There is a lot or pressure to give contracts to minority owned firms. If you ever enter into one of these government bidding competitions, the number of questions devoted to the diversity of your business is greater than questions related to your ability to fulfill the contract.

We need the Nehlen law, no interference with legal political speech by any company big enough to dominate a public square.
If they were private companies small enough to be outside a precedent of regulation, then we wouldn't be having this discussion because they would not be able to promote your political views by censoring me. The discussion would simply move elsewhere. They dominate web search and social media and are able to shut down public discussion, and that's the only reason you're defending their right to censor. These aspie arguments about definitions are in fact disingenuous propaganda.

Outside of the West, this is all very well understood. Chinese family planning has gone far beyond eugenics and now they are rolling out genome editing.
The reality is anyone with an IQ of 100 or less is effectively economically obsolete. That is about 60% of the world's population. Part of the reason "racism" remains such a popular topic in America is differences in race IQ have become tantamount to racism. And racism is worse than child molestation or murder. Hence, no one is aware of how far advanced genetics and intelligence has come.
If it were to become common knowledge in this country that most people are born too stupid to be of economic value, the entire fabric of our society would collapse.
There is a great deal of evidence that average IQ is dropping rapidly. The one place IQ cannot be ignored is the military. Presently, 100 million Americans are too stupid to enlist in the army. If they can't join the army, what else are they good for?

West Virginia is listed with an average IQ of 98.7, beating out 13 other states, including, notably, California's score of 95.5. And CA isn't generally held to be a "stupid" state. Vapid, perhaps, but not stupid.
And before you go on about how you were only talking about rural WV, go look at a map and tell me which part of WV isn't rural. (Charleston? What's the population again? Compare it to any other largest-city-in-the-state and remind yourself that WV is "eastern" and "heavily populated" before you trot that one out. Boise ID has about the same population as Charleston WV, so it seems that West Virginia is approximately as rural as Idaho.)

Mass Incarceration has failed
However, at the same time, periodic testing and background checks are becoming a way of life. The big casualty in the War on Drugs is justice. Poor teenage drug users get incarcerated much more frequently than rich teenage drug users. The US government routinely routinely ruins the lives of young people doing nothing differently than what George Bush or Barack Obama did when younger(and in Bush's case had a father able to pull political strings to get his cocaine bust sealed).
I think that something like Silk road is pretty much inevitable-but so is expanded drug testing that will eventually include folks in positions of power and responsibility. At some point use of drugs may do little more than restrict someone from living in particular cities or communities-and lying about drug use to business associates or constituents will become impossible-but without the act of lying, much drug or chronic alcohol use will loose its allure.
No, the US government cannot reliable shut down Silk Road-but it could create a sound drug testing program for members of congress, the President and all senior members of the government. It could require that all police and prison guards-and attorneys be free of hard drugs or chronic alcohol abuse. Here is a published article where I developed some of these ideas previously.

And why is there a shortage of native STEM workers in the USA in the first place? Harvard economist George Borjas and others have shown repeatedly that both unskilled and skilled immigrants to this country depress the wages in any occupation they enter, to the tune of a 3% drop in wages for every 10% increase in workforce. What percentage of STEM work in the US is being done by immigrants these days? And that doesn't even factor in the depressing economic effects of offshoring.
No, the market for STEM workers has been artificially short-circuited by the lobbying of corporations intent on importing a cheaper foreign labor pool, and this has resulted in lower STEM pay and therefore lower interest in STEM education and careers by natives. There is no STEM shortage, except the one created by artificial means in the pursuit of corporate greed. The stock answer from most economists is that such immigration is in our national interest since it grows the overall economy--but the problem is, all of that new growth goes exclusively into the pockets of the corporate owners of capital and the immigrant workers themselves, while native workers see their pay decrease by that 3% per 10% increase in workforce. That's why real-world inflation-adjusted earnings for working and middle class Americans have decreased since the 1970s. That's why the gap between rich and poor increases steadily (25 years ago the richest 1% of Americans took home 12% of all income, while today that 1% takes in almost 25% of all income; 25 years ago the richest 1% owned 33% of all assets and capital, while today they own over 40%).
Americans need to wake up to the fact that extreme immigration (we take in more legal immigrants *than every other country combined*) is the root of all of our current economic woes. Our elite classes of both political affiliations love it, the Democrats because they see votes and multiculturalism and the Republicans because they see cheap labor. But while it's good for the moneyed elites it is directly responsible for the worsening fortunes of the American working class and the ongoing disappearance of the middle class.
The sad part is the educated classes have known about this situation for a long time, and the average American may not know the facts but he feels them viscerally--Americans have been overwhelmingly for smaller immigration numbers for decades. Until they start pushing it as a forefront issue though, nothing will be done. An old but excellent book on the situation was published by Random House in 1995, and is now available for free from the author:

