with flying taxis, flying cars," Muilenburg said. "That future is not that far away. In fact we are building the prototype vehicles today. We are also investing in the ecosystem that will allow that to operate safely and reliably as it must." The full vision of self-flying cars ferrying people through busy urban areas will take longer than five years to realize, Muilenburg said, but vehicles that start with more simple functions like cargo aren't far away.
The ecosystem to manage this new method of travel includes enhanced air traffic control. Earlier this year, Boeing teamed up with Austin-based SparkCognition to develop artificial intelligence and blockchain technologies for tracking and directing flying cars through traffic corridors. Democrats Draft an 'Internet Bill of Rights' To Regulate Big Tech (geekwire.com)
An anonymous reader quotes a report from GeekWire: Democrats in the House of Representatives are promising to push for federal regulation of tech companies if they retake the House in November. Rep. Ro Khanna, who represents Silicon Valley, has drafted an Internet Bill of Rights and shared it with influential tech journalist Kara Swisher. It includes liberties like the right to access and transport personal data collected about you, an opt-in framework for data collection, and net neutrality protections. Rep. Nancy Pelosi charged Khanna with drafting the principles, according to an essay by Swisher published in the New York Times.
The list includes the right to obtain, correct, or delete personal data "where context appropriate and with a fair process." That's not nearly as sweeping as the "right to be forgotten" included in Europe's landmark General Data Protection Regulation, which took effect earlier this year. The Bill of Rights would also require companies that collect personal data to notify users of breaches in "a timely manner" and mandate "reasonable business practices and accountability to protect your privacy." Swisher calls it "an admirable list" but is concerned that codifying the principles "will be like pushing back the ocean." Many big tech companies have business models built entirely on collecting as much user data as possible. -
Green Bay Packers and Microsoft Win Domain Name Fight After Family Sought Cash, Tickets and Tablets (geekwire.com)
theodp writes: Last fall, Microsoft and the Green Bay Packers announced a $10 million partnership to build TitletownTech, "an innovation center focused on developing and advancing scalable, technology-enabled ventures," which aims to bring an economic boost to the area near Lambeau Field (Microsoft President Brad Smith hails from the region). Unfortunately for them, they failed to secure their venture's namesake domain name ahead of time. GeekWire reports on the fate of a Wisconsin family that was sitting on the coveted titletowntech.com domain name and offered to give it up in exchange for $750,000 cash, 8 lifetime Packers season tickets, 2 parking passes, and 8 Microsoft Surface Pro tablets (with lifetime MS-Office licenses). The family said the admittedly-ridiculous demand wasn't meant to be taken seriously but was intended to send a message after they received a suspicious $5,000 buyout offer from an anonymous "service" that the Packers engaged to try to recover the fumbled domain. Not amused, Green Bay Packers, Inc. flexed its legal muscle, filing a domain dispute complaint with the World Intellectual Property Organization (WIPO), which ordered the disputed domain name to be transferred to the team shortly after the USPTO issued a Notice of Allowance to the NFL team for a trademark on TitletownTech, leaving the Wisconsin family with zilch. And so the old titletowntech.com ("TitleTown Tech Solutions") was just a bad memory by the time Microsoft returned to Green Bay last week to give an update on the joint venture, including the news that Microsoft will play a key role in the leadership team at TitletownTech, which will also house its TEALS program employees. Microsoft Azure's Southern US Data Center Goes Down For Hours, Impacting Office365 and Active Directory Customers (geekwire.com)
New submitter courcoul alerted us to Azure outage, which is affecting several customers in many parts of the world: Some Microsoft Azure customers with workloads running in its South Central US data center are having big problems coming back from the holiday weekend Tuesday, after shutdown procedures were initiated following a spike in temperature inside one of its facilities. Around 230am Pacific Time, Microsoft identified problems with the cooling systems in one part of its Texas data center complex, which caused a spike in temperature and forced it to shut down equipment in order to prevent a more catastrophic failure, according to the Azure status page. These issues have also caused cascading effects for some Microsoft Office 365 users as well as those who rely on Microsoft Active Directory to log into their accounts. The cooling system is the most critical part of a modern data center, given the intense heat produced by thousands of servers cranking away in an enclosed area. Musk's Boring Company Proposes High-Speed Underground Subway To Dodger Stadium (geekwire.com)
Elon Musk's Boring Company wants to build a transit tunnel connecting Dodger Stadium to a Los Angeles subway station. An anonymous reader quotes GeekWire: The Boring Company laid out the plan for the Dugout Loop on its website, saying that the linkup could take baseball fans and concertgoers to the stadium in less than four minutes for a roughly $1 fare. This ride would be nothing like your typical subway trip: Loopers could book their tickets in advance, through an app-based reservation system that's similar to what's used to purchase theater tickets, or buy them over the phone or in person for a given time (say, 5:45 p.m. heading for the stadium).
