Would it be possible to create a web browser than runs as a java applet within IE? I'm thinking...port Mozilla to Java....create an applet. Then Let people with IE only systems go to the applet page and execute the Mozilla Java application and BAM! They're running Mozilla (or some browser) without installing it.

It's amazing how people are ready to take a hard dump on the movie before it's even released. It's even more amazing how people take one word "surfing" out of a press release or news report and negative fantasize until they are blue in the face like somebody who is REALLY constipated.
But the fact of the matter is.....just about every one of them will be at the theater within 2 weeks of release, ready to pay their 7-10 bucks (or equivelant currency) to see it.
Maybe their expectations will be so low that they might actually like it.
Historically every time RedHat distros have jumped major kernel releases the train wreck after the release took a couple of months to iron itself out. I'd recommend to anybody who wants to use FC 2 (and don't want to deal with the odd kernel problems) wait 2 to 4 months before doing an install. That way the major kinks will be ironed out.
I did'nt want to upgrade my servers from RH 9 to Rh Enterprise, so I waited until LAST week to install FC 1.

Latency sucked! Often it took multiple tries because each modem had to be connected to a modem bank that was on the same router. AND I was charged triple...a connect time for each modem connected.
Was it worth it...probably not...was it cool to see it work. Yep!

Is there a way that I can restrict the application (Shareaza for example) to only Internet2 connected sites without breaking access for other software (like web browsing) to the regular internet?

The article states that you need over 5 Mb/s to stream DVD quality video to consumers. Sure...if you are using Mpeg-2...
I've used the VideoLan player to stream a 3 Mb/s Xvid + 5.1 Surround AC3 stream with little or no buffering directly to my cable modem.
It works, and it's as good as DVD. Most cable modems are capable of at least 2.5 Mb/s. The only problem is network conjestion.

a: Check the local library for your CD. If it's not there...go to step B.
b: Buy used CD's
c: When you are done "listening" to your used CD(s), donate them to their local library.

The other peer to peer apps will not restrict you to I2 sites ONLY.
If you could restrict the other Peer to Peer apps to I2 only, it would keep commercial internet peers that are slow from impacting your downloads.