it started to dawn on me that nearly all the socioeconomic problems we in the U.S. face today* can be traced to the failings of the 1965 immigration reform. We shouldn't even have special niche programs like H1B; we should be putting those who really do have in-demand skills and qualifications at the front of the line for normal immigration visas and encouraging them to become citizens, but instead because of quirks of the 1965 reform unskilled Latin Americans will _always_ be at the head of the line--for the sole reason that they were "first out of the gate" to immigrate in large numbers post-1965--unless the law is amended. And good luck with that since so many are already here that they're a powerful special-interest lobby.
*: increasing economic stratification (rich getting richer, poor getting poorer, middle class shrinking), decline in inflation-adjusted wages (an average worker in the 70s had more buying power than an average worker today), high unemployment in the African-American community, etc., all trace back convincingly to post-1965 mass immigration, and the book _Alien Nation_ details the evidence. Even the recent housing bubble which set off the banking crisis and current recession has our immigration-driven population explosion and cheap immigrant construction labor as a significant component (though the book obviously doesn't detail this, having been published in 1995). In a few decades, native-born Americans will be about 25% of the U.S. population; will the culture of that day have anything in common with our own--will it descend from our culture and inherit its good points, or replace it and retain nothing of what we and our parents built? These are all interesting issues.

It isn't just pornography that is blocked. What surprised me about the web-filtering at my work place was blocking of political sites of the far right, like The Occidental Observer Blog, The Occidental Quarterly Online, and Vdare.
Vdare isn't even that extreme. They are pretty mild in their criticism of Jewish power. Their main focus is on immigration and its harmfulness to our country.

I recall talking to Congressman Brian Baird about this problem of US businesses over-utilizing immigrants. He had the standard reply, "But they tell me if they don't get the visas, they'll have to outsource business to India!" My reply wasn't standard: "They shouldn't just outsource to India, they should MOVE to India! The US created these industries without massive immigration. The problem with the US isn't a lack of immigrants."

The problem with letting low-IQ (Hispanic IQ approximately 90-95) people in, is that your average as a country goes down. A lot if their average fertility is positive while yours is negative.
Hispanics in America commit a lot of crime, consume a lot of social services, and return relatively little as a fraction of the GDP. Republicans want more Hispanics because big business likes cheap labor. Democrats want more Hispanics because they're going to vote Democrat forever. The average American -- well, he's screwed.

But it would never have happened without the CRA and the ambient politically correct liberalism which selected for stupidity by allowing those banks most committed to CRA to grow fastest (and thus dominate the market) through mergers and acquisitions, and made it impossible to speak the truth about minorities and mortgages through threat of anti-discrimination lawsuits (which bank officer would nowadays risk his career by asking if his institution was making too many loans to blacks or Hispanics)?

The big states involved in the current real estate bubble are Arizona, California, Florida and Nevada. Those are all big immigration states. There are quite a few folks talking about the link between general immigration and the bubble-and hence immigration and the economic crisis.
H-1b is a special case. A lot of H-1b expansion does involve companies in high immigration areas.
What I tend to see as a link here, is that provided established companies a way to specifically concentrate employment in areas a lot of Americans were becoming less attracted to.
H-1b was sold as a jobs creation program-but there is no evidence that is really worked that way. What happened is that export of jobs from the US accelerated-because H-1b workers could be used to facilitate job exportation. This happened at a time when there was a downturn in the business cycle in the tech industry. This made the recession a lot worse for US tech workers than it would have been otherwise.
I discussed this in The Jobs Crunch.
Now, part of the problem is that expansion of engineering jobs is the traditional upward mobility route for large sectors of the US population(basically the kids of skilled blue collar workers or skilled farmers are most likely to become upwardly mobile through entering technical professions). When that was cut out, optimism about the future was changed for a much larger population than it readily apparent.
I don't think the economic theory here has been well worked out, but I can easily believe that if you cut off upward mobility for 20% of the population, even if the imported workers were superior in every respect to their American counterparts, there could be negative economic ramifications.
I won't say this has been conclusively proven, but much of what passes for economic analysis on the topic of H-1b is self-promotion of entities with a huge stake in H-1b and immigration in general working as advertise. For example, the Federal Reserve finds it a lot easier to pursue monetary expansion in a high immigration environment-and I would argue that a lot of the research out of the Fed is colored by those facts. There is a real problem here because a lot of economic research has gotten labeled as "economic planning" since the Reagan era-and that means a lot of what would be done in any other developed country doesn't get done well in the US.