At least initially, the Dugout Loop clientele would be limited to about 1,400 people per event, or roughly 2.5 percent of stadium capacity. The Boring Company says that capacity could be doubled over time. Loopers would board electric-powered pods (also known as "skates") that are based on the Tesla Model X auto design and are capable of carrying 8 to 16 passengers at a time. The skates would be lowered into the tunnel system, and sent autonomously at speeds of 125 to 150 mph from one terminal to the other. The Boring Company says it'll cover the cost of digging the roughly 3.6-mile tunnel with no public funding sought.
The Boring Company's site says this project will preempt construction of their proof-of-concept tunnel under Los Angeles' Sepulveda Boulevard.

Microsoft and Amazon Begin Public Rollout of First Alexa-Cortana Integrations (geekwire.com)
Starting today, Amazon and Microsoft will begin rolling out the first integrations between the digital assistants, allowing users to rouse Cortana on Echo devices and conjure Alexa on Windows 10 PCs and Harman Kardon Invoke speakers. From a report: "The goal is to have two integrated digital assistants who can carry out tasks across different dimensions of daily life -- at home or work, and on whatever device is most convenient," Microsoft's Jennifer Langston wrote in a blog post. "Currently, Cortana and Alexa can each be enabled as a skill on the other." Cortana users can ask Alexa to shop for items on Amazon, manage their Amazon orders and access many of Alexa's more than 45,000 skills. Alexa users will be able to get their hands on Cortana's top abilities, like calendar management and email integration.
Users first have to ask their Amazon or Microsoft digital assistant to open up the other in order to begin the setup. After completing several steps and account logins, Alexa and Cortana will be able to communicate. Amazon and Microsoft are encouraging users to give feedback on the experience via the Cortana and Alexa apps. -
Amazon Web Services Isn't Making a 'Commercial' Networking Switch, Cisco Says (geekwire.com)
A week after a report claimed that Amazon Web Services was building its own bare-bones networking switch in a potential threat to networking giant companies, Cisco says it has checked with Amazon, with which it has long maintained a relationship, and it has been assured by the ecommerce giant that is not entering its territory. From a report: AWS CEO Andy Jassy and Cisco CEO Chuck Robbins had a "recent call" from which Robbins walked away satisfied that AWS wasn't "actively building a commercial network switch," Marketwatch reported Wednesday, citing a statement from Cisco that it confirmed as authentic with AWS. Walmart Teams Up With Microsoft To Fight Amazon, Netflix (cnn.com)
Slashdot readers hyperclocker and Hallux-F-Sinister have shared news about Walmart's new strategy to take on Amazon. In a nutshell, Walmart will use more of Microsoft's cloud services and work with the company on AI and machine learning projects. The goal is to reduce its energy consumption and improve its delivery systems. Hyperclocker shares an excerpt from a report: Today, Walmart announced that it has established a strategic partnership with Microsoft to, "further accelerate Walmart's digital transformation in retail, empower its associates worldwide and make shopping faster and easier for millions of customers around the world." What that means in reality is, Walmart is embracing Microsoft's cloud services and will run its digital operations by taking full advantage of Microsoft Azure and Office 365. The partnership agreement lasts for five years and starts with a team of Walmart and Microsoft engineers working together to transition the retailer to Microsoft's ecosystem. Hallux-F-Sinister provides some commentary: According to CNN Money, Walmart and Microsoft are ganging up on Amazon.com. I found myself wondering if this was more like Lex Luthor teaming up with the Joker to fight Sinestro, or Bruce Wayne letting Tony Stark use the Bat Computer to fight against the thing Richard Pryor's character designed in whichever godawful nineteen eighties-era Superman sequel he was in. The story itself would bore an accountant to tears, I am convinced, so I did not dare read it for fear of being rendered insensate; but here is the URL if you find you are in desperate need of sleep. SpaceX Wins $130 Million Air Force Launch Contract, Marking a First For Falcon Heavy (geekwire.com)
