Hasn't been implemented? It's been in continuous use for years on at least one large international private internet that I am aware of. The problems aren't technical, they are political and financial.
Regardless of subsidies, from what I've read on the BBC's web site, the British fishing fleet has been catching fish at unsustainable levels for decades. We have applications that were developed to run on OS/2, that still work reliably and quickly on "obsolete" hardware, and would be very expensive to replace with a modern system. It isn't just a matter of software, there are specialized and expensive I/O boards that would have to be redesigned for a modern bus.

I can understand why. I used to work for a company that went through a great deal of trouble to pay all their bills at the last possible moment. Anything to keep a dollar in their hands as long as possible. Some companies are worse, they don't pay their bills until threatened with legal action.
So this "hardest thing was to get people to pull the trigger" is plain bullshit.
It was a serious problem in the U.S. Army during World War II. The Army found out that training troops by shooting at traditional bulls-eye targets did not adequately prepare them to shoot at real human beings in battle. It led to a complete revision of the Army's training techniques.
Although I share your skepticism about dark matter, I couldn't help thinking about the neutrino, a "hidden" particle that filled another gap in physics. It took 25 years for physicists to finally detect the neutrino.
With the right equipment, you can also detect radiation from the local oscillator in the television receiver. It doesn't matter if the display is a CRT or something else. Totalitarian governments have used this technique to find peope who listen to forbidden radio stations.
I'd like to see more games with a wider range of difficulty settings. I get frustrated with games that expect everyone to have lightning-fast reflexes and excellent hand-eye coordination. There's a reason I became a computer programmer and not a baseball player.
