People fuck up. Employees get complacent. They break rules. There's no track-nazi following them around checking off lists. One brakeman lining the wrong siding can cause a world of hurt. A badly set brake can feel engaged and yet slip 10 minutes later. Best efforts can still result in horrible results.... If you decided to regulate that people make mistakes and break the rules you might just have regulations that actually work. There's a saying in the railroad industry. Heavy metal always wins.

All I can say to that is that I generally (as in always) try not to hit things when driving, whether it's my motorbike or car. It has nothing to do with my risk assessments based on the gear I have, and all to do with driving the way I was taught with an eye to the conditions I'm driving in.. I will never crash my car on purpose. I doubt you'll find any evidence to support your claim.
Anything distracting is going to make someone a worse driver than they already are. Removing those distractions reduces the risks. It may not make them "safe", but they'll be further on the spectrum towards safe than if they were texting and driving (mediocre is better than horrid, and horrid is better than guaranteed manslaughter). Anecdotal, but in my experience it's those idiots that think they are the best drivers and can text and call with no problems (completely oblivious to how they are drifting in their own lane). I've confronted people about drifting due to distractions.. all claim they weren't drifting in their lane! "No, I was driving fine!"
Yesterday a woman in the car in front of me was late starting when the red light turned green. I could see her with her phone doing something. I waited, and she started after a few seconds AND THEN STOPPED entirely to complete whatever the hell she was doing with some papers and her phone. I just don't get it. I see "the swerve" every day, and some times it's just crazy.

While they classified the risk as low at this time, one cannot ignore the implications. This strain is apparently worrysome enough to advise medium level Federal staff to the risks.

Not in British Columbia, Canada. Here they use the screening device to establish BAC Roadside, using our IRP (Immediate Roadside Prohibition) system. If you blow under.08 and over.05 you get a warn and a 3 day suspension. Over.08 the cop can elect to still not charge you with an impaired and impose a 30 day impoundment and a 90 day suspension, possibly followed up with a driver education program and an interlock requirement. No criminal charge, but refusing to blow has the same penalty. If they decide to charge you, you can expect a blood test to confirm the screening breathalizer.