The U.S. Air Force has awarded a $130 million firm-fixed-price contract to SpaceX for the launch of its classified AFSPC-52 satellite on a Falcon Heavy rocket. From a report: It's the first national security contract won for SpaceX's heavy-lift rocket, which had its first test flight in February. AFSPC-52 is tue to lift off in 2020 from Kennedy Space Center in Florida. The launch will support the Air Force Space Command's "mission of delivering resilient and affordable space capabilities to our nation while maintaining assured access to space," Lt. Gen. John Thompson, Air Force program executive officer for space and commander of the Space and Missile Systems Center, said today in a news release. In an emailed statement, SpaceX President Gwynne Shotwell said her company was "honored by the Air Force's selection of Falcon Heavy to launch the competitively awarded AFSPC-52 mission." -
Inside the Private Event Where Microsoft, Google, Salesforce and Other Rivals Share Security Secrets (geekwire.com)
News outlet GeekWire takes us inside Building 99 at Microsoft, where security professionals of the software giant, along with those of Amazon, Google, Netflix, Salesforce, Facebook (and others), companies that fiercely compete with one another, gathered earlier this week to share their learnings for the greater good. From the story: As the afternoon session ended, the organizer from Microsoft, security data wrangler Ram Shankar Siva Kumar, complimented panelist Erik Bloch, the Salesforce security products and program management director, for "really channeling the Ohana spirit," referencing the Hawaiian word for "family," which Salesforce uses to describe its internal culture of looking out for one another. It was almost enough to make a person forget the bitter rivalry between Microsoft and Salesforce. Siva Kumar then gave attendees advice on finding the location of the closing reception. "You can Bing it, Google it, whatever it is," he said, as the audience laughed at the rare concession to Microsoft's longtime competitor.
It was no ordinary gathering at Microsoft, but then again, it's no ordinary time in tech. The Security Data Science Colloquium brought the competitors together to focus on one of the biggest challenges and opportunities in the industry. Machine learning, one of the key ingredients of artificial intelligence, is giving the companies new superpowers to identify and guard against malicious attacks on their increasingly cloud-oriented products and services. The problem is that hackers are using many of the same techniques to take those attacks to a new level. "The challenge is that security is a very asymmetric game," said Dawn Song, a UC Berkeley computer science and engineering professor who attended the event. "Defenders have to defend across the board, and attackers only need to find one hole. So in general, it's easier for attackers to leverage these new techniques." That helps to explain why the competitors are teaming up. In a statement, Erik Bloch, Director Security PM at Salesforce, said, "This is what the infosec and security industry needs more of. Our customers are shared, and so is our responsibility to protect them. -
Valve Will Stop Removing Controversial Games on Steam Unless They Are 'Illegal or Straight up Trolling' (geekwire.com)
Valve will no longer remove games from its Steam game marketplace unless they are "illegal, or straight up trolling," according to a statement from the Bellevue, Wash.-based gaming company posted today. From a report: The announcement comes a week after Valve removed a controversial game that simulated school shootings, following a nationwide outcry to ban the title. Last month it also issued warnings to developers about adult content in games. In its blog post, Valve executive Erik Johnson writes that "Valve shouldn't be the ones deciding this." "If you're a player, we shouldn't be choosing for you what content you can or can't buy," it reads. "If you're a developer, we shouldn't be choosing what content you're allowed to create. Those choices should be yours to make. Our role should be to provide systems and tools to support your efforts to make these choices for yourself, and to help you do it in a way that makes you feel comfortable." -
Elon Musk To Fight Fake News, Rate Journalists' Credibility Via a Site Called 'Pravda'
Elon Musk took to Twitter today to announce his next project: a site called "Pravda" that ranks journalists' credibility and fights fake news. "Going to create a site where the public can rate the core truth of any article & track the credibility score over time of each journalist, editor & publication," tweeted Musk. "Thinking of calling it Pravda..." Musk continued: "Even if some of the public doesn't care about the credibility score, the journalists, editors & publications will. It is how they define themselves." A subsequent Twitter poll (exposed to mostly Musk followers) reveals that most people believe "this would be good."