I think the real question here is what is the right way to really encourage innovation? I think there is an argument for having a way to grant visas to serious innovators-but you need to have some additional incentives to balance things out for US citizens or you wind up pushing US citizens out of specific jobs markets. I wrote about the economics of this phenomena here-and discussed how we might make something that would work.
The economics behind Phil Gramm's and Tim O'Reilly's thinking is rather crude and remarkably self-serving. The one of the first big advocates of talent immigration was the Frank Galton-who was advocating it as part of a general eugenics policy. The thing is, there is a very good case that in the short term, immigration tends to benefit the wealthy like O'Reilly and Gramm's donors(and it is clear that there is political support for immigration among the wealthy in the US according to a variety of polls). Analyzing the long term case for immigration much trickier, in part because the people evaluating the case are often descendants of the immigrants themselves when there is a chance to do an evaluation. Real "controlled experiments" in this area don't really exist.

tell that to the _citizens_ that are being held and have been held for about eight years on the edge of an island that sits below Florida.
As of June, all Guantanamo Bay detainees have the usual Constitutional rights. Specifically, they can cry "habeas corpus" to be released if they are being held unlawfully, and that is reviewed by the real court system, with a counsel and everything. Just this past week, charges were dropped against 5 of them. Altogether, a lot of them are free to go -- if their own countries will take them back. Not always the case.
Couldn't find anything about U.S. citizens down there, except for a column from 2002. The guy argues that the citizen, Yaser Esam Hamdi, wasn't actually a citizen after all, and I find his argument persuasive.

If you're being poisoned by air pollution, it's $6.1 million dollars (down from $8 million in 2000) but if a company is dumping poison in your water supply, it's $8.8 million dollars. If you need to know how much more to pay for little rubber caps to make your Pinto not explode, the DoT suggests $5.8 million, but starting this year wants everyone to analyze their work at $3.2 and $8.4 million, just to be sure. $5.8 million is also used by the FAA.

Anyone have a link to the actual study? I've found all sorts of people pontificating on whether it's done right or even the right thing to do, but not the study itself. I'm interested in knowing whether these "various" risky jobs included illegal immigrants in jobs like meatpacking or whether certain very dangerous and well-paying jobs were left out (surely an accidental oversight), similar to how energy and food costs are too "volatile" (read: embarrassing) to consider in inflation.

If people want in, they'll get in. It would probably not cost nearly that much. Maybe, it might cost ~$7.4 Billion to build. Tax their salaries to help pay for the demographic hellhole that will be this country for the next 30 or so years. Which demographic hellhole are you referring to? That means we will need those people; we will need their labor, and we will need the tax revenue to pay for services for the huge chunk of society that's going to be retired. Re:What a horrible lawIn Australia we have compulsary sufferage because we feel that having representation for those who don't feel like voting is more important than letting them spend another half hour on the lounge watching football every three years. If you want your entire electorate to be over 60 because they have nothing better to do, then enjoy what you have. The problem with this is that when you force people who do not care about politics to come out and vote, their presence (and the fact that they likely represent a huge voting bloc) has a dumbing down effect on politics:

we have compulsary (sic) wearing of seatbelts etc. I know that, at least in GA, one can get a $20 ticket for driving without a seatbelt. The police department gave the program the name "Click it or Ticket." I bet a lot of other states have similar restrictions. We have strict gun control because having a large bore semi-auto isn't as useful as knowing that muggers and bank theives (sic) don't have them. This varies by state and city. Carry Permits is almost impossible to get in NYC, for instance. We pay other people's healthcare bills for the security of knowing that others will pay ours. The U.S. has government insurance programs called Medicare and Medicaid, which help the elderly and poor respectively. The U.S. also has an (IMO insane) ruling that emergency rooms must treat people regardless of ability to pay. We can't have certain pets but in exchange we have a country free of certain pests. I believe the U.S. Fish and Wildlife Service and various federal, state, and local regulations restrict certain kinds of flora and fauna in certain places. I also know that the U.S. customs service is notoriously strict on what one can or cannot bring into the county. -
