What Sim City needs is a new zone. Like a red light district.

You can use it to map tiles like any other zone, except that for realism is has to be attached to an industrial or commercial zone. Because it's legit, the city tresury gets a cut of the action.

It'd be the biggest simoleon maker in Maxis history.

Though the red light district is not without it's problems. You'd need to open more clinics to deal with STD's and you'd need more police presense than usual to help deal with potential problems( like underage johns or unlicensed hores). This of course costs money, but fits in pretty nicely with the game's mode of play.

The hell with premade cities like Berlin and NYC. Give me Reno, NV and Amsterdam!!