Accredited journalist Mark Harris replied to the Tesla and SpaceX CEO with a copy of a Statement and Designation by Foreign Corporation form that names the Pravda Corp. "Er, he's not kidding folks," Harris tweeted. "I noticed that one of Musk's agents had incorporated Pravda Corp in California back in October last year. I was wondering what it was all about..."

Amazon Spent Close To $23B on R&D in 2017, Outpacing Fellow Tech Giants (geekwire.com)
Amazon powered its prolific 2017, which saw the release of a cavalcade of new products and services, with $22.6 billion in spending on research and development, tops among U.S. companies. From a report: According to data from FactSet, Google parent Alphabet came in second in R&D spending in 2017 at $16.6 billion, followed by Intel at $13.1 billion, Microsoft at $12.3 billion and Apple at $11.6 billion. Facebook jumped into the top 10, spending $7.8 billion in 2017. One of Amazon's biggest R&D efforts in recent years has been the cashier-less grocery store concept Amazon Go. The company spent 2017 getting the technology, first announced in December 2016, ready for prime time before opening the first location in January. Intel Says 'Partitions' in New Chips Will Correct the Design Flaw that Created Spectre and Meltdown (geekwire.com)
Intel said on Thursday it is introducing hardware protections against the Spectre CPU flaw that was discovered last year. From a report: Starting with the Cascade Lake version of its Xeon server processors later this year, Intel will incorporate "protective walls" in its hardware that prevent malicious hackers from using speculative execution techniques to steal private information from the secure part of the processor. These fixes will also ship with the PC version of the Cascade Lake chips, but the tech industry has been much more concerned about the effect of these design flaws on server processors running in data centers and cloud vendors.
