    Russia has some reserves built up, but anticipates a budget deficit for next year (and possibly the years after that).

    Don't forget that they have 3-year budgets and "deficit" in one year can be offset by other two. Plus, they also were saving all the extra money they've been getting from high oil prices into a "Stabilization Fund" for a situation like this. Oil price was budgeted by them for around $70 for quite some time and even a year ago the prediction (and future budgets) anticipated a drop in price to around $60; even though at the time oil prices were skyrocketing through the roof. They must have known something.

    They assume that interest in someone's published work is the same whether they are Nobel prize winner or not. That is simply not true, papers written by Nobel prize winners will generate more links and have higher rating, just because they recently won the prize.

    Russia's last few 3-year budget plans, as well as the ones coming up, were betting on $70-80 price and all excess is being put into a separate fund/account. Russia still has not spent its surplus of the oil money.

    You were told right. H1-B is indeed worth so much to foreigners that they are willing to take a huge pay cut in order to get it. It is a part of the "benefits" package if you will. Make H1-Bs less scarce, let people easily switch jobs, and you just have solved whole salary difference problem.

    You can disable Windows file sharing on per-folder basis.

    1. create file named "desktop.ini"
    2. put this inside:

    You can also use "NoSharing=1" instead of "Sharing=0"

    This would make EVE Online a ideal match for me, no? But I am very slow to try it, and it is exact of these consequences. Problem is that I don't that much time for games...
    1. * Eve Online has 14 day trial, which you can get from number of place including the official website
    2. * Initiallym in Eve you will spend your time "training" skills, which requires you only to click "train" after which you can log out and come back when training is done

    More to the point, why does Slashdot seem to be joining the whole "audio and video" trend? I had hopped that we were still a fairly literate group of people... if I want video and pics, I'll go to digg. I come here to read. I would prefer a transcript of a video, than watching a silent show. Yes, I'm like most of you wasting my time at work and don't want to be caught by enabling audio on my workstation.

    It's all politics. They criticized China, because they do not want China to get ahead of US in the new space war race. On the other hand, they did it themselves to show Russia and other countries that US stands by its decision to continue the development and deployment of weapons in space.

    If you hire someone fresh out of school, expect to work extra close with them on the HTML and CSS. HTML and CSS isn't their job, just like design isn't yours. It is your job to slice graphical design and code it. It is their job to define layout in Photoshop (or similar app) and colors for hidden thing such as roll overs and menues.

    Actually with regular/magnetic drives data is not gone forever with one pass. You can still use specialized readers that will detect change in magnetic field and be able to tell whether the analyzed bit was 0 or 1 before it was overwritten.

    Even if that logo is remotely similar to Best Buy's, why would BB pass up on a free advertising, and good one at that. If you look at "improv everywhere" logo/t-shirt and think of Best Buy's logo, Best Buy clearly wins because you are thinking of them.

    Not saying there is no censorship in Russian media, but why can't "state controlled" network can't impose its own agenda like many other media companies do?

    IMHO, if you want an objective news coverage, you have to look at the Internet, where an open uncensored discussion is possible.

    It didn't make US news, of course, but Estonia just had some of the first riots in their capital, Talin. Lately, the Estonian government has been removing Soviet war memorials because, well, they partly respresented the Soviets ruling their country. Just like the Russians have been doing in Moscow, they remove them all and have a single statue garden (they are historical, after all). Could you provide a quote/reference, where you got your misinformation about Moscow and removal of Soviet war memorials. Russians definitely removed many Lenin statues, but I do not recall them removing any war memorials.

    The big question is why would, say romanian cybercriminals waste their botnets for something like that. No gain. Virus writers often have "no gain" either. Just because we do not see that "gain", does not mean that they are doing (or not) something for a visible material gain.

    Additionally you may not know the whole story of what and why is happening. Estonians pissed of Russia by removing one of old WW2 memorials - which is very touchy subject for many people over there. So what you got in the end is a lot of pissed off hackers with tons of free time. I highly doubt that Russian government needed to provide any incentive on top of what Estonians did.

    It works because some rat fuckers out there buy the shit that's being advertised. How about those who pay for that spam?! Not all spammers send out their own emails.

    On the similar note, today I got the weirdest spam - it was advertising spam and its effectiveness. They even gave me a phone number to call... I wish I could spam their phone as much as they spam my mailbox.
