A few years ago I spent several months working with a developer who was from Russia. Being a bit of a xenophile, I regularly questioned him regarding Russian life, politics, culture, etc, and was even able to explain a few curiosities of American culture to him.
One day during lunch we found out that we had both been in the Army (not the same Army) at the same time, back when there was still a Cold War. I began to chuckle over the propoganda that the Army endeavored to instill in myself and my fellow soldiers. We had the impression that the Soviets were a bunch of automatons with no respect for human life that were just waiting to go war for any reason. How the Soviets were just dying to use chemical and/or nuclear weapons!

How much of the added expense of keeping a US developer on payroll, vs an Indian developer on contract, is due to direct taxation (Social Security, Unemployment Insurance, Workmans Comp.) and indirect taxation that the employer and employee have to cover?
Since when do (American) corporations invest in R&D, expansion, or (real) growth?
More than likely, corporations will take the money that they save from offshoring and divide it up as big, fat bonuses for their executives, possibly as dividends for shareholders, or even to buy out competitors.
I wish that U.S. corporations would look to India, China, and Russia for low-cost MBAs. I'm pretty confident off-shore MBAs would be just as capable of bilking and mis-managing companies as American executive-club-MBAs for something like 1/20th or less of the cost. Now them's savings!
Everyone who has investments-by-proxy through mutual funds can take a share of the blame, too. These funds apply pressure to companies to get them to engage in off-shoring so that they can milk more money out their stocks, and are the same ones that reward corporate stock-manipulation strategies.

Who's morally, ethically or even intellectually superior to those who just 'go with their gut'?