The new fixes allow Intel to still benefit from the performance advantages of speculative execution -- in which a processor guesses which upcoming instructions it will need to execute in order to speed things up -- without the security risks. The hardware changes address Variants 2 and 3 of the Spectre and Meltdown issues first disclosed in early January, and software fixes should continue to address Variant 1, Intel said. -
IBM Sues Microsoft's New Chief Diversity Officer To Protect Diversity Trade Secrets (geekwire.com)
theodp writes: GeekWire reports that IBM has filed suit against longtime exec Lindsay-Rae McIntyre, alleging that her new position as Microsoft's chief diversity officer violates a year-long non-compete agreement, allowing Microsoft to use IBM's internal secrets to boost its own diversity efforts. A hearing is set for Feb. 22, but in the meantime, a U.S. District Judge has temporarily barred McIntyre from working at Microsoft. "IBM has gone to great lengths to safeguard as secret the confidential information that McIntyre possesses," Big Blue explained in a court filing, citing its repeated success (in 2012, 2013, 2015, 2016, 2017) in getting the U.S. government to quash FOIA requests for IBM's EEO-1 Reports on the grounds that the mandatory race/ethnicity and gender filings represent "confidential proprietary trade secret information." IBM's argument may raise some eyebrows, considering that other tech giants -- including Google, Microsoft, Apple, and Facebook -- voluntarily disclosed their EEO-1s years ago after coming under pressure from Rev. Jesse Jackson and the Congressional Black Caucus. In 2010, IBM stopped disclosing U.S. headcount data in its annual report as it accelerated overseas hiring. -
Amazon Patents Wristbands Designed To Track and Steer Employees' Movements (nydailynews.com)
New submitter hyperclocker shares a report from NY Daily News: Amazon workplace employees may soon be guided by their wrists. The tech company this week received two patents for a wristband designed to guide warehouse workers' movements with the use of vibrations. The concept relies on ultrasonic sound pulses or radio transmissions to detect the position of an employee's hand in relation to a series of inventory bins, GeekWire reported. Upon receiving product orders, warehouse workers are required to retrieve the requested item from such bins or shelves and pack it in a delivery box before moving on to the next order. If a worker's hands begin to move toward the wrong direction, the proposed "haptic feedback system" would cause the wristband to buzz and direct their hand in the correct direction. The wristbands, according to the patent documents, were designed as a means to keep track of products within Amazon warehouses as well as up day-to-day productivity. The proposed tech, however, could also provide Amazon management with a new means of workplace surveillance that would alert them to staffers who are wasting time or breaking for too long. -

After shoppers check in by scanning their unique QR code, overhead cameras work with weight sensors in the shelves to precisely track which items they pick up and take with them. When they leave, they just leave. Amazon Go's systems automatically debit their accounts for the items they take, sending the receipt to the app. In my first test of Amazon Go this past week, my elapsed time in the store was exactly 23 seconds -- from scanning the QR code at the entrance to exiting with my chosen item...
The company says the tracking is precise enough to distinguish between multiple people standing side-by-side at a shelf, detecting which one picked up a yogurt or cupcake, for example, and which one was merely browsing. The system also knows when people pick up items and put them back, ensuring that Amazon doesn't dock anyone's account for milk or chips when they simply wanted to read the label. The idea is to "push the boundaries of computer vision and machine learning" to create an "effortless experience for customers," said Dilip Kumar, Amazon Go vice president of technology, after taking GeekWire through the store this past week... Apart from the kitchen staff preparing fresh food at the back, we saw only two workers in the 1,800-square-foot Amazon Go store during our visit: one at the beer and wine section to check IDs, and another just inside the entrance to greet customers.
TechCrunch calls it "Amazon's surveillance-powered no-checkout convenience store," adding "the system is made up of dozens and dozens of camera units mounted to the ceiling, covering and recovering every square inch of the store from multiple angles."
The Seattle Times reports that the store "was also criticized by grocery-store workers' unions, which feared an effort to automate the work done by cashiers, the second-most-common job in the U.S." -
Rocket Lab Successfully Reaches Orbit and Deploys Its First Satellites (geekwire.com)
Long-time Slashdot reader ClarkMills writes: Rocket Lab has successfully launched its second Electron rocket from New Zealand's Mahia Peninsula, with the rocket reaching orbit for the first time... This follows the company's first launch last May, in which the rocket got to space but did not make it to orbit after range safety officials had to kill the flight.
Just 60 seconds before lift-off yesterday, a "rogue ship" entered their launch-range area, prompting them to postpone the launch until today. GeekWire reports: This mission was nicknamed "Still Testing," but unlike the first mission, the objective was not merely to test Rocket Lab's hardware. The rocket had the additional task of putting three nanosatellites in orbit: an Earth-imaging Dove satellite for Planet, and two Lemur-2 satellites that the Spire space venture would use for tracking ships and monitoring weather... The price tag for a mission is as low as $5 million, thanks to streamlined hardware production techniques. The Electron makes use of carbon composite materials for its rocket core, and 3-D printing techniques for its Rutherford rocket engines.
